PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, October 20, 2015
CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Garcia at 6:04 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioners Almash, Berry, Garcia, Lehman, Puente and Scheel
Commissioners Excused: Commissioner McHenry.
A reporter from the Gilroy Dispatch was also present.
APPROVAL OF MINUTES
Motion made by Commissioner Berry to approve the minutes of September 15, 2015.
Motion was seconded by Vice Chair Puente.
Motion passed unanimously (6-0-1, Commissioner McHenry was absent).
APPROVAL OF AGENDA
Motion made by Commissioner Lehman to approve the agenda for October 20, 2015.
Motion was seconded by Vice Chair Puente.
Motion passed unanimously (6-0-1, Commissioner McHenry was absent).
INTRODUCTIONS
Maria De Leon introduced Recreation Supervisors Judy Mireles-Janisch and Cathy Mirelez; as
well as Senior Engineer/Operations Manager David Stubchaer.
AWARDS/RECOGNITIONS
None.
PUBLIC COMMENT
Mr. Bruce Morasca, Chair of the City of Gilroy Public Art Committee, extended an invitation to
the Parks & Recreation Commission to attend the Gilroy Library Mural Unveiling on Thursday,
October 29, 2015 at 4:30 p.m. on the grassy Pasco next to the Library
OLD BUSINESS
A. Wrap -Up Discussion on Hosting the California Association of Parks & Recreation
Commissioners' & Board Members' 2015 Fall Workshop
Commissioner Lehman reported that she attended half of the training. She felt it was
wonderful to meet other Commissioners and aid the new Commissioners by answering

questions. Commissioner Scheel would like to reinstate the yearly park tours. At the
CAPRCBM workshop Mr. Romero stated that it was important to do this. This will be
put on a future agenda and staff will reconnect with the park staff to try and schedule said
tour.
The City of Gilroy Parks & Recreation Commission is doing quite well compared to
other Commissions that were present.
Chair Garcia agreed with everything that was said.
Maria De Leon thanked Sondra Banks for assisting Paul Romero with all the details
needed to put on the workshop.
B. Presentation on Save the Miller Red Barn Status
David Stubchaer stated that the Save the Red Barn is not a City project so he didn't have
much information. He also said he was looking forward to hearing the Committee's
presentation.
Save the Red Barn Board Member Kathy Chavez addressed the Commission and gave a
history of the barn. She then presented the Board's plans for the renovations of the
Miller Red Barn.
The Committee has asked the City to be allowed to clean out the barn on November 14th
and 21 st. They have enough money to put a new roof on the barn to protect it from the
weather elements.
Discussion and questions followed.
The Save the Miller Red Barn Committee was thanked by each Commissioner for their
dedication and hard work in saving this structure.
Gary Walton stated that the Parks & Recreation Commission could take a thumbs up or
thumbs down vote on supporting the Committee and said it would be helpful if the vote
was in favor of supporting the Save the Miller Red Barn Committee. Marie De Leon
stated that she would have to look into this and report back to the Commission.
C. Update and Finalization of Great Garlic 5K Event (Tasks, Costumes)
Judy Mireles-Janisch updated the Commission on what has been completed for the Great
Garlic 5K event (132 signed up so far). She distributed information on who has been
contacted thus far. Commissioners can reach out to any on the list that they may know.
Ms. Mireles-Janisch informed the Commission that two (2) of the EMTs from the Gilroy
Fire Department will be on their bikes along the course during the event.
She will send out an email invite specifically to the City Council members.
The Commission will dress up as cowboys and cowgirls for the Great Garlic 5K event.
Chair Garcia thanked Commissioner Berry for coming up with the idea to build a
scarecrow for Gilroy Gardens. It was great advertising for the 5K. The Commissioners
were given two (2) tickets each for participating.
D. Quarterly Report on Youth Scholarship Funds & Distribution (Apr, July, ;f, Jan)
Judy Mireles-Janisch reported that $9,801.74 in scholarships were granted for the 1st
quarter of 2015/2016. The balance in the Youth Scholarship Fund is currently
$29,669.01.
A. Update on ECR Programs
Cathy Mirelez addressed the Commission and did a PowerPoint presentation on the
City's ECR programs.
The Commission thanked Ms. Mirelez for her informational presentation and
commended her on an excellent program.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report.
Operations (Senior Engineer/Operations Manager David Stubchaer): See attached report.
Mr. Stubchaer informed the Commission that there are CDGB grant funds for a loop trail in San
Ysidro Park. They've met with an engineer are looking for a designer for that project.
Tree removals will be occurring on Luchessa east of Monterey Street & Princevalle due to sight
distance issues — Sycamore trees will be taken down if pruning doesn't solve the problem.

Gang Task Force

GPAC
Commissioner Scheel reported on the October 14th meeting. They are pretty much done except
to review changes. The next meeting will be on October 28, 2015. On Nov 12th the draft of the
General Plan will go before the Planning Commission at a special meeting; and then the
proposed document will go to the City Council.
Bicycle Pedestrian Commission
None.
Library Commission
None.
Youth Commission
None.
Senior Advisory Board
Commissioner Berry reported that the last two meetings were cancelled. She was at the weekly
produce sale this morning and there was a Senior Choir from San Diego who sang during lunch.
They were excellent!
COMMISSION PARK REPORTS & COMMENTS
Vice Chair Puente —San Ysidro Park — the park looked pretty good. There was a little bit of
graffiti on the backside of the handball court; new lights for the pathway are going in.
Commissioner Puente stated that there is a spray you can buy that goes on the wall and if
someone urinates on the wall, it sprays back on the person. David Stubchaer said he had heard
of that.
Commissioner Scheel — Rainbow Park — looks good. There was new graffiti on the walkway
between Culp Drive and Mt. Madonna — she will call the graffiti line. There is a porta-potty in
the park and she wondered why it was there. David Stubchaer will find out.
Commissioner Lehman - Christmas Hill Park - reported that she was at the park and the sandpit
was full of debris and it was a big concern of the mothers that were there. She was wondering if
there was any way for it to be cleaned. Mr. Stubchaer will check on this.
Commissioner Berry — Miller Park looked great. No one was there today. She attended Honk
and it was excellent; as was the Senior Ball.
STAFF COMMENTS
Davis Stubchaer reported that the park security patrols are going well.
Maria De Leon stated that she was very pleased with the CAPRCBRM workshop. She felt it
confirmed that the Gilroy Parks & Recreation Commission was doing very well.

Chair Garcia adjourned the meeting at 7:35 p.m.
