PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.

CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair
Garcia at 6:05 p.m.
SECRETARY'S REPORT
Commissioners Present: Commissioner Julie Garcia, Commissioner Ermelindo
Puente, Commissioner Terrie Berry, Commissioner Troy Trede, Commissioner John Almash and
Commissioner Rebecca Scheel
Commissioners Absent: Commissioner Brittney Lehman.
APPROVAL OF MINUTES
Motion made by Rebecca Scheel to approve the minutes of January 19, 2016. Motion was
seconded by Commissioner Ermelindo Puente.
Motion passed unanimously (5-0-1, Commissioner Brittney Lehman was absent).
APPROVAL OF AGENDA
Motion made by Commissioner Rebecca Scheel to approve the agenda for March 15, 2016.
Motion was seconded by Terrie Berry.
Motion passed unanimously (5-0-1, Commissioner Brittney Lehman was absent).
Maria De Leon introduced David Stubchaer, Operations Manager and Recreation Supervisor
Judy Mireles-Janisch who will be giving updates to the Commission. Ms. De Leon also
welcomed Troy Trede and thanked him for choosing to serve on the Commission.
Maria De Leon reported to the Commission that Terrie Berry has returned to serve another term
on the Parks and Recreation Commission.

PUBLIC COMMENT

OLD BUSINESS
A. Quarterly Report on Youth Scholarship Funds & Distribution (Jan, Apr, July, Oct)
None.
B. Election of Chair and Vice Chair of 2016 Parks & Recreation Commission
Commissioner Terrie Berry made a motion to nominate Julie Garcia to serve
another term as Commission Chair; the motion was seconded by Rebecca Scheel.
Motion passed unanimously (5-0-1, Commissioner Brittney Lehman was absent).
Commissioner Julie Garcia made a motion to nominate Rebecca Scheel for Vice
Chair and the motion was seconded by John Ahnash.
Motion passed unanimously (5-0-1, Commissioner Brittney Lehman was absent).
C. Selection of Parks & Recreation Commission Representatives to Bicycle Pedestrian
Commission; Gang Task Force; Library Commission; Senior Advisory Board and
Youth Commission
Maria De Leon reminded the Commission that at a past meeting there was discussion of
doing away with this action item.
After some discussion, it was decided that the Parks and Recreation Commission will do
away with appointing representatives to other Commissions and concentrate on their own
efforts.
All Commissioners were in agreement to discontinue appointing representatives to other
Commissions and removing this item from the Parks and Recreation Meeting agenda.
NEW BUSINESS
A. Information Regarding Affiliation with CPRS (California Parks and Recreation
Society)
Maria reported that this is an organization that a few years ago honored the City of Gilroy
Recreation Department with the best Aquatics Facility and two years ago, honored again
for the department's e-newsletter/social media outreach efforts.
Maria stated that this is a great organization that provides support to people who work in
the Parks and Recreation Field.
B. Information Regarding Affiliation with CAPRCBM
(California Association of Parks and Recreation Commissioners and Board
Members)
Maria De Leon told the Commissioners that this organization provides networking
opportunities, education and training on how to be an effective board member.
Commissioner Scheel asked Maria if she could find out how much the City pays for the
Commission to be a member of this organization.

Commissioner Julie Garcia will give any reports to the Commission on CAPRCBM
under Commissioner Comments and not have this as an agenda item.
C. Discussion Re: Controls in Place for Posting of Agendas
Commissioner Rebecca Scheel asked to have this on this agenda because she was unable
to find her emailed copy of the meeting agenda packet as expected, and later found out
that the February meeting was cancelled. Discussion followed.
D. Discussion Re: Responsibility and Process for Determining and Calling Special
Parks and Recreation Commission Meetings
Commissioner Scheel wanted this on the agenda because the March meeting was
cancelled and she wanted clarification on the procedure for calling a special meeting.
Maria De Leon told the Commission that if there are time sensitive items on the agenda
then the Commission Chair and City Staff can determine if a special meeting is needed.
Discussion followed.
E. Scheduling of Parks and Recreation Commission Annual Retreat
Maria De Leon told the Commission that they can determine when they want to schedule
the Annual Retreat. Chair Julie Garcia asked Maria De Leon if she had any suggestions.
Maria De Leon told the Commission that they can choose either a week night or a week
end, just being mindful that the date does not conflict with any City events as April was a
busy month.
Commissioner Terrie Berry made a motion to have the retreat on a Saturday and
the motion was seconded by Commissioner Troy Trede.
Motion passed unanimously (5-0-1, Commissioner Brittney Lehman was absent).
The Commission will be e-mailed potential retreat dates to consider for the upcoming
retreat.
PROGRAM UPDATES
Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report.
Judy Mireles-Janisch was not available so Maria De Leon gave the Program Updates.
Maria De Leon reported 19 candidates were interviewed for lifeguard positions.
The Youth Commission held their annual Pampered Princess Party and it was attended by 150
young ladies.
Last week the seniors had a Casino trip and one senior who is 98 years old won $4,000.
Maria De Leon also reported that the annual Volunteer recognition Dinner was coming up on
March 24, 2016. Maria invited Commissioner Troy Trede and asked Commissioner Almash if he
was planning on attending.
The Recreation Department's Spring Soccer League has the highest number of children
registered to participate (340).
The Recycle 5K Run is scheduled for Saturday, April 16, 2016
Operations David Stubehaer, (Senior Engineer/Operations Manager): See attached report.
David Stubehaer reported on Parks Capital Projects.
The San Ysidro Trail opened bids on March 11, 2016 and they were lower than expected and it
creates an unusual problem due to federal guidelines that requires a minimum amount of money
be spent. Mr. Stubehaer reported that he divided the project into phases. The low bids allowed
everything on the North side of the loop asked for in the first phase and then the next phase will
allow more led lights and a dirt path with base rock on the South edge of the concrete trail. The
other phases will include replacing all of the lights for the newer led lights.
Mr. Stubchaer reported that the other project will be Ronan Creek Channel Trail that runs along
the Santa Clara Valley Water District right of way from 6a' Street to Leavesley. This trail cannot
be lit due to environmental concerns having to do with the creek.
David Stubchaer also reported on the Miller Park Bathroom Replacement Project. This project is
funded with grant monies and must be completed by June of this year.
Mr. Stubchaer shared a draft of the MOU between the Miller Red Barn Committee and the City
of Gilroy. This project is not an item on the agenda but he wants to be sure the Commission has
time to review the document before it is an item on the Commission's Agenda. This is an
informational item and does not require any action.

COMMISSION PARK REPORTS & COMMENTS
Commissioner Julie Garcia reported that she gets a lot of emails from CAPRCBM group and

asked the Commission if it would be ok to share the emails with the other Commissioners.
Maria De Leon told Commissioner Julie Garcia that she did not see a problem with sharing this
kind of communication but Mari De Leon would check to be sure.
Commissioner Scheel welcomed Commissioner Troy Trede, thanked Commissioner Terrie Berry
for returning to the Commission and thanked Chair Julie Garcia for her willingness to take on the
job as Commission chair.
Commissioner Terrie Berry complimented the Pampered Princess event that she attended with
her granddaughter's. Commissioner Terrie Berry stated that the event is wonderful, well
organized and very enjoyable. Commissioner Berry reported that she had Sandra Sammut and
Vince Amelio come and speak to her group of retired teachers. Commissioner Berry told that
Commission that they gave a wonderful presentation to her group.
Commissioner Puente reported that in San Ysidro Park the water fountain by the new building
doesn't work and the water fountain by the bathrooms has been marked with graffiti.
Commissioner Garcia told the Commission that she is happy to see the group as being whole
again and she thanked Commissioner Scheel for accepting the position of Vice Chair.
Commissioner Garcia stated that shed would be open to substitute a regularly scheduled
commission meeting for the annual commission retreat. Maria De Leon stated that she will look
at the schedule and see what tunes and dates might work.
Commissioner Troy Trede thanked everyone for making him feel welcome.
Commissioner John Almash noticed that in Las Animas Park there are still a lot of dead branches
on the ground and in the trees. Commissioner John Almash also noticed in Las Animas Park the
water fountain near the foot bridge seems to have a drainage problem that needs to be checked.

Chair Garcia adjourned the meeting at 7:30 p.m.
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
April 19, 2016 at 6:00 p.m. at 7351 Rosanna Street, Gilroy, CA 95020.
