PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, May 17, 2016
CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Julie
Garcia at 6:12 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioner Julie Garcia, Commissioner Terrie Berry,
Commissioner Ermelindo Puente, Commissioner Troy Trede, Commissioner Rebecca Scheel,
Commissioners Brittany Lehman and John Almash
Commissioners Excused: none
APPROVAL OF MINUTES
Motion made by Commissioner Terrie Berry to approve the minutes of April 19, 2016.
Motion was seconded by Commissioner Ermelindo Puente.
Motion passed unanimously (7-0-0).
APPROVAL OF AGENDA
Motion made by Commissioner Brittany Lehman to approve the agenda for May 17, 2016.
Motion was seconded by Commissioner Ermelindo Puente.
Motion passed unanimously (7-0-0).

PUBLIC COMMENT
None.
OLD BUSINESS
A. Great Garlic 5K— Judy Mireles-Janisch
Judy Mireles-Janisch passed out a document that outlined the Great Garlic 5K event. This
document gave an overview of areas of event responsibilities. Judy explained to the
Commissioners which areas they can be involved with. Commissioner roles were highlighted in
yellow on the document.
Judy Mireles-Janisch would like a Commissioner to take on the Costume Contest.
Maria De Leon suggested that this item remain on the agenda so that discussion and action can
continue until the event takes place.
Judy asked the Commission Chair Julie Garcia to draft the thank you letter to all sponsors and
contributors.
Judy reported that in the past, this event broke even and made enough money to cover its
expenses. The monies generated from the event sponsorships were the only funds that were
designated to the Youth Scholarship Fund. Maria De Leon is encouraging all of the
commissioners to get more involved in the event planning so that this year will prove to be more
profitable.
Judy reported the attendance for past years was the following:
• 104 in 2011
• 183 in 2012
• 142 in 2013
• 209 in 2014
• 170 in 2015
Maria De Leon told the commission that no one wants to discontinue this event but she wanted
to let the commissioners know that the Recreation Department staff need the commissions help
to make this event more successful.
Commissioner Rebecca Scheel asked about the date. Judy stated that she chose the week before
Halloween and the date is October 29, 2016.
Commissioner Terrie Berry made a motion to have the Great Garlic 5K on Saturday,
October 29, 2016 and it was seconded by Commissioner Rebecca Scheel.
Motion passed unanimously (7-0-0).
Chair Julie Garcia suggested asking the registrants to donate money to the scholarship fund and
perhaps to have a raffle on the day of the event.
Commission Chair Julie Garcia volunteered to organize the Costume Contest.
Commissioner Julie asked that Judy bring a list of past contributors to the June meeting.
Commissioner Ermelindo Puente suggested that the event be published in the Out and About
Magazine calendar.
Chair Julie Garcia thanked Judy for all of the information and she asked the Commissioners to
give a lot of thought to all of the suggestions they just heard and to come to the next meeting
ready to work on this event.

DEPARTMENT UPDATES
Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report.
Judy Mireles-Janisch reported that the Spring soccer season just ended this last Saturday and it
was very successful.
The Jr. Giants baseball program will be starting soon. Staff is still looking for volunteer coaches,
assistant coaches and team parents.
This month was Spanish Heritage month and the Las Rositas Club from the senior center held
their annual dinner dance.
Fishability, an Adaptive Program event, took place this last Friday, it was well attended and
everyone had a good time.
Operations (Senior Engineer/Operations Manager David Stubchaer)
The trail at San Ysidro Park is just about finished and the fence should be removed soon. The
next phase will continue "the loop" part of the trail.
The Miller Park restroom renovation is on track and should be completed by June 24, 2016.
COMMISSION PARK REPORTS & COMMENTS
Commissioner Ermelindo Puente reported that the new cement in San Ysidro Park looks very
nice. Commissioner Puente also reported that two of the new park benches have graffiti on them
and the 4 new lights in the park look good.
Commissioner Puente also told David Stubchaer that the weeds along Santa Teresa Blvd. are still
there along the fence. Additionally, the trees along Santa Theresa Blvd. are still growing very
low and making it difficult for pedestrians to walk under them.
Commissioner Rebecca Scheel reported that one of the drinking fountains in Rainbow Park is
broken and the water shoots straight up into the air.
STAFF COMMENTS
Maria De Leon told the Commission that at the July meeting Shawna Freels, the City Clerk, will
be attending to review the Brown Act, Roberts Rules of Order and the Open Government Act.
Maria De Leon asked the Commission to come to the meeting prepared to discuss these items.

Submission deadline is Tuesday, June 14, 2016 at 12:00 p.m.
ADJOURNMENT
Chair Garcia adjourned the meeting at 6:52 p.m.
The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, June
21, 2016 at 6:00 p.m. at the Administrative Conference Room in City Hall at 7351 Rosanna
Street, Gilroy, CA 95020.
