PARKS AND RECREATION COMMISSION MEETING
6:00 P.M.
Tuesday, June 21, 2016
CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Julie
Garcia at 6:05 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioner Julie Garcia, Commissioner Rebecca Scheel,
Commissioner Ermelindo Puente, Commissioner Terrie Berry, and Commissioner John Almash.
Commissioners Absent: Commissioner Troy Trede excused; Commissioner Brittany Lehman,
unexcused.
APPROVAL OF MINUTES
Motion made by Commissioner Terrie Berry to approve the minutes of May 17, 2016. Motion
was seconded by Commissioner Rebecca Scheel.
Motion passed (5-0-2), Commissioners Troy Trede and Commissioner Brittany Lehman
were absent.
APPROVAL OF AGENDA
Chair Julie Garcia suggested moving the two presentations, the tennis club and the San Ysidm
Park Youth Group to the top of the meeting agenda.
Motion made by Chair Julie Garcia to approve the agenda with the proposed changes for June
21, 2016. Motion was seconded by Commissioner Rebecca Scheel.
Motion passed (5-0-2), Commissioners Troy Trede and Commissioner Brittany Lehman
were absent.
E. Gilroy Tennis Club Donation — Maria De Leon
Maria explained that the Gilroy Tennis Club has submitted an application for a donation that
consists of the resurfacing of two of the tennis courts as well as the installation of two concrete
tables with attached benches. In order to ensure that the donation complies with the City of
Gilroy's Donation Policy the Tennis Club must come to the Parks and Recreation Commission
first to present the proposed donation before they go to City Council for approval.
John asked if this project will go out to bid and is the work done by the City. Maria answered
that it does not go out to bid and the contractor that the Tennis Club used before will do the
work.
Commissioner Rebecca Scheel thanked the tennis club for all the work they have done to the
park. It is beautiful. Commissioner Terrie Berry also thanked the Tennis Club for all the work
they do to improve the tennis courts at Las Animas Park. Commissioner Terrie Berry asked
about getting the electricity back on at the tennis courts. Maria De Leon explained that there
have been problems in the past with having electricity at the tennis courts and the tennis club is
working with the City to resolve the issues.
Motion made by Commissioner Rebecca Scheel to approve the donation and the motion
was seconded by Commissioner Ermelindo Puente.
Motion passed (5-0-2); Commissioners Troy Trede and Commissioner Brittany Lehman
were absent.

AWARDS/RECOGNITIONS
None.
PUBLIC COMMENT
None.
OLD BUSINESS
A. Great Garlic 5K — Judy M. Janisch
Judy gave the Commissioners packets that included an agenda, donation letters, potential sponsor
letters and potential exhibitor's applications/letters and other items to promote the 5K. Judy M.
Janisch explained to the Commissioners that their names are included on the letters.
Copies of the flyers which included information on the costume contest, the list of prizes and it
explains that the costume judging will take place before the race begins. Chair Julie Garcia will
coordinate the costume contest.
Judy M. Janisch listed the items that the Commissioners could help work on for the 5K:
Registration packets — the Thursday before the event.
Donations of food and prep before the event.
Judy asked Commissioners to do meet and greet at the event itself.
Sponsorships — asking Commissioners to make contacts asking for sponsors for the event.
Staff will work with exhibitors.
Chair Julie Garcia thanked Judy M. Janisch for all the info that she gave them
Commissioner Ermelindo Puente volunteered to work with getting the bags ready for the
participants the Thursday before the event.
Commissioner Terrie Berry will work with Commissioner Rebecca Scheel on food and beverage
donations.
Commissioner Rebecca Scheel will work on getting sponsors.
Commissioner Ermelindo Puente will get donation of corn stalks. Staff is willing to pick up any
donated items.
Commissioner John Almash asked what is the difference between a donation and a sponsorship?
Judy M. Janisch explained that any amount of $300.00 or more is considered a sponsorship.
Commissioner Rebecca Scheel asked if Mr. Garlic will be there and Judy said he will be
contacted.
B. List of Park Amenities — Maria de Leon
Maria reviewed the list with the Commissioners. Each commissioner received a copy of the list
in the packet.
Commissioner Ermelindo Puente liked the list.
Commissioner Rebecca Scheel — requested a dog friendly drinking fountain.
Commissioner Rebecca Scheel is concerned about the colors being used in the parks and
suggested school colors or park themes for each park.
Chair Julie Garcia suggested natural colors such as earth tones, browns and greens, rather than
the bright colors.
Chair Julie Garcia asked if they could bring the list back to the next meeting for changes and
further review.
This item will be continued to the July meeting.
NEW BUSINESS
A. E, lection of Vice Chair of Parks and Recreation Commission — Chair Julie Garcia
Commissioner Terrie Berry nominated Commissioner Ermelindo Puente and Commissioner
Puente accepted.
Motion made by Commissioner Terrie Berry and it was seconded by Commissioner
Ermelindo Puente.
Motion passed (5-0-2), Commissioners Troy Trede and Commissioner Brittany Lehman
were absent.

B. Active and Peaceful San Ysidro Park Youth Presentation — Maria De Leon
Lydia Denice, the Violence Prevention Community Specialist with the Santa Clara County
Department of Public Health. In the fall of 2015 Public Health recruited residents to participate
in the Active and Peaceful San Ysidro Project. This is a resident led action plan focused on
engaging residents in developing their vision for an active and peaceful San Ysidro Park and
neighborhood.
Joseph asked the Commission to help make the park a better place for youth. Joseph would like
to see a skate park and a new basketball court in San Ysidro Park.
Anthony has lived near the park for 13 years. Anthony would like to see new basketball courts
in San Ysidro Park.
Isaiah has lived by San Ysidro Park with his Mom for 4 years and he would like to see new
BBQ pits and clean benches.
Other children spoke to the Commission and asked for a larger playground. The group shared a
hand out with the commissioners.
The group is asking for the Parks and Recreation Commission's support with this project.
Commissioner John Almash thanked the youth for coming before the Commission.
Commissioner Ermelindo Puente told the group that he has worked for many years to improve
San Ysidro Park and if he is happy to help them with this project.
Commissioner Terrie Berry also told the group that they have her support.
Maria told the group how proud she is of the youth group not only for coming to speak to the
Parks and Recreation Commission but for showing how much they care about they're
community and neighborhood park.
C. Las Animas Veterans Park/Dog Park— David Stubehaer
David told the Commissioners that he needs more direction for this item and he needs more
clarification on what the Commission would like to see in a report about the dog park.
Chair Julie Garcia stated that she is concerned about the negative comments that she seeing on
social media about the dog park at Las Animas Park.
In general the Commissioners want to know how the dog park can be improved to make it more
appealing to local residents.
Commissioner John Almash suggested moving the fences and perhaps adding some grass to the
dog park.
Commissioner Rebecca Scheel suggested that perhaps Donna Pray has some new information
about the dog park.
Maria De Leon explained that the Commissioners can respond to the public on social media as a
citizen but not in the role as a Parks and Recreation Commissioner.
Commissioner John Almash suggested gathering more information and then perhaps addressing
the issue at a future meeting.
Commissioner Ermelindo Puente suggested putting a questionnaire on the city's website? Maria
De Leon stated that this would not be a problem.
Chair Julie Garcia suggested putting a suggestion box at the dog park.
Commissioner John Almash will make contact with Donna Pray and report back to the
Commission.
Chair Julie Garcia asked that this be on the Agenda again at the next meeting.
D. Annual Parks & Recreation Commission Presentation to City Council (Monday,
August 1, 2016) — Maria De Leon
Julie will work with Judy on this presentation. This needs to go to the City administrator in July
at least two weeks before August 1, 2016.
Maria De Leon reminded the Commissioners that it is a great show of support if all of the
Commissioners attend this City Council Meeting.
DEPARTMENT UPDATES
Recreation: Judy Mireles-Janisch
Pools are open/swim lessons have begun.
Summer Day Camp program will be going to the CHS pool once a week.
Summer Day Camp travels to Gilroy Gardens on Thursdays.
Jr. Giants has started.
Rehearsals for Beauty and the Beast have started and the play opens on July 14`h and closes on
July 24 '.
The Tri-athlon is coming up.
Fireworks booth still could use some volunteer workers.
Operations: (Senior Engineer/Operations Manager David Stubehaer): See attached report.
Miller park restroom renovation is nearing completion. These will be unisex bathrooms. There is
temporary power and it will be a few more weeks before the permanent power is restored.

COMMISSION PARK REPORTS & COMMENTS
Commissioner John Almash asked about arborist report on the large oak at Las Animas Park that
is losing pieces of the tree.
David will ask council to approve a new tree service contract. To address the trees and also
replacement trees affected by the drought.
Commissioner John Almash feels that proper pruning of trees can save many trees that are at
risk.
Commissioner Rebecca Scheel stated that the drinking fountain at Rainbow Park has been
repaired.
Commissioner Rebecca Scheel attended bike to work day with BPC.
Commissioner Rebecca Scheel attended VFW post celebration.
Commissioner Terrie Berry saw Commissioner Ennelindo Puente march in the Memorial Day
Parade.
Commissioner Terrie Berry asked if Heather Kyles and Vincent Amelio from the Senior Center
could attend the next Commission Meeting to introduce themselves.
Commission Ennelindo Puente reported that in San Ysidro Park, the handball courts have graffiti
on them.
Commissioner Puente asked if there is a program to power wash the tables in the park.
Commissioner Ermelindo Puente reported that the AC was on in the building and no one was in
the building.
Commissioner Ermelindo Puente reported that watering in the park in being done too late in the
day and should be done much earlier in the day.
Chair Julie Garcia says El Roble Park looks good and she really enjoyed the park tour. Chair
Julie Garcia reported that Bill Headley did a great job. Chair Julie Garcia would like to see
another scheduled for next year.
STAFF COMMENTS
Maria De Leon reported to the Heather Kyles replaced Anna Bilecki.
The City is not going to replace Sandra Sammut's position.
A Budget Analyst position will replace Sondra's position of Administrative Assistant.
