Tuesday, July 19, 2016 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair Ermelindo Puente at 6:03 p.m. SECRETARY'S REPORT Commissioners present: Commissioner Terrie Berry, Commissioner Ermelindo Puente, Commissioner John Almash, Commissioner Troy Trede and Commissioner Rebecca Scheel Commissioners Excused: Commissioner Julie Garcia ALSO PRESENT: City Administrator Gabe Gonzales, Councilman Roland Velasco, Recreation Staff - Heather Kyles, Vincent Amelio, Brian Hanes APPROVAL OF MINUTES Motion made by Commissioner Rebecca Scheel to approve the minutes of June 21, 2016. Motion was seconded by Commissioner Terrie Berry. Chair Julie Garcia sent the secretary a request that two amendments be made to the minutes from Jude 21, 2016. Motion passed to approve the minutes with the two changes requested by Chair Julie Garcia. (6-0-1) Commissioner Julie Garcia absent. APPROVAL OF AGENDA Motion made by Commissioner Terrie Berry to approve the agenda for July 19, 2016, Motion was seconded by Commissioner John Almash Motion passed unanimously (6-0-1). Commissioner Julie Garcia was absent. INTRODUCTIONS Gabe Gonzalez, City Administrator There were no questions from the Commission. Gabe Gonzalez stated that he has been very busy. He is enjoying getting to know everyone here at the City of Gilroy, and is working on a Strategic Plan for the City. He also told the commissioners that he will be doing an Assessment of all Committees and Commissions, and will ask the Council to hold -off on appointing any new members to committees/commissions. Header Kyles, Recreation Coordinator. Heather oversees the Senior Center, Sumner Day Camp and the Afterschool Program at Solorsano School. Maria De Leon told the Commission that Heather has worked in the Probation department in San Jose. Heather Kyles told the Commission that she grew up in Morgan Hill and is excited to be working with the City of Gilroy. Brian Hermes, Recreation Coordinator He came to work for us from the City of San Jose. Brian works with Bernice Aguilera at the Police Department on the Gang Prevention Program as well as other programs like Party in the Park, and is happy to be here working with Gilroy. Vincent Amelio, Recreation Specialist Vincent was bona and raised here in Gilroy, and currently runs the Youth Center, which includes an After School Program and Summer Youth Program, and there are currently 70 kids participating, Maria complimented Vincent on how organized and well run the program is. Maria was very impressed. AWARDWRECOGNITIONS None. PUBLIC COMMENT None, &D BUSINESS A. Great Garlic 5K Judy M. Janisch wanted to update Commissioner Troy Trede on the list of duties for the 5k since he was unable to attend last month's meeting, Commissioner Terrie Berry and Chair Julie Garcia are working on getting the non-profit 5010, to got the Disneyland tickets for the raffle. The Youth Gang Task Force will allow the Parks and Recreation Commission to use their 501 C3 to get the tickets firm Disneyland. Commissioner Terri Berry made a motion and Commissioner Troy Trede seconded Ure motion to approve the use of the Gang Task Force Non -Profit 5010. Motion passed unanimously (6-0-1). Commissioner Julie Garcia was absent. B. List of Park Amenities Commissioner Julie Garcia worked on this list. Maria De Leon will add narrative regarding keeping amenities consistent within all the parks, C.ornmissioner. Troy Trede liked the list and feels it is a good list that covers a lot. Commissioner Rebecca Scheel would like to include the Public Art Committee on this list. Commissioner Troy Trede stated that graffiti goes down when there are murals and other art is being displayed. Maria De Leon stated that this list will be given to developers to let them know what is expected in parks. Commissioner Troy Trede stated that the trend is to use 50 gaL garbage cans that are painted or decorated somehow. They are cheap, easy tomove and replace. Commissioner Rebecca Scheel voiced her concern about the number of cans in packs and the placement inside the park. The Commissioner's agreed on the wording on the list regarding garbage cans. Commissioner Troy Trede suggested adding some smaller cans with doggie bag dispensers along with large cans. Maria De Leon will re -work the list and bring it back to the Commission at the next meeting (September) so that it can be voted on. C. Las Animas 'Veterans Park — Dog Park Commissioner John Almash made contact with Donna Pray but she did not have any new information regarding the Dog Park. Commissioner John Almash stated that the Dog Park at Las Animas was meant to be a temporary location. Donna Pray told Commissioner John Almash that there was supposed to be a site for another Dog Park somewhere off Santa Teresa Blvd, but she was not sure of the location. Commissioner Troy Trede suggested getting a sponsorship for the Dog Park - perhaps from the pet stores here in Gilroy. Maria De Leon stated that if the Commission wants to get a sponsor they should know what the costs would be so that they can give this information to any potential sponsors, Councilman Velasco suggested grass or artificial turf in the Dog Park might be part of the solution instead of the rock that is there now. Commissioner John Almash stated that he thinks the fact that there is no shade at the Dog Park could be another problem. Commissioner Rebecca Scheel will took for information she might have on the other location for a Dog Park and give the information to Maria De Leon. D. Annual Parks & Recreation Commission Presentation to City Council (Monday, August 4 2016) Judy M. Janisch has been working with Chair Julie Garcia to get this presentation ready to bring to City Council. Maria De Leon encouraged all Commissioners to wear their name badges and to attend this City Council meeting. Maria De Leon feels it is very important that all the Commissioners attend the meeting to show support for the Parks and Recreation Commission. Commissioner Rebecca Scheel feels strongly that the Commission be allowed to review the presentation before it is brought to City Council. NEW BUSINESS A. Staff Appreciation Breakfast Commissioner Terrie Berry reported that the breakfast will be held on Thursday, September 29, 2016 at the Corp Yard. Commissioner Rebecca Scheel feels it is important that Commissioners be introduced to staff at the breakfast. Maria De Leon asked that this item be on the agenda for the September meeting, Commissioners will contact staff and let them know what food they are bringing to share, B. Annual Parks & Recreation Commission Meeting in Las Animus Park The annual Parks and Recreation Meeting in the Park will take place in Las Animus Park on Tuesday, September 20, 2016. This meeting is also a potluck meeting and the Commissioners will let staff know what food they are bringing to share. C. August Parks & Recreation Meeting Dark for August Commissioner John Almash made a motion and Commissioner Troy Trede seconded the motion to approve that the Parks and Recreation Commission will be "dark" for the month of August. Motion passed unanimously (6-0-1). Commissioner Julie Garcia was absent. DEPARTMENT UPDATES Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report, • Aquatics has many classes fall. • Summer Day Camp is frill. • Adaptive participants will be attending Beauty and the Beast, Children's Theater production. • 43 volunteers helped at the Kids Tri. • We are now looking for Volunteers to help with KDA, August 27, 2016, • Party in the Park is also looking for volwltecrs, • Jr Giants is going strong • Volunteers are needed for Clean -Up Day at the Senior Center- July 26t" fiom 1p.m. to 4 p.m. • The Pall Guide will be going to the Post Office tomorrow, July 20, 2016. • Heart Safe Gilroy -City with a Beat • 5K will take place at the Sports Park on Saturday, August 20, 2016. This event will raise money to help install AED's in nonprofit agencies that don't have the funds to provide them. Scholarships Report For the months of April, May and June, $10,300.00 in scholarships have been awarded, Operations (Senior Engineer/Operations Manager David Stubehaer) David Stubchaer reported that in the month of June there have been 9 incidents of vandalism and theft. There was destruction of a bathroom stall in San Ysidro Park, and some picnic tables were stolen from near the playground area at Christmas Hill Park and they were not found. Miller restroom project is now complete and open to the public. The restrooms are all unisex bathrooms, with single stalls, all ADA accessible, with recessed mounted hand dryers; the paint has an anti -graffiti coating and there is LED lighting. The restrooms have an automated locking system that will send an alert if there is anyone in the building after it is closed and it also has a temperature detecting system that will send an alarm if someone tries to start a fire inside the restroom. David Stubchaer is still waiting for PG&E to install the permanent power to the building - there is temporary power now, COMMISSION PARK REPORTS & COMMENTS Commissioner John Almash reported that at Las Animas he is concerned about grates being left open. David Stubchaer will look into this, Commissioner Rebecca Scheel asked about the new road at CHP before Garlic Festival, David Stubehaer has not seen it yet, but he knows it will only be used during Garlic Festival, It will be closed throughout the rest of the year. Commissioner Troy Trede really enjoyed the parks tour with Bill Headley. Commissioner Ermelindo Puente reported that at San Ysidro Park the brand new Horse Shoe Pit was vandalized and needs to be repaired. Commissioner Ermolindo Puente is concerned about the puncher vine around the park, which needs to be sprayed and removed; the puncher vine is also near the levee West of Wren Ave, on both sides. Commissioner Ermelindo Puente also reported that the tables in the park need to be power washed, they are sticky and messy. Commissioner Ermelindo Puente told David Stubehaer that a cover on one of the water valves near the bathrooms is missing and that area needs more base rock to make it safer. Commissioner Terri Berry reported that she attended the Bids Tri and was impressed at how well organized it is and the kids seem to have a lot of fan, even without the biking part of the event. She also stated that her granddaughters are really enjoying the Day Camp at Christopher High School. She further stated that the Senior Center is having a hard time feeding all of the seniors and they are looking into solutions. Commissioner Rebecca Scheel reported that Rainbow Park is looking good. Lyons Creek Trail is great and she enjoys walking it very much and that Party in the Park was very nice STAFF COMMENTS Maria De Leon thanked the Commission for their understanding and patience while the Parks and Recreation Department is going through some changes in staffing. Commissioner Ennelindo Puente thanked Maria De Leon for her hard work while the Department is going through these changes. Maria De Leon shared a flyer regarding Active and Peaceful San Xsidro Park Community Exhibition event at 5:30 on Tuesday, August 9, 2016, in the park and everyone is invited. Commissioner Ermelindo Puente reminded the Commissioners that the deadline to get items on the Agenda is 12:00 p.m. on Tuesday, September 13, 2016.
