09/13/2016 Parks and Recreation Commission Special Meeting Adopted 10/18/2016CITY OF GILROY MINUTES OF THE PARKS AND RECREATION COMMISSION SPECIAL MEETING 6:00 P.M. Tuesday, September 13, 2016 CALL ORDER The special meeting of the Parks and Recreation Commission was called to order by Chair Julie Garcia at 6:03 p.m. SECRETARY'S REPORT Commissioners present: Chair Julie Garcia, Commissioner Terrie Berry, Commissioner Troy Trede, and Commissioner Rebecca Scheel. Commissioners Excused: Commissioner John Almash and Vice -Chair Ermelindo Puente. ALSO PRESENT: Maria Angeles, Senior Civil Engineer/Development; Rebecca Tolentino, Senior Planner; Jess Salmon, Director of Forward Planning - Meritage Homes; Rob Oneto, Principal — RJA; Rachel Brinkerhoff, Senior Project Manager - VanderToolen Associates; Jim Schul, Senior Project Manager — RJA; Donna Pray, Executive Director - Gilroy Foundation. APPROVAL OF AGENDA Chair Julie Garcia proposed that New Business Item A be moved before Old Business. Commissioner Terrie Berry motioned to approve the Agenda of 9/13/16 with Item A under New Business being first on the agenda. Motion was seconded by Commissioner Troy Trede. Motion passed unanimously (4-0-2). Vice -Chair Ermelindo Puente and Commissioner John Almash were excused. A. Review new neighborhood park — Hecker Pass Park Maria Angeles gave a short report summarizing the background of the Hecker Pass Neighborhood Park and its many features. Maria Angeles introduced Jess Salmon, who went into the specifics of the many features including the dog park element. He hoped the Parks and Recreation Commission would review and recommend that Council approve the final conceptual plan for Hecker Pass Neighborhood Park. Rachel Brinkerhoff reported that vinyl coated cyclone fencing would be a good choice for the dog park. Donna Pray, Executive Director of the Gilroy Foundation also provided insight on the subject. There were many questions and much discussion followed. Commissioner Rebecca Scheel motioned to approve the final conceptual plan for the Hecker Pass Neighborhood Park, with turf and vinyl coated cyclone fencing for the dog park. Commissioner Terrie Berry seconded the motion. Motion passed unanimously (4-0-2). Vice -Chair Ermelindo Puente and Commissioner John Almash were excused. Maria De Leon and the commissioners thanked the developers for the work they put into the presentation, and also thanked Donna Pray for her input. OLD BUSINESS A. Disneyland Raffle Tickets Chair Julie Garcia announced she had received an email from Kevin Heath from the Gilroy Art Alliance, that the Disneyland donation tickets had arrived. She also informed the commissioners that there are laws and regulations for conducting a donation effort. Donna Pray informed the commissioners that a permit has to be filled out and mailed, and it could take at least 60 days to be processed and approved. There was much discussion on the details of the donation effort and it was decided to charge $10 a ticket and possibly put a cap on the amount of tickets to purchase. Commissioner Scheel did express the importance of getting the form filled out and mailed soon, because tickets cannot be sold until a confirmation letter from the Registry of Charitable Trusts is received. Also discussed, was having two other items for the drawing. Commissioner Terrie Berry said she would see about getting a donation from Gilroy Gardens. Maria De Leon committed to adding an item for the drawing, which may include CHS Aquatic Center entry tickets. Maria De Leon suggested the commissioners work on a flyer to promote the selling of tickets. Chair Julie Garcia and Judy Mireles-Janisch will work on the flyer. B. Parks & Recreation Commission Assessment Update Maria De Leon reported that she and Judy Mireles-Janisch will be reaching out to each commissioner to schedule a meeting where a short survey will be conducted regarding the Commission Assessment Update. ADJOURNMENT Chair Julie Garcia adjourned the meeting at 7:37 p.m. FUTURE MEETING The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, October 18, 2016 at 6:00 p.m., at 7351 Rosanna Street, Gilroy, CA 95020.
