09/20/2016 Parks and Recreation Commission Regular Meeting Adopted 10/18/2016CITY OF GILROY MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, September 20, 2016 CALL ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Julie Garcia at 6:09 p.m. SECRETARY'S REPORT Commissioners present: Commissioner Julie Garcia, Commissioner Terrie Berry, Commissioner Ermelindo Puente, Commissioner John Almash, Commissioner Troy Trede and Commissioner Rebecca Scheel APPROVAL OF MINUTES Motion made by Commissioner Rebecca Scheel to approve the minutes of July 19, 2016, with stated corrections. Motion was seconded by Commissioner Ermelindo Puente. Motion passed unanimously (6-0-0) APPROVAL OF AGENDA Motion made by Commissioner Terrie Berry to approve the agenda for September 20, 2016. Motion was seconded by Commissioner Rebecca Scheel. Motion passed unanimously (6-0-0). INTRODUCTIONS Bruce Morasca, Vice Chair of the Arts and Culture Commission. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS Great Garlic 5K There was a review of the report submitted by Judy Janisch and discussion followed. Chair Julie Garcia encouraged the Commissioners to wear a costume to the event. After much discussion it was decided that all Commissioners will wear orange & black. It was decided that the costume contest will take place at approximately 8:30 a.m., before the 5K begins. Staff Appreciation Breakfast (Thursday, September 29, 2016) — Update — Commissioner Ermelindo Puente David Stubchaer suggested that it start at 8 a.m. Staff was asked to put together a food item list to be emailed to all Commissioners. Food List: Burritos — Commissioner Ermelindo Puente Breakfast Pastries — Commissioner Julie Garcia (day before) Large coffee maker/muffins — Commissioner Rebecca Scheel — Attendance at the event - TBD Fruit — Commissioner John Almash Juices — Commissioner Troy Trede Breakfast Casserole — Commissioner Terrie Berry Disneyland Ticket Fundraiser Commissioner Julie Garcia will make contact with Kevin regarding the Gilroy Art Alliance Non -Profit status. Chair Julie Garcia shared a flyer for the Disneyland Ticket raffle with the other Commissioners. Judy Mireles also had a flyer to share with the Commissioners. Chair Julie Garcia reported to the Commissioner's that they received 4, 1-day park hopper Disneyland Tickets from Disneyland and they don't expire until Sept. 2018, so the winner will have one year to use the tickets. Commissioner Rebecca Scheel objected to the idea of drawing the winner at Santa's Breakfast. Chair Julie Garcia feels that the Santa's Breakfast is the perfect event to have the drawing of the winner of the Disneyland tickets. Commissioner Terrie Berry will make sure that the Commission will have two tickets to Gilroy Gardens to raffle for a second prize. Commissioner John Almash made a motion that the Parks and Recreation Commission will print a minimum of 300 raffle tickets to begin with, without advertising the number of tickets for sale and the drawing will be held sometime during Santa's Breakfast, to be determined by the number of tickets left to sell. The motion was seconded by Commissioner Troy Trede. Motion passed unanimously (6-0-0) Parks & Recreation Commission, Arts & Culture Commission, Public Art Committee Assessments — Update - Judy M. Janisch Judy M. Janisch reported to the Commissioners that Maria De Leon would be contacting them individually to set up appointments for the interviews regarding Commission Assessments. DEPARTMENT UPDATES Recreation (Recreation Supervisor Judy Mireles-Janisch): See attached report. Aquatics programs are finished for the year. The after school program at Solorsano School is full. The auditions for the play Elf Jr were held this last Sunday and 46 children participated. Recreation Soccer program started and there are 490 participants. ECR classes started last week. Staff is working on the Winter/Spring Activity Guide and will come out Mid -November. Operations (Senior Engineer/Operations Manager David Stubchaer (See attached Report) David Stubchaer told the Commissioners that he bad no updates to the report that was attached. COMMISSION PARK REPORTS & COMMENTS Commissioner Ermelindo Puente reported some men in the park drinking, cars parked inside the park and some pit bull dogs. Commissioner Rebecca Scheel reported that the water fountain at Rainbow Park is leaking at the base of the fountain. Commissioner Rebecca Scheel stated she was very happy that the school district employee that she spoke to was very responsive to her concerns. Commissioner Terrie Berry reported that there is a port a potty at Sunrise Park and was wondering who put it into the park. David Stubchaer stated that it was put into the Park by a private party. Commissioner Julie Garcia stated that she would like her personal contact information listed on the City's website. Judy M. Janisch suggested we could send out a questionnaire to the Commissioners regarding the listing of their contact information on the City's website. STAFF COMMENTS None. NEXT MONTH AGENDA ITEMS — Submission Deadline for Agenda Items is Tuesday, October 11, 2016 at 12:00 p.m. ADJOURNMENT Chair Julie Garcia adjourned the meeting at 7:09 p.m. The next regular meeting of the Parks and Recreation Commission will be held on Tuesday, October 18, 2016 at 6:00 p.m. at 7351 Rosanna Street, Gilroy, CA 95020.
