CALL ORDER
The regular meeting of the Parks and Recreation Commission was called to order by Chair Julie
Garcia at 6:05 p.m.
SECRETARY'S REPORT
Commissioners present: Commissioner Julie Garcia, Commissioner Terrie Berry,
Commissioner Ermelindo Puente, Commissioner John Almash, Commissioner Troy Trede and
Commissioner Rebecca Scheel

APPROVAL OF MINUTES
Motion made by Commissioner Terrie Berry to approve the minutes of September 13,
2016. The motion was seconded by Commissioner Rebecca Scheel.
Motion passed unanimously (6-0-0).
Motion made by Commissioner Ermelindo Puente to approve the minutes of September 20,
2016. The motion was seconded by Commissioner Troy Trede.
Motion passed unanimously (6-0-0).
APPROVAL OF AGENDA
Chair Julie Garcia asked that Item A of New Business be moved to the beginning of the
Agenda. Motion made by Commissioner Terrie Berry to approve the agenda with the
change requested by Chair Julie Garcia for October 18, 2016. Motion was seconded by
Commissioner Ermelindo Puente.
Motion passed unanimously (6-0-0).

BROWN ACT, OPEN GOVERNMANT ORDINANCE (OGO) AND ROBERT'S RULES
OF ORDER — UPDATE — SHAWNA FREIELS, CITY CLERI{
Commissioner Rebeca Scheel asked Shawna Freels, the City Clerk, to review several questions
that the Parks and Recreation Commissioners had regarding the way a public meeting is
conducted. Discussion followed.
Shawna Freels, City Cleric discussed a question regarding making changes or amendments to
meeting minutes. All meeting minute changes or amendments need to be made by a majority
vote of the Commission.
When it comes time to vote for Chair or Vice Chair of the Commission is it appropriate for
members to nominate themselves for a position?
Shawna Freels, City Clerk, clarified to the Commissioners that it is acceptable for
Commissioners to nominate themselves for electable positions within the Commission.
Commissioner Rebecca Scheel asked if it is ok to nominate and elect someone who is not at the
meeting. Shawna Freels shared that it is more appropriate to nominate and elect members who
are present at the meeting so that they can accept or decline the nomination and the position.
Maria De Leon shared a flyer with the Commission that gives information on the vacancies and
open seats for each City Commission.
Commissioner Rebecca Scheel asked if it was appropriate for Commission members to send out
emails to the other commissioners regarding Commission business. Shawna Freels stated that
this is not an acceptable practice because it can be viewed as a violation of the Brown Act.
Commissioner Rebecca Scheel asked the City Clerk if the Commission positions must rotate
annually amongst the Commissioners. Shawna Freels stated that the positions do not have to
rotate thru the Commissioners.
Chair Julie Garcia asked Shawna Freels if in the firture they should contact her whenever they
have questions. Shawna Freels stated that they should contact Maria De Leon first. If she
doesn't have the answer to their question then Maria De Leon can reach out to Shawna Freels,
the City Clerk for a response.

Great Garlic 5K — Update -Judy M Janisch

Disneyland Ticket Fundraiser — Update — Julie Garcia
Chair Julie Garcia reported that the printing spot has given, a quote of $90.00 to print the raffle
tickets for the Disneyland fundraiser. Chair Julie Garcia stated that she felt that $90.00 was too
much. Judy M. Janisch reported that she will try to print the tickets using an Avery template.
Commissioner Terrie Berry reported that Gilroy Garden will donate two (2) 1 day tickets.
Commissioner Rebecca Scheel stated that she was concerned about the date of the drawing being
on the flyer. Judy M. Janisch stated that the date will be on the tickets but will not be put on the
flyer until everything is settled about getting the permission from the State. This date was
unknown.
Commissioner Terrie Berry made a motion to give Judy M. Janisch permission to facilitate
the completion of getting the raffle tickets printed; the motion was 2"`' by Commissioner
Rebecca Scheel.
Motion passed unanimously (6-0-0).

NEW BUSINESS
PARKS & RECREATION COMMISSIONER'S CONTACT INFORMATION— MARIA
DE LEON
Shawna Freels, the City Clerk, explained to the Commission that there is a form that is required
to be completed any time a Commissioner wants their personal contact information listed on the
City website.
Maria De Leon polled the Commissioners to find out if they want to have their personal contact
information published on the City's website.
All Commissioners stated that they did not want their personal contact information published on
the City website.

COMMISSION PARK REPORTS & COMMENTS
Chair Julie Garcia mentioned the dog bowl on the levee has been vandalized.
Commissioner Enmelindo Puente reported that in San Ysidro Park, the men's bathroom door
latch is bent. Commissioner Ermelindo Puente also reported that there are three tree stamps that
are sticking up above the ground and they need to be grounded down. Commissioner Ennelindo
Puente also reported that the electrical outlets near the recreation building need to have covers
put on them before it starts raining.
Commissioner Ermelindo Puente told David Stubehaer there are some yellow lines near the
Lyon's Creek trail that need to be repainted.
Commissioner Rebecca Scheel wanted to encourage all the commissioners to sign up for the
upcoming 5K event. Commissioner Rebecca Scheel also reminded the Commissioners to arrive
early to the event to help out before the event starts and also to help judge the costume contest.
Commissioner Troy Trede commented that he was proud to participate in the recent Staff
Appreciation Breakfast.
Commissioner Terrie Berryalso thanked the Commissioners for bringing food and for
participating in the Staff Appreciation Breakfast. Additionally, Commissioner Terrie Berry
reported that she attended the Senior Advisory Board meeting and shared that on Saturday,
December 3, 2016 the Senior Center will be having a Winter Fest Event.
Commissioner Ermelindo Puente stated that he thinks the Staff Appreciation Breakfast is
important to show the staff how much they are appreciated.
Chair Julie Garcia thanked the Commissioners for all of their hard work in getting sponsors for
the 5K.
Chair Julie Garcia also reported that she attended the California Association of Parks and
Recreation Commissioners and Board Members in Tustin, CA a few weeks ago. Chair Julie
Garcia shared that she will be bringing more information to the Commissioners about seminars,
trips and classes.
Commissioner John Almash stated that he is looking forward to attending his first 5K. He
enjoyed the meeting in the park on September 20, 2016.
STAFF COMMENTS
Great Wolfe Lodge Resort — Update — Maria De Leon
Maria De Leon reported that the City is still in discussions with this project and handed out a
City of Gilroy press release on Great Wolfe.

Chair Julie Garcia adjourned the meeting at 7:14 p.m.

The next regular meeting of the Parks and Recreation Commission will be held on Tuesday,
November 15, 2016 at 6:00 p.m. at 7351 Rosanna Street, Gilroy, CA 95020.
