04/18/2017 Parks and Recreation Commission Regular Meeting Adopted 05/16/2017` • CITY OF GILROY DRAFT MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:00 P.M. Tuesday, April 18, 2017 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair Troy Trede at 6:00 p.m. SECRETARY'S REPORT Present: Vice Chair Troy Trede, Commissioner Terrie Berry, Commissioner John Almash, Commissioner Patricia Bentsen, Commissioner Ermelindo Puente and Commissioner Vince Monroy Absent: Chair Julie Garcia Staff present: Director of Recreation Maria De Leon, Recreation Manager Adam Henig, Recreation Supervisor Judy M. Janisch, Parks Supervisor Bill Headley and City Cleric Shawna Freels. APPROVAL OF MINUTES Motion was made by Commissioner Troy Trede, second by Commissioner Terrie Berry to approve the minutes from March 21, 2017 with corrections (Monroy's name was misspelled) and carried with a vote to approve the amended March Minutes with a vote 6- 0-0. APPROVAL OF AGENDA Motion was made by Commissioner Troy Trede, seconded by Commissioner John Almash and carried with a vote to approve the agenda as written with a vote 6-0-0. INTRODUCTIONS Recreation Director Maria De Leon introduced the following new staff: Christina Ruiz - full-time Office Assistant I. AWARDS/RECOGNITIONS None. PUBLIC COMMENT None. OLD BUSINESS List of Park Amenities Update (see attached reports) Recreation Director Maria De Leon informed the commissioners of the changes that were highlighted in the meeting packet. De Leon asked the commissioners for additional suggested changes. Commissioner Almash questioned if any park features have been approved and De Leon stated two parks features have been approved. rd Motion was made by Commissioner Monroy, second by Commissioner Berry and carried with a vote to publish the Park Amenities report as written with a vote 6-0-0. Bicycle Pedestrian Commission March 28 meeting follow-up Chair Garcia was not present to discuss the report due to her absence. Bicycle Pedestrian Commissioner Chad Reeder shared with the Parks and Recreation Commission (PRC) the efforts to bring a BMX Track to Gilroy. Reeder gave a brief history of BMX in Gilroy and discussed the estimated costs for each phase of construction. Garlic City BMX is seeking donations for this project as a BMX park in this location is consistent with the long term plan for the Gilroy Sports Park. City Clerk Freels added to the discussion that the commission was invited via email to the Bicycle Pedestrian Commission (BPC) meeting. De Leon stated to Freels the invitation to the meeting was forwarded to commissioners before their regularly scheduled PRC March meeting. During the March PRC meeting, the PRC designated three commissioners to the BPC meeting since sending more would make it an official meeting. De Leon explained that following the March PRC meeting, recreation staff found out from Freels that the entire commission could attend the-BPC meeting since it now -needed to be an official Joint Meeting due to the meeting agenda topic being recreation related, and would have to be agonized. After the March PRC meeting, following the Clerk's recommendation to invite the entire Commission, De Leon said, staff sent an email inviting the entire PRC to attend the BPC Joint meeting. In regards to Garlic City BMX's request, De Leon reiterated the process of park development: to begin the process for a BMX track, Garlic City needs to submit an Architectural and Site development application and pay the necessary fees. De Leon shared the PRC's positive support towards the BMX project and suggested that Garlic City BMX or members of the Bicycle Pedestrian Commission seek financial support to absorb the costs of the application and associated fees. De Leon also encouraged Garlic City BMX to share the BMX park effort with City Council at the upcoming Budget Study Sessions where funding matters and decisions will be discussed. NEW BUSINESS Selection of General Planning Advisory Committee (GPAC) representative Recreation Director De Leon reported that since former commissioner Rebecca Scheel no longer holds a position on the PRC, DeLeon asked the commission to designate a new commissioner to represent the GPAC. De Leon emphasized the commitment entailing of nine (9) meetings with duration of two hours starting June 9, 2017 being held at the City Council of Chambers and advocating the PRC matters. Commissioner Almash nominated Commissioner Bentson. Motion was made by Commissioner Monroy, second by Commissioner Berry and carried with a vote to have Commissioner Patricia Bentson as the GPAC representative as written with a vote 6-0-0. Capital Improvement Project Budget (CIP) On behalf of the Public Works Department, Parks Supervisor Headley shared the proposed parks and recreation related CIP budget items to be for the upcoming budget cycle. On one of the items, Recreation Director De Leon stated that the Aquatic Shade Structure would provide relief during the surnmer months when the sun is at its strongest. 5 DEPARTMENT UPDATES Recreation: Judy Mireles-Janisch Janisch informed the Commission about the following past and upcoming recreation programs: Aquatic job interviews are still being conducted; Youth Commission is hosting a free College Workshop on Saturday, April 22; the Adaptive Fishibility event will be held at McAlpine Lake and Park on Saturday, May 6; "Alice in Wonderland" performances open Thursday, May 4 at the Gilroy High School Theater through the second weekend in May; The annual Volunteer Creek clean-up will occur on April 29; Adult Softball League has 36 teams participating this spring and summer, which begins this week; Wrestling finished on Friday, April 14 and had 20 registered participants; Summer Activity Guide is out registration have been very active; Work on the Fall Activity Guide is underway; Recycle 5k will occur on the Ranch Side of Christmas Hill Park on April 22 will start at 8:00 a.m.; and a Public Service Announcement voice-over will be recorded by Commissioner Monroy. Monroy asked about a potential Track & Field competitive team that could be offered by the Recreation Department. Janisch reported due to previous years of low enrollment this sport is not considered, but will look into it. Operations: Parks Supervisor Bill Headley (see attached reports) Headley delivered three reports regarding the status of the city's parks, which was included in the meeting packet. Headley updated the commission on Carriage Hills Park, which was flooded during the recent storms. COMMISSIONER PARK REPORTS & COMMENTS Commissioner Puente reported on the status of the San Ysidro Park construction. Park Supervisor Headley stated construction began today with the removal of the flooding near the bike path and it is now fenced off. Puente also noticed at Christmas Hill Park that the amphitheater tarp had become loose and needed to be replaced or restrung. Headley reassured Puente that parks staff was aware of the tarp and will have it restrung soon. Puente asked Headley about the replacement lighting at Forest Street Park. Headley responded the conversion of LED lights will be replaced in about a month. Puente informed Headley about flooding on a sidewalk in front of the Senior Center and could be a hazard. Headley'said he would look into it. Commissioner Berry attended the Volunteer Reception dinner organized by the Recreation Department. Berry informed the commission of an upcoming fimdraiser for the Senior Center on May 12. STAFF COMMENTS Recreation Director De Leon reported that she was looking forward to the upcoming retreat.
