Tuesday, June 20, 2017 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Julie Garcia at 6:01 p.m. SECRETARY'S REPORT Present: Chair Julie Garcia, Commissioner Vince Monroy, Commissioner John Almash, Commissioner Ermelindo Puente, Commissioner Terrie Berry and Commissioner Patricia Bentson Absent: Vice Chair Troy Trede Staff present: Director of Recreation Maria De Leon, Recreation Manager Adam Henig, Parks Supervisor Bill Headley, and Community Development Director Kristi Abrams APPROVAL OF MINUTES Motion was made by Commissioner Patricia Bentson, second by Commissioner Ermetindo Puente to approve the minutes from May 16, 2017 and carried with a vote to approve the amended May Minutes with a vote 6-0-0. APPROVAL OF AGENDA Motion was made by Chair Julie Garcia to move New Business to the top of the agenda; motion was moved by Commissioner Terrie Berry and carried with a vote to approve the agenda as written with a vote 6-0-0. None. AWARDS/RECOGNITIONS None. PUBLIC COMMENT Item not on the agenda: Santa Clara County Public Health Program Analyst Michelle Wexler shared with the Commission about the "Let's All go to the Park," which promotes water consumption, pedestrian and bike safety. The City of Gilroy and Santa Clara Public Health are partnering to promote physical activity and target residents with chronic diseases. Wexler asked the Commission's to assist getting the word out and either participate in the walk or volunteer at the event. Commissioner Berry asked Wexler if the Gilroy 5K Run/Walk can be advertised during this ongoing activity and she agreed they could. NEW BUSINESS Park Impact Fee Community Development Director Abrams provided the Parks and Recreation Commission (PRC) an overview of the Park Impact Fee program. Abrams informed the Commission about the process of updating the City's General Plan (currently in progress) and how the General Planning Advisory Committee (GPAC) identifies areas where parks and/or trails should be developed. Abrams explained how impact fees are regulated by the Quimby Act. Discussion followed. Master Plans: Parks and Recreation/Trails Abrams and Park Supervisor Headley discussed background on the Parks & Recreation System Master Plan and Trails Master Plan and answered questions from commissioners. There was discussion about the three types of bicycle trail classifications: Class 1, 2 and 3. Abrams shared brief examples of each class: #1) Separated from all modes of transportation; barrier wall or concrete fencing #2) Buffer stripped area #3) No buffer strips or shared road signs — all modes of transportation allowed. Abrams then advised the Commission to attend the GPAC meetings to get more involved with shaping the future of Gilroy. Discussion followed. OLD BUSINESS Great Garlic 5K 2017 — Saturday, October 28, 2017 Recreation Manager Adam Henig reported back to the Commission on whether the Commission wanted to sponsor and organize the Great Garlic 5K event. Henig proposed to the Commission to finalize the date and fees. The Commission agreed to host the Great Garlic 5K on Saturday, October 28, 2017 and agreed to continue charging the same registration fees as last year. Motion was made by Chair Garcia, second by Commissioner Berry to approve offering the Great Garlic 5K on October 28, 2017 and charge the same registration fees from 2016 and carried with a vote to approve as written with a vote 6-0-0. Disneyland Raffle during Breakfast with Santa Chair Julie Garcia reviewed last year's process of the Disneyland raffle and recommended that the raffle take place at this year's Breakfast with Santa. Garcia shared with the Commission that all commissioners will be asked to sell raffle tickets. Maria encouraged Chair Garcia to obtain the Disneyland tickets sooner this year to provide commissioners more time to sell raffle tickets. Motion was made by Commissioner Berry, second by Commissioner Bentson to facilitate the Disneyland raffle fundraiser with a vote 6-0-0. NEW BUSINESS (continued) Arbor Day annual celebration Recreation Manager Adam Henig reported back to the Commission about celebrating Gilroy's status as a Tree City with Arbor Day. The Commission will schedule the annual event in conjunction with their next meeting date, Tuesday, July 18, which will occur at San Ysidro Park. Motion was made by Commissioner Bentson to celebrate Arbor Day on Tuesday, July 18, second by Commissioner Berry. Motion was made by Commissioner Monroy to hold next PRC meeting at San Ysidro Park on Tuesday, July 18 in celebration of Arbor Day, second by Commissioner Almash and carried with a vote to approve the proposed date and location as written with a vote 6-0-0. 5 Park Patrol (see attached reports) Headley shared his park patrol report (which was included in the packet). Headley reported a small number of incidents that was encountered at Christmas Hill Park and informed the Commission about the Patrol's role of locking -up the park gates and provide information to police on suspicious activity - not to serve as park enforcement. DEPARTMENT UPDATES Recreation: Judy Mireles-Janisch/Adam Henig (see attached reports) Henig informed the Commission about the following: • Recreation Department's Public Service Announcement (English and Spanish voiceover provide by Commissioner Monroy). • Henig followed up with the Commission about last month's question of broadcasting PRC meetings. Staff spoke with the City Administrator, who explained that due to staffing and financial limitations, only City Council and Planning Commission meetings could be broadcasted; not the other commissions and boards. • The PRC's City Council presentation will take place on Monday, September 11. The focus should be about the PRC's accomplishments and future goals. • The Staff Appreciation Breakfast will be held on Thursday, September 14, from 9:00 — 10:30 a.m. at the Corp Yard. • Volunteers are needed for the fireworks booth by the Nob Hill shopping center. Two shifts available, 10:00 —1:30 p.m. and 1:30- 5:00 p.m. for Sunday, July 2; 2017. • The upcoming Fall Activity Guide will incorporated 8 full pages in Spanish; • The Gilroy Gardens Summer Day Camp began on Monday, June 19; CHS Aquatics Facility is opened every day except Mondays. The pool will be open until Sunday, August 6; • Kids Discover Art is scheduled for August 26 from 9:00 a.m. — 1:00 p.m. at the Civic Center paseo. Recreation Director Maria De Leon informed commissioners about the city budget items related to parks and recreation. Examples of these items included finalizing the position of Youth Task Force Manager, conceptual design plans for Gilroy Center of the Arts building, replacement of the tennis fence at Las Animas Park, and a new HVAC system at the Gilroy Museum and Senior Center, roof replacement of the Gilroy Museum and the exterior painting of the Willey House. Chair Julie Garcia had questions about the proposed BMX track/park. De Leon recommended Commissioner Bentson, who is representing the PRC on GPAC, speak on behalf of the Commission about its support for a BMX track at the Sports Park. Bentson suggested a letter of support should be provided at an upcoming GPAC meeting. Chair Garcia would like to include any previous letters of support from the PRC. Chair Garcia closed the discussion by adding the BMX Track letter of support at next month's meeting agenda. De Leon mentioned that she did not believe there was a past PRC letter supporting the BMX track, but that she will look and get back to the PRC next month. Operations: Parks Supervisor Bill Headley (see attached reports) Headley updated the Commission about the status of the city's parks, which was included in the meeting packet. Headley announced the City Street Tree Brochure is currently being updated for content and new staff contacts. Headley asked the Parks and Recreation Commission for Cl tentative days and attendance to schedule a parks and recreation system tour. Discussion followed. COMMISSIONER PARK REPORTS & COMMENTS Commissioner Bentsen shared that her and Supervisor Headley toured the construction area of the 100' Street Bridge to see the final parcel needed to complete an unfinished bike trail, which is located along the perimeter of Christmas Hill Park. Commissioner Berry thanked Bentson for purchasing the Senior Spaghetti Fundraiser Dinner tickets. Chair Garcia commented on the funds recently approved for all Commissioners to receive City of Gilroy emails. De Leon added that residents will now be able easily reach commissioners through their city email address. Chair Garcia mentioned that she will be out of town during the next PRC meeting. Commissioner Puente provided suggestions to Headley about concerns he noticed with specific city parks. Commissioner Almash mentioned he was privy and had some involvement with the current litigation with the City involving the tree removal. Monroy asked Recreation Manager Adam Henig about the Gilroy High School summer parking lot closure. Henig explained that the back parking lot will be closed for the duration of summer because the school is installing solar panels in the lot. Users are encouraged to use the 10`h street entrance.
