07/18/2017 Parks and Recreation Commission Regular Meeting Adopted 09/19/2017CITY OF GILROY DRAFT MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 5:57 P.M. Tuesday, July 18, 2017 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair Troy Trede at 5:57 p.m. SECRETARY'S REPORT Present: Vice Chair Troy Trede, Commissioner Vince Monroy, Commissioner Ermelindo Puente, Commissioner Terrie Berry and Commissioner Patricia Bentson Absent: Chair Julie Garcia and Commissioner John Almash Staff present: Recreation Manager Adam Henig and Parks Supervisor Bill Headley APPROVAL OF MINUTES Motion was made by Commissioner Terrie Berry, second by Commissioner Ermelindo Puente to approve the minutes from June 20, 2017 and carried with a vote to approve the amended June Minutes with a vote 5-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Vince Monroy, second by Ermelindo Puente and carried with a vote to approve the agenda as written with a vote 5-0-0. None. None. OLD BUSINESS Great Garlic 5K 2017 — Saturday, October 28, 2017 Recreation Manager Adam Henig reported back to the commission of the official 5K flyer. Call for donation letter (which was provided in the packet) to seek out to neighbors and business have donated in kind goods or funds to help fundraise for youth scholarships. When Commissioner Berry asked about the exact number of years listed on the donation letter Henig responded that he'd report back on this item. Berry suggested reaching out to previous donors to help donate for the upcoming event and to contact health and wellness locals to participate as a resource table. Henig and commissioners will report back with updates at the next PRC meeting in September. Disneyland Raffle during Breakfast with Santa Berry briefly discussed that the commission needs to make contact with Disneyland no later than August 2017. The application to request tickets will be submitted first and then it will take about 60 days to be notified. Once tickets are received, commissioners will be asked to sell raffle tickets for the drawing, which will take place during Breakfast with Santa in December. NEW BUSINESS GPAC Update Commissioner Patricia Bentson informed the commission about two upcoming GPAC meeting dates: August 24 and September 28. Bentson explained that the upcoming meetings will be important because begin to lay the groundwork for the general plan's direction. Bentson also informed the Commission that the Parks and Recreation as well as the Trails Master Plans will be forthcoming once the General Plan is fmalized. DEPARTMENT UPDATES Recreation: Adam Henig (see attached reports) Henig informed the Commission about the following: • There will be no PRC meeting in August — Commission is going DARK. • The PRC will present to the City Council for its annual presentation on Monday, September 11. • The Parks Feature report will be on the August 7 and 21 City Council Agenda. • For the parks and recreation staff appreciation breakfast, commissioner will bring the following: o Vince — Coffee o Terrie — breakfast casserole o Troy — OJ and water o Pat — 3 dozen doughnuts o Ermelindo — Burritos Chorizo • Gilroy Youth Center's summer program began on July P. • Opening night for The Lion King Jr. was on Friday, July I e • Men's Garlic Festival Softball Tournament will be held on July 22 and 23 • Kids Triathlon was held on Saturday, July 8 and seventy kids participated • The Fall Activity Guide will be delivered to the post office on July 191' • National Night Out will take place on Tuesday, August 1, between Eigleberry and Monterey St from 5:30 p.m. — 8:30 p.m. • Party in the Park will occur on Thursday, August 10 at San Ysidro Park from 6:00 p.m. — 9:30 p.m. • Kids Discover Art is being held on August 26 from 9:00 a.m. — 1:00 p.m. at the Civic Center paseo. Operations: Parks Supervisor Bill Headley Headley responded to the Commission's questions from the previous PRC meeting: the City Street Tree Brochure is in progress and will be completed soon; the Gilroy Bicycle Map brochure (which was provided during meeting) is the companion to the Bicycle Pedestrian Transportation Plan. Headley also reported on park and maintenance related projects; see attached report. COMMISSIONER PARK REPORTS & COMMENTS Commissioner Ermelindo Puente inquired about the damaged bathroom door at San Ysidro Park, in hopes the City will invest in a durable door. There are no immediate plans to pay for a new door, staff reported. Puente also asked staff about the watering of the grass at noon. Headley informed the commission due to the heat and high temperatures certain parts of the turf were drying out and in order to repair the damaged areas water was scheduled at noon four times a week, including during the day. Puente also reported on a poll near the amphitheater that needs to be repaired at Christmas Hill Park. Commissioner Terrie Berry briefly discussed that she recently attended a Senior Advisory Board Meeting. Headley concluded by asking the commission for potential dates to schedule a tour of the Gilroy Parks for September. Headley recommended it be scheduled for Saturday, September 30`s from 9:00 a.m. —12:00 p.m. STAFF COMMENTS None.
