Tuesday, October 17, 2017 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Vice Chair Troy Trede at 6:01 p.m. SECRETARY'S REPORT Present: Vice Chair Troy Trede, Commissioner Ermelindo Puente, Commissioner Terrie Berry, Commissioner John Almash and Commissioner Vince Monroy Absent: Chair Julie Garcia and Commissioner Patricia Bentsen Staff present: Recreation Manager Adam Henig, Recreation Supervisor Judy Mireles-Janisch and Parks Supervisor Bill Headley APPROVAL OF MINUTES Motion was made by Commissioner Terrie Berry, second by Commissioner John Almash to approve the minutes from September 19, 2017 and carried with a vote to approve the amended September Minutes with a vote 5-0-0. APPROVAL OF AGENDA Motion was made by Commissioner John Almash, second by Commissioner Vince Monroy and carried with a vote to approve the agenda as written with a vote 5-0-0. None. AWARDS/RECOGNITIONS None. Special Meeting on November 1, 2017 for Presentation of Commission Assessment Report Recreation Manager Adam Henig informed the commission that the Commission Assessment Report was originally scheduled for tonight however the City Administrator and Management Analyst have asked to postpone the report to Wednesday, November 1. The meeting will take place in the Council Chambers at 6:00pm and it will be a joint meeting with the Bicycle Pedestrian Commission. Henig asked the commission to motion and vote to confirm the proposed date. Page 4 of 17 Motion was made by Commissioner Terrie Berry and second by Commissioner John Almash and carried with a vote to have the Special Meeting on Wednesday, November 1, 2017 as written with a vote 5-0-0. OLD BUSINESS Great Garlic 5K 2017 — Saturday, October 28, 2017 Recreation Supervisor Judy Mireles-Janisch informed the Commission about the latest numbers for Great Garlic. There are currently 66 participants enrolled. The costume contest starts at 8:30am and the run will start promptly at 9:00 am. Janish asked the Commission to arrive at 7:30am to assist with set up. The following donations were recently received: Dr. Von and Gilroy Exchange Club. Exhibitors for the day include American Red Cross, Gilroy Pediatric Dentistry Club, Gilroy Recreation Department, Gilroy Gardens, South Valley Running Club, Cross Range, Mathnasium, and Parks and Recreation Commission. Disneyland Raffle Update Janisch informed the commission the raffle tickets are almost ready and will be printed on October 18. Vice Chair Troy Trede asked the Commission on behalf of Chair Julie Garcia to donate $10-15 dollars to help cover the cost of printing the raffle tickets. Commissioner Monroy offered to donate and cover the fees of printing the raffle tickets. Other commissioners offered to cover the costs too. GPAC Update Henig reported on behalf of Commissioner Patricia Bentsen. At the September GPAC meeting, the committee reviewed and narrowed down at least two options for the consultant to analyze the General Plan for each of the identified areas in Gilroy. Due to the numerous options and details, another special meeting has been scheduled on October 27 to complete and analyze all the scenarios. Consultants will convene with the committee again in February 2018, providing recommendations to the Committee. Arbor Day and Tree City status Henig reported back to the commission on the city's Tree City status. After speaking with the Public Work staff, they informed Henig that the city is in the process of submitting an application to be reclassified as Tree City by the end of the calendar year. The last time City of Gilroy was a Tree City was in 2015. Henig will continue to provide updates as Public Works inform the Recreation Department. DEPARTMENT UPDATES Recreation: Adam Henig (see attached reports) Henig informed the Commission about the following: • Volunteer recruitment for the Great Garlic 5K is still in progress. • The first proofing for the 2018 Winter/Spring Activity Guide has begun. • New Hire Community Coordinator, Sandra Cruz started this week. • Youth Basketball League registration is now closed. • Breakfast with Santa - Saturday, December 9th from 8:30am to 10:30am. • City Clerk, Shawna Freels recently posted Commission Vacancies for the upcoming year. • Park Features guidelines motion passed with pending changes and it will go back to Page 5 of 17 Council in January 2018. • Park Tour tentatively scheduled on Saturday, December 2, 2017, if a quorum is present, the outing will be treated like a study session. Commission will report to Council Chambers, call the meeting to order and upon return from tour adjourned the meeting. Operations: Parks Supervisor Bill Headley Headley responded to the Commission's questions from the previous PRC meeting: The City Street Tree contractor has been assigned to respond to the sidewalk low limbs at 6`h Street and Miller Ave. VTA was also contacted about the bird droppings at the bus stop at 6th Street and Miller Ave. Headley informed the Commission that the dead limbs adjacent to the street will be removed soon. Headley added the Street Tree Staff have set in place a five year tree replacement budget, but no detailed tree replacement plan has been made. Commissioner Puente asked Headley if there were any plans of replacing the men's bathroom door at San Ysidro Park. Headley informed Puente at this point the door will not be removed, however, it has been repaired and a new lock has been added. Commissioner Puente expressed his concern that a repair might not be enough to prevent it from being damaged and inoperable. Headley also reported on park and maintenance related projects; see attached reports. COMMISSIONER PARK REPORTS & COMMENTS Commissioner Ermelindo Puente reported seeing many homeless people at Miller Park and use of illegal drugs by the picnic areas. Headley reported back to Puente stating the Park Staff ensure the areas are clean and ready for weekend events. It was encouraged to Puente if suspicious activities are foreseen to report the issue to the Police Department as they will enforce the law. Headley added that the Homeless Shelter at the armory has reopened and will remain open for six months this year instead of four months. Puente also reported to Headley that in front of the Willey House on the second floor the paint is peeling off. Headley explained that the Willey House and other city -owned facilities are on schedule to be repainted early part of the next calendar year. STAFF COMMENTS None.
