Tuesday, March 20, 2018 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Patricia Bentson at 6:00 p.m. SECRETARY'S REPORT The packet was posted on the City's website on Thursday, March 15, 2018 at 9:50 a.m. and the agenda was posted in the Public Notice Cabinet on Thursday, March 15, 2018 at 10:00 a.m. ROLL CALL Present: Chair Patricia Bentson, Commissioner Terrie Berry, Commissioner Carol Marques and Commissioner John Almash Excused Absence: Vice Chair Troy Trede, Commissioner Julie Garcia and Commissioner Ermelindo Puente Staff present: Recreation Manager Adam Henig and Parks Supervisor Bill Headley APPROVAL OF MINUTES Motion was made by Commissioner Terrie Berry, seconded by Commissioner John Almash to approve the February minutes as written with a vote 4-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Terrie Berry, seconded by Commissioner John Almash and carried with a vote to approve the agenda as written with a vote 4-0-0. None. None. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. NEW BUSINESS Garlic Festival Founders Plaque Public Art Committee members, Melanie Reynisson and Judy Bozzo presented a brief overview of the artistic sign honoring the founders of the Garlic Festival to be located at Christmas Hill Park, in the Mulberry picnic area and in hopes to unveil the sign for this year's 40a' anniversary of the Garlic Festival; see attached reports. Page 4 of 16 Motion was made by Commissioner John Almash to recommend the approval at the proposed location, seconded by Commissioner Carol Marques and carried with a vote to approve the Garlic Festival Founders Plaque as written with a vote 4-0-0. Commission Training Opportunities Henig reported to the commission on behalf of Council Member Harney and the rest of the City Council members recently requested that the city plan for a future presentation to present a brief overview of their action plans and any training needs. Based on the commissions' assessments, it was establish that there is lack of training in terms of understanding the commissioner's role and the commission's goals. City Council members are interested to know if Parks and Recreation Commission are interested in trainings or if the commission is aware of trainings that the commission would benefit from. Specifically, there was interest of the commission to attend the annual CPRS conference. Discussion followed. The commission was in agreement that they would benefit from trainings specific to Parks and Recreation and suggested when selecting a training to also have a copy of the curriculum ahead of time to assess if the training would be beneficial to the commission. OLD BUSINESS Recap of March 3, 2018 PRC Retreat Notes & Action Plan Henig briefly reviewed the retreat notes and asked the commission to narrow the short and long- term goals to five items per category. Henig also reiterated to the commission that the items selected have to correlate with the City Council's top priorities: economic development, revitalize downtown, enhancing public safety, customer friendly and financial stability. Discussion followed. After much discussion, the commission will review the retreat list on their own and email Henig their top five choices. Their responses will be shared at the next meeting, where they will narrow down the choices to form a feasible work plan. Commission requested additional information about the status of the Park Developmental fund and land bank areas where parks could be located. Arbor Day Update Henig reminded the commission about the upcoming Arbor Day Celebration taking place at Carriage Hills Park on Tuesday, April 17 at 5:30 P.M. following the regular PRC meeting at 6:00 P.M. In preparation for the celebration, Henig will be distributing flyers and connecting with social media to advertise the event. Headley will have the trees ready to be planted. Commission expressed interest to hold a potluck. Street Tree Brochure and Tree City USA status updates Headley reported to the commission currently there is no update. The item will continue to be on the monthly PRC agenda and will provide an update once received. GPAC Update Chair Bentson reminded the commission of her absence for the upcoming GPAC meeting due to a medical matter. Bentson briefly discussed the items listed on the agenda and will report back at the next PRC meeting with more information. Page 5of 16 DEPARTMENT UPDATES Recreation: Adam Henig (see attached reports) Henig informed the commission about the following programs: On March 6, staff attended the Run, Hide, Defend drill at Solorsano Middle School in preparation for revisions to Recreation's existing Code Red policy; Recreation is still hiring for summer jobs; Afterschool Program, Gilroy Prep, and Aquatics; Four staff members became certified lifeguards. Operations: Parks Supervisor Bill Headley Headley reported back to the commission on last months' questions pertaining Arbor Day and the renovation of the old fountain. Headley briefly mentioned a recent request from the Tennis Club to address a reoccurring issue at the tennis courts and an action plan to utilize the night security to lock the gates. Headley also discussed on the park capital projects and weekly tidbits; see attached reports. PARK REPORTS & COMMENTS Berry briefly reported on this months' Senior Citizen meeting; commenting on speaker Ray Sumano and life story, and Gilroy Senior Center can now be found on Facebook.
