04/17/2018 Parks and Recreation Commission Regular Meeting Adopted 05/15/2018CITY OF GILROY DRAFT MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING 6:14 PM Tuesday, April 17, 2018 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Patricia Bentson at 6:14 p.m. SECRETARY'S REPORT The packet was posted on the City's website on Thursday, April 12, 2018 at 3:15 p.m. and the agenda was posted in the Public Notice Cabinet on Thursday, April 12, 2018 at 3:37 p.m. ROLL CALL Present: Chair Patricia Bentson, Vice Chair Troy Trede, Commissioner Patricia Bentson, Commissioner Terrie Berry, Excused Absence: Commissioner John Almash, Commissioner Ermelindo Puente and Commissioner Carol Marques Staff present: Recreation Manager Adam Henig and Parks Supervisor Bill Headley APPROVAL OF MINUTES Motion was made by Commissioner Terrie Berry, seconded by Commissioner Troy Trede to approve the minutes of March 20, 2018 and carried with a vote 4-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Julie Garcia seconded by Vice Chair Troy Trede and carried with a vote to approve the agenda as written with a vote 4-0-0. INTRODUCTIONS None AWARDS/RECOGNITIONS Chair Patricia Bentson thanked the neighboring residents of Carriage Hills Park for attending Arbor Day and the Parks and Recreation Commission Meeting. PUBLIC COMMENT ON ITEMS NOT ON TIIE AGENDA None NEW BUSINESS None OLD BUSINESS Page 4 of 16 PRC Work Plan Honig went over the Parks and Recreation Commission proposed Work Plan with the commissioners. He reported that the work plan was modified to include only projects that are achievable within a twelve month period. The projects that were not included in the work plan are listed on the backside of the work plan and will be included in staff s report to City Council. Since the majority of these projects not listed in the 12 month work plan are capital improvements, the Commission will have a chance to comment on park and recreation related CIB items prior to being approved by Council. The Chair asked for Bicycle'and Pedestrian Commissioner Zachary Hilton opinion, who was present at the meeting. Commissioner Garcia strongly advocated for building a BMX Track at The Gilroy Sports Park. Discussion followed. In addition, one of the items listed on the work plan was improving park safety. Residents of Carriage Hills Park —Dwight Holtkamp, Eric Sims and Louis Oliveri—spoke on the negative activity occurring at the park. Residents shared their concerns of blatant recreational marijuana usage, after-hours activity and illegal street parking. Chair Bentson recommended they attend a City Council meeting and express their concerns. Discussion followed. Chair Bentson proposed adding two additional responsibilities to the work plan:. Capital Improvement Budget (CIB) • Provide input on park and recreation related projects during the preparation process of CIB for the next budget cycle. • Provide Council and staff with its recommendations of proposed CIB projects. Be active in opening of new city parks and trails • Participate in ribbon cutting event of new city parks and trails Participate in ribbon cutting of Cydney Casper Park, Hecker Pass Park, and Ronan Channel Trail Motion was made by Trede and seconded by Berry to accept the Parks and Recreation Work Plan with the two additional items and carried with a vote 4-0-4. Street Tree Brochure and Tree City USA status updates Headley reported that the proclamation for Arbor Day was adopted by Council on April 2, which was one of the Tree City requirements. With the celebration of Arbor Day, all conditions have been met. The submittal is planned for this fall, with the deadline in December. Bentson would like this item to stay on the commission agenda. GPAC Update Bentsen reports that she was unable to attend the last meeting. She will be attending a public committee meeting on April26, 2018 and the next GPAC meeting in September. Department Updates Recreation: Adam Honig (see attached report) Submission deadline for the Fall Activity will be Tuesday, May 8, 2018, at 12:00 p.m. Bentson asked for some information on the new Activity Guide, which Honig will provide. Operations: Parks Supervisor Bill Headley (see attached report) Headley reported the missing backboard at SYP was ordered and expecting it to ship this week. Page 5 of 16 Headley also went over the city procedure for handling hazardous materials. Commissioner Park Reports & Comments Berry reported that her granddaughter attended the Pampered Princess Party and commended the Youth Commission and Monica Sendejas, Recreation Coordinator for doing such a nice job. She also attended the Senior Citizen's meeting. Bentsen reported that she's been noticing the Cydney Casper Park and definitely looking great. Bentsen would like to add to the next meeting agenda an assignment for each commissioner to be responsible for providing updates on two city parks.
