01/19/2018 Parks and Recreation Commission Regular Meeting Adopted 07/17/20180 CITY OF GILROY DRAFT MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING Tuesday, June 19, 2018 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Patricia Bentson at 6:04 p.m. SECRETARY'S REPORT The packet was posted on the City's website on Thursday, June 14, 2018 at 2:20 p.m. and the agenda was posted in the Public Notice Cabinet on Thursday, June 14, 2018 at 2:28 p.m. ROLL CALL Present: Chair Patricia Bentson, Commissioner John Almash, Commissioner Terrie Berry, Commissioner Carol Marques, Commissioner Ermelindo Puente and Commissioner Troy Trede. Excused Absence: Commissioner Julie Garcia Staff present: Recreation Manager Adam Henig and Senior Maintenance Worker Steve McDonald APPROVAL OF MINUTES Motion was made by Commissioner Troy Trede, seconded by Commissioner Terrie Berry to approve the May 15, 2018 minutes and carried with a vote of 6-0-0. APPROVAL OF AGENDA Motion was made by Commissioner John Almash seconded by Commissioner Ermelindo Puente and carried with a vote to approve the agenda as written with a vote 6-0-0. Adam Henig stated that Bill Headley could not be present and introduced Steve McDonald, Senior Maintenance Worker, who would be standing in for Bill. AWARDS/RECOGNITIONS None PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None NEW BUSINESS Annual Board, Committee & Commission Presentations to Council Henig asked the commissioners to turn to page 9 to look over available dates for their presentation to Council and to choose two dates. Following discussion; Chair Bentson motioned Page 5 of 17 to select October 15, 2018 for the first choice and October 1, 2018 for the second choice. Motion was seconded by Commissioner Puente and carried with a vote of 6-0-6. Great Garlic 5K update Henig reports that the 5K will be on October 27, 2018 and held at Christmas Hill Ranch Site. Annual Staff Appreciation Breakfast Henig stated that the breakfast would be held at the Recreation Conference Room. The commissioners discussed different dates for the breakfast. Trede motioned and Puente seconded to hold the breakfast on September 20, 2018. Motion carried 6-0-0. Participation in Downtown Live After much discussion the commissioners decided that Berry and Marques would table at Downtown Live on July 12, 2018 and Berry, Bentson and Marques would table on August 2, 2018. Henig will confirm with event organizers. Bentson motioned and Almash seconded to host a table at Downtown Live on July 12, 2018 and August 2, 2018. Motion carried 6-0-0. OLD BUSINESS PRC Work Plan status update Henig reported that he has updated the PRC Work Plan and referred the commissioners to page 10. See Report. Berry sent Henig feedback she received about best practices when it comes to park safety. Henig requested the other commissioners do the same. No additional comments. Ribbon Cutting Park Events Henig will email the commissioners information for the grand opening of the Cydney Casper Park. Bentson asked Steve McDonald to please inform them on the soft opening of the new park. Park Assignments Ahnash volunteered to report on Rainbow Park and Puente added Renz. Trede informed the commissioners that this would be his last meeting and would not take on a park assignment. Street Tree Brochure and Tree City USA status updates Henig stated per Headley's attached report Tree City USA is pending and they are targeting to submit the application in October. GPAC Update Bentson reports she will be attending the GPAC Meeting on the 28th and will send a written report since she will not be attending the P&R Commission Meeting in July. DEPARTMENT UPDATES Recreation: Adam Henig (See Attached Report) Operations: Bill Headley (See Attached Report) Commissioner Park Reports & Comments • Commissioner Almash — Las Animas Veterans Park o There is a huge active beehive on by the skate park. There are dead hanging limbs Page 6 of 17 by the tennis court that are about 8-10 ft. long. The small pine tree on the east side of the handball court is hanging over the minor ball field. The water pressure needs adjusting • Commissioner Marques —Miller Park & Las Animas Veterans Park o There is a huge dead pine tree and is worried of falling branches (Miller). The lighting is better because the trees were trimmed (Miller). There were homeless by the playground (Miller). Las Animas Park is doing nicely (LAVP). The north gate on court 1 needs repairing (LAVP) • Chair Bentson — Christmas Hill Park & Del Rey Park o Graffiti on the fence that faces the street on the Ranch Site (CHP). A huge tree that fell is still on the ground (CHP). The turf is looking good (Del Rey Park) • Commissioner Berry — Carriage Hills Park & Los Arroyos Park o Kids were playing basketball (Carriage Hills Park). Kids were playing basketball and the turf looked good. (Los Arroyos Park). • Commissioner Puente — Butch Park, Forest Street Park, San Ysidro Park & Miller Park o Looked very good (Butcher Park). A lot of graffiti (Forest Street Park). Two trees have dead branches (Forest Street Park). Two tables have graffiti (SYP). Steps at handball court are missing some metal (SYP). A plugged fountain by the horseshoe pit (SYP). Blacktop needs to be fixed (Miller Park) Park staff noted concerns and will follow-up. COMMISSIONER COMMENTS All the commissioners wished Trede good wishes with his future endeavors as this meeting marked his last as a parks and recreation commissioner. STAFF COMMENTS Henig: At the City Council meeting the City Council authorized $1,000 per Commission for each commissioner to use for training, and if commissioners would like to have business cards. Youth Scholarship funds for 2018 provided nearly $10,000 for recreational programs to families that cannot afford it. There is still $15,000 left as of May 2018.
