MINUTES OF THE REGULAR
PARKS AND RECREATION COMMISSION MEETING
Tuesday, July 17, 2018
CALL TO ORDER
The regular meeting of the Parks and Recreation Commission was called to order by
Commissioner Julie Garcia at 6:02 p.m.
SECRETARY'S REPORT
The packet was posted on the City's website on Thursday, July 14, 2018 at 10:45 a.m. and the
agenda was posted in the Public Notice Cabinet on Thursday, July 14, 2018 at 11:15 a.m.
ROLL CALL
Present: Commissioner John Almash, Commissioner Terrie Berry, Commissioner Carol
Marques, Commissioner Julie Garcia and Commissioner Ermelindo Puente
Excused Absence: Chair Patricia Bentson
Staff present: Recreation Manager Adam Henig and Park Supervisor Bill Headley
APPROVAL OF MINUTES
Motion was made by Commissioner Terrie Berry, seconded by Commissioner Ermelindo Puente
to approve the June 18, 2018 minutes and carried with a vote of 5-0-0.
APPROVAL OF AGENDA
Motion was made by Commissioner John Almash seconded by Commissioner Terrie Berry and
carried with a vote to approve the agenda as written with a vote 5-0-0.

AWARDS/RECOGNITIONS
None
PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
None
NEW BUSINESS
Selection of Vice Chair
Commissioner Terrie Berry nominated Marques for Vice Chair and she accepted the nomination.
Motion was made by Commissioner Berry, seconded by Commissioner Puente and carried
with a vote to select Commissioner Marques as Vice Chair of the Parks and Recreation
Commission as written with a vote 5-0-0.

Training Budget
Henig reported to the commission that the City Council voted to allocate $1,000 dollars for
training per commissioner effective Fall 2018. Henig asked the commission to discuss the
allotted amount and usage of the budget. Discussion followed.
Motion was made by Commissioner Berry, seconded by Commissioner Garcia to agenized
the Training Budget to next meeting's agenda with a vote of 5-0-0.
OLD BUSINESS
PRE Work Plan status update (see attached reports)
Henig briefly discussed the fmdings from the two cities who responded about issues they are
confronted with about park safety and methods to improve.
Ribbon Cutting Park Events
Henig reminded commissioners about the grand opening of Hecker Pass Park being held Friday,
July 20 at 10:00am located on 1500 Third Street. Headley briefly added that the grand opening
of Cydney Casper Park was postponed pending the sign -off agreement between the Developer
and the City for public use. It is expected to be rescheduled in August.
Great Garlic 5K and Youth Scholarship Fundraising updates
The Recreation Department has issued $12,453.47 in scholarship funds since January 2018.
Henig provided sponsorship letters for the Great Garlic 5K for commissioners to reach out to
sponsors and reminded all donations need to be collected by mid -October. Commissioners
briefly discussed and agreed to raise the donation goal to $2,500.
Downtown Live
Henig, Marques and Berry tabled at Downtown Live stating it was a great turnout; flyers and
activity guides were handed out and many approached the table with questions. Henig reminded
the Commission of the upcoming Downtown Live being held on Thursday, August 2, 2018.
Street Tree Brochure and Tree City USA status updates
Headley stated there are no current updates; street tree brochure is a pending task in the Street
Division and Tree City USA submittal is scheduled for October 2018.
GPAC Update
Henig reported on behalf of Chair Bentson, an update from City Attorney Andy Faber was
received on the case history on affordable housing. Stan Ketchum, Senior Planner gave an update
on economic development and its effects. Currently, no date was set for the next GPAC Meeting.
DEPARTMENT UPDATES
Recreation: Adam Henig (See Attached Report)
• Puente suggested Summer Day Camps attend field trips to the Future Farmers of America
(FFA) — providing community service hours to students and fun field trip for campers.
Operations: Bill Headley (See Attached Report)
• Briefly informed the commission Hecker Pass Park is a construction -design name and
there is a formal park naming policy that involves the voting of Parks and Recreation
Commission.

Motion was made by Commissioner Almash seconded by Commissioner Puente to agenized
re -naming Hecker Pass for next months' agenda with a vote of 5-0-0.
Commissioner Park Reports & Comments
• Commissioner Puente— Butch Park, Forest Street Park, San Ysidro Park & Renz Park
o Overall, all parks look good.
• Commissioner Marques — Miller Park & Las Animas Veterans Park
o Both Las Animas Veterans Park and Miller Park looked good.
• Commissioner Berry— Carriage Hills Park & Los Arroyos Park
o No comment.
• Commissioner Almash — Rainbow Park
o Reported the smaller play structure the top step is peeling off, there were a few
dead spots on the grass and the drain behind the water fountain by the small play
structure was plugged.
• Commissioner Garcia — El Roble Park
o Questioned Headley if the tables at El Roble Park could be power washed.
Park staff noted concerns and will follow-up.
