10/16/2018 Parks and Recreation Commission Regular Meeting Adopted 01/15/2019 Page 5 of 22 CITY OF GILROY DRAFT MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION MEETING Tuesday, October 16, 2018 CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Patricia Bentson at 6:00 p.m. SECRETARY’S REPORT The packet was posted on the City’s website on Thursday, October 11, 2018 at 3:17 p.m. and the agenda was posted in the Public Notice Cabinet on Thursday, October 11, 2018 at 3:33 p.m. ROLL CALL Present: Commissioner John Almash, Commissioner Ermelindo Puente, Commissioner Carol Marques, Chair Patricia Bentson and Commissioner Terrie Berry. Excused Absence: Chair Julie Garcia Staff present: Recreation Manager Adam Henig, Recreation Supervisor Catherine Mirelez, Recreation Coordinator Susan Voss, Park Supervisor Bill Headley and Finance Manager Bryce Atkins. APPROVAL OF MINUTES Motion was made by Commissioner Terrie Berry to approve the September 18, 2018 minutes, amended with three spelling corrections. Motion was seconded by Commissioner Ermelindo Puente and carried with a vote of 5-0-0. APPROVAL OF AGENDA Motion was made by Commissioner Berry seconded by Commissioner Almash and carried with a vote to approve the agenda as written with a vote 5-0-0. INTRODUCTIONS None AWARDS/RECOGNITIONS Cathy Mirelez and Susan Voss – Recognition of retirement Cathy expressed her pleasure to serve the City of Gilroy for the past 39 years, providing quality recreation programs and special events to the residents. Cathy thanked and expressed her appreciation for the recognition. Susan also thanked commissioners for the recognition of her service to the Gilroy community and the Recreation Department. She thanked the commissioners for their volunteer service and for their support of the department and staff. Page 6 of 22 Cathy Mirelez and Susan Voss were presented with a bouquet of flowers in recognition of their upcoming retirement and appreciation of all the service they have provided for the City of Gilroy and Recreation Department and commissions. They were thanked by the commissioners. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None NEW BUSINESS Introduction of FY19-20, FY20-21 Budget Input Finance Manager, Bryce Atkins referred the commissioners to the attached report. He stated that this is the time for the commission to request funding for anything pertinent to the commission. He asked commissioners to return to the next meeting with cost estimates on proposed items and should be associated with the three bullets listed in his letter (see packet). Bentson asked for the timeframe. Atkins stated that the next PRC Meeting in November would be ideal, but it could be extended to January 2019 if needed. Approval of 2019 Parks and Recreation Commission Calendar Henig referred the commissioners to the attached report. There was discussion on setting a date for the park meeting Puente suggested the May meeting. Location will be decided on at a later date. Motion was made by Berry, seconded by Almash to approve the 2019 Parks and Recreation Commission Calendar as written with a vote of 5-0-0. OLD BUSINESS Great Garlic 5K and Youth Scholarship Fundraising Updates Henig reported that the annual 5k will be held on October 27, 2018 at Christmas Hill Park. He reported that five organizations will be sponsoring the event and a half dozen will be tabling. Marques asked what time commissioners should arrive to volunteer. Henig and Berry recommended 7:45 a.m. Henig also acknowledged Berry for her diligence in obtaining donations for the race. Henig also reported that the Youth Scholarship Fund since January has awarded over $6,000, a major portion of was for the Youth Soccer League. There has also been an additional fee of $2 added to each class to sustain the fund. Renaming of Hecker Pass Park Headley reported that there has not been any action taken yet. He can begin the process soon, starting with outreach to the new community engagement coordinator. Headley stated that he will bring back the suggested park names at the January 2019 meeting. Finalized Attendance policy for City Boards, Commissions & Committees Henig referred the commissioners to the new policy on pages 11 and 12. Brief discussion followed. Parks and Recreation Commission 2018 Work Plan Henig referred the commissioners to the work plan on pages 14 and 15. He went over the updated version of the work plan in the packet. Henig also stated that Police Captain Kurt Page 7 of 22 Svardal will address the Parks and Recreation Commission at the November meeting. Discussion followed. Parks and Recreation Commission Training Budget Henig informed Bentson that her business cards have been ordered. He also reminded Bentson that her commissioner training in Belmont will be on Saturday, October 20. Bentson asked for the location. Adam said he would call her with the information. Henig also mentioned the CPRS Conference which will be held in Sacramento next year. Discussion followed. Street Tree Brochure and Tree City USA status updates Headley handed the commissioners a brochure that was given to the Street Department to update. He stated that there is no set time for the update. Almash and Puente recommended a requirement that there be an inspection of street trees planted by developers. Bentson volunteered to help update the Street Tree Brochure draft. Headley will present these requests to his supervisors. The Tree City application is in the process of being submitted. General Plan Advisory Committee Update None DEPARTMENT UPDATES Recreation: Adam Henig (See Attached Report) Operations: Bill Headley (See Attached Report)  Headley handed commissioners a copy of an incident report and a report on the truth of using Roundup and briefly discussed both reports.  Hecker Pass Park – Dog Incident; He reported a lady was knocked down by an active dog inside the dog park. She was injured but she’s okay. The dog park will be monitored. Commissioner Park Reports & Comments  Commissioner Almash (Rainbow Park) - Almash mentioned the huge beehive. Bill said that it has been there for about 20 years.( Las Animas Veterans Park)  Commissioner Marques (Miller Park & Las Animas Veterans Park) - Miller looks fine. There are a lot of homeless at LAVP. The park looks good and that’s attributed to the diligence of the park staff.  Chair Bentson (Christmas Hill Park & Del Rey Park) - Lots of maintenance issues; railroad ties were shot on the trail.  Commissioner Berry (Carriage Hills Park & Los Arroyos Park): Berry said the new floor at the Senior Center looks great, enjoyed attending Bonanza Days, visited Carriage Hills Park at night and didn’t notice anything out of the ordinary. Her granddaughter played on the tennis courts at Sunrise; Found that Los Arroyos Park is underutilized.  Commissioner Puente (Butcher Park, Forest Street Park, San Ysidro Park & Miller Park): The tree canopy on the Carmel side is almost covering the sign (Miller Park); the fire hydrant was painted but not the curb; water fountain doesn’t drain (Renz Park); light #1878 in the parking lot is out and water fountain doesn’t work (Forest Street Park); Fountain does not work and there is graffiti (San Ysidro park), Everything looks good at Butcher Park. Page 8 of 22 Park staff noted concerns and will follow-up. + COMMISSIONER COMMENTS STAFF COMMENTS Henig mentioned that Headley just celebrated his 40th year with the City of Gilroy.
