Rainbow Park 780 Mantelli Drive Gilroy, CA 95020 MINUTES Page 1 of 4 I. CALL TO ORDER The regular meeting of the Parks and Recreation Commission was called to order by Chair Bentson at 6:07 p.m. II. FLAG SALUTE Commissioner Puente led the pledge of allegiance. III. SECRETARY'S REPORT The packet was posted on the City's website on May 16, 2019 at 3:11 p.m. with a revision on May 20, 2019 at 1:07 p.m. ROLL CALL Present: Chair Patricia Bentson, Vice Chair Ermelindo Puente, Commissioner Marcos Gonzalez, Commissioner Theresa Graham, Commissioner Terrie Berry, and Commissioner Robert Miller Excused Absence: Commissioner Michelle Wexler Staff present: Recreation Manager Adam Henig, and Parks Supervisor Bill Headley IV. APPROVAL OF MINUTES Chair Bentson motioned to approve the meeting minutes with a minor correction to the spelling of Vice-Chair Puente last name. It carried with a vote to approve the April 16, 2019 amended minutes with a vote of 6 -0-0. V. APPROVAL OF AGENDA Motion was made by Commissioner Berry; seconded by Vice-Chair Puente and carried with a vote to approve the agenda as written with a vote 6-0-0. VI. INTRODUCTIONS None. VII. AWARDS/RECOGNITIONS Page 2 of 4 The Parks and Recreation Commission presented Julie Garcia a Certificate of Recognition for her civic volunteer services as a former commissioner. VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. IX. NEW BUSINESS A. Annual Parks and Recreation Commission Presentation to City Council A motion to approve the two recommended dates of July 1, 2019 and October 7, 2019 for the annual presentation to City Cou ncil was moved by Commissioner Puente; seconded by Commissioner Miller and carried a vote of 6-0-0. B. FY20-21 Recreation Department Budget Update Henig referred the commissioners to packet page 12 and stated the City is currently in the process of adopting its two year budget. The FY 20-21 budget passed as-is by City Council; the Recreation Department will continue to run their current programs. X. OLD BUSINESS A. 2019 Parks and Recreation Commission Work Plan Henig referred commissioners to packet page 13; the work plan will be an ongoing agenda item for the remainder of the year; these are aligned with the City Council goals. The commissioners will be soliciting donations for the youth scholarship fund; all donors will be recognized at the Kids Triathlon event. Commissioner Gonzalez received a donation in the amount of $500 from Giacalone Design Services for the youth scholarship fund. Bentson stated Gilroy Live is starting June 20, 2019 in downtown Gilroy and she suggested they secure two dates to table; Commissioners Berry, Miller, and Graham will volunteer at the June 27, 2019 event; Commissioners Gonzalez and Graham will (Bentson and Berry tentatively) volunteer at the July 18, 2019 event. B. Fiscal Year 2019 Training Budget Expenditures Henig stated there is $107.14 is left in the budget. Henig stated the polo shirts cannot be purchased from the commission training budget. He recommended that the commissioners purchase their own shirts and, if ordered soon, will arrive before the Downtown Live event. Commissioner Bentson asked if there are any park webinars; Henig will look into it and get back to commissioners XI. DEPARTMENT UPDATES A. Recreation Department Updates Page 3 of 4 Henig referred commissioners to pages 19-21 of the agenda packet. B. Status of City Parks Headley referred commissioners to pages 23-25 of the agenda packet. XII. COMMISSIONER PARK REPORTS & COMMENTS Pat Bentson: Christmas Hill Park - noticed a fence was knocked down; graffiti at the Silva Crossing Cydney Casper - Paint missing at the hopscotch; a tree with no foliage, possible chipped sidewalk cement, dry grass. Del Rey Park - Nothing to report. Attended the board directors meeting last month at Lake Forest Terrie Berry: Carriage Hills Park, Los Arroyos Park, and Sunrise Park: Nothing to report; Headley stated a tree was cut down by a chainsaw at Los Arroyos Park. Marcos Gonzalez: Las Animas Veterans Park: Nothing to report Theresa Graham: Miller Park: Concerned with the loitering and hanging limbs at the Carmel side. Rainbow Park: Reported etching and graffiti at the playground. Suggested there should be a shade structure around the playground. Ermelindo Puente: Butcher Park, Forest Street Park, Renz Park, and San Ysidro Park: Nothing to report Robert Miller: El Roble Park: water fountain doesn't drain; standing water in tennis courts; Gilroy Sports Park: Nothing to report XIII. STAFF COMMENTS None. XIV. NEXT MONTH AGENDA ITEMS Commissioner Bentson stated GPAC there may be a study session in the near future XV.
