CALL TO ORDER II. ROLL CALL ROLL CALL Present: Chair Michelle Wexler, Vice Chair Theresa Graham, Commissioner Angela Reinert, Commissioner Theresa Graham, Commissioner Patricia Bentson , Commissioner Robert Miller, and Commissioner Ermelindo Puente. III. FLAG SALUTE Chair Michelle Wexler led the pledge of allegiance. IV. SECRETARY'S REPORT The agenda was posted on the City's website on May 15, 2020 at 9:30 a.m. V. APPROVAL OF MINUTES Motion was made to approve the January 21, 2020 meeting minutes by Commissioner Miller; seconded by Commissioner Graham and carried with a vote of 6-0-0. VI. APPROVAL OF AGENDA Motion to approve the agenda was made by Commissioner Bentson; seconded by Commissioner Reinert. Approved 6-0-0 VII. INTRODUCTIONS None VIII. AWARDS/RECOGNITIONS None IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None Page 2 of 5 X. NEW BUSINESS A. Parks and Recreation Commission Review of FY21-26 Capital Improvement Program Projects Staff Member Gary Heap provided presentation on the FY21-26 Capital Improvement program projects. Heap is looking for feedback from the Parks and Recreation Commission to take to City Council as their preferred CIP project. Heap will provide the list of projects the commissioners are interested and provide to Recreation Manager Adam Henig. Commissioners suggested there should be language added to PK2110 to include BMX or Bike Track improvements into Phases IV or V Sports Park project. Commissioners also suggested PK2107 Christmas Hill Ranch Site Master Plan, and PD2109 - Uvas Creek Staging and Neighborhood Park Master Plan be combined under one RFP to save money. B. Draft 2025 Consolidated Plan and Fiscal Year 2020-2021 Projects Deputy Director of Community Development, Sue O'Strander provided a presentation on the Draft 2025 Consolidated Plan and Fiscal Year 2020- 2021 Projects. She stated no action is needed as this is for informational purpose but would like them to be aware there is a 30 day review period from May 15, 2020 - June 15, 2020. On June 1, 2020, they will be going to City Council to set the recommendation and on June 15, 2020 to receive approval for the Community Development Block Grant. Commissioners had no comment. XI. OLD BUSINESS A. Review and Adopt Proposed Parks and Recreation Commission 2020 Work Plan Page 3 of 5 Chair Wexler referred commissioners to packet page 124 of the 2020 Parks & Recreation Commission Work Plan. Upon further discussion amongst the commissioners, it was agreed that they would like to add the following to the ongoing column: Promote smoke free policy. Provide resources for all children of Gilroy. Collaborate with other commissions. Add mile markers. Expand or promote running/hiking trails and bike paths in Gilroy Make parks more accessible by foot and /or bike for all ages Parks Supervisor Bill Headley to help identify volunteers to make the markings on the levee starting at Uvas crossing. Reinert will reach out to the Bicycle and Pedestrian Commission to collaborate on developing map / city parks and Develop a map of City of Gilroy trail/parks. Graham-would like additional training information. Bentson will send information to Henig. A motion was made to adopt the new 2020 work plan by Commissioner Miller; seconded by Commissioner Puente. Motion passed with a vote of 6-0-0. B. Modify Parks and Recreation Commissioner's park monitoring assignments Page 4 of 5 The park assignments were distributed amongst the commissioners. Pat Bentson: Cydney Casper Park, Del Rey Park, and Los Arroyos Park Theresa Graham: Hecker Pass Park, Miller Park, and Rainbow Park Ermelindo Puente: Butcher Park, Forest Street Park, Renz Park, and San Ysidro Park. Michelle Wexler: Carriage Hills Park, and Sunrise Park. Robert Miller: Uvas Creek/Gilroy Sports Park, El Roble Park, and Las Animas Veterans Park. Angela Reinert: Christmas Hill Park, Christmas Hill Park Ranch Site, and Christmas Hill Levee Trail. Motion was made to approve the park assignments by Commissioner Puente; seconded by Commissioner Graham. Motion passed with a vote of 6-0-0. XII. DEPARTMENT UPDATES A. Recreation Department Updates Recreation Manager Adam Henig referred commissioners to packet page 128. B. Status of City Parks Park Operations Supervisor Bill Headley referred commissioners to packet page 130. XIII. COMMISSIONER PARK REPORTS & COMMENTS Park Assignments Pat Bentson: Christmas Hill Park- Noticed a dead tree, concerned about the water access. Noticed a high volume of skate boarding. Witnessed soccer games occurring. Cydney Casper - noticed the tape was torn Del Rey Park, Carriage Hills Park, Los Arroyos Park, Las Animas Veterans Park - tape looks okay. Sunrise Park - Commissioner Reinert noticed Graffiti on tables Theresa Graham: Miller Park, Rainbow Park -Nothing to report Hecker Pass - Witnessed irrigation system issues. Concerned with the watering and maintenance of grass. Page 5 of 5 Ermelindo Puente: Butcher Park, Forest Street Park, and Renz Park look well maintained. San Ysidro Park- Noticed issues with the basketball court. Michelle Wexler: Hecker Pass Park - Irrigation system issues. Robert Miller: El Roble Park - Nothing to report. Gilroy Sports Park - Noticed one of the posts on Monterey frontage road is bent and noticed graffiti in the dug outs. XIV. STAFF COMMENTS None XV. FUTURE MEETINGS June 16, 2020 at 6:00 P.M. The next regular Parks and Recreation meeting will be June 16, 2020 at 6:00 p.m. in the City Council Chambers. XVI.
