Chair Rodriguez called the meeting to order at 6:30 p.m. and led the pledge of
allegiance.
II. REPORT ON POSTING THE AGENDA AND ROLL CALL
Christina Villarreal reported the agenda was posted on Thursday July 28, 2016 at 5:18

IV. PRESENTATION BY MEMBERS OF THE PUBLIC
Dan Mitchell and Barry M. Wright was called to speak, and shared concerns regarding a
new stop sign to be placed near both their properties to slow moving traffic as it would

eliminate the only parking the residents have for visitors.
V. PUBLIC HEARINGS
A. CUP 16-03 Conditional Use Permit (#16050023) requests a Conditional Use
Permit to operate an approximate 9,000 sq. ft., 24-hour, Card Room Casino with
restaurant and bar, at 8630 San Ysidro Avenue, Unit #100, within the San Ysidro
Shopping Center (APN 835-04-076). No exterior changes are proposed to the
existing building, except for changes in signage. The proposed project is exempt
from environmental review under Section 15301 Existing Facilities of the State
CEQA Guidelines. Application filed by Reid Lerner.
Interim Planning Manager Tolentino gives a brief overview of the project.
Applicant Ky Phuon was called to speak and gave a brief statement.
Chair Rodriguez opened the public hearing for public comments, and seeing no
comments, closed the public hearing.

Motion: to continue the public hearing for CUP 16-03 to the next scheduled Special
Planning Commission Meeting on August 18, 2016.

exemption amendment to remove the transitional housing restriction, including a
length-of-tenancy limit, on 45 apartment units located at 9369 Monterey Road
(APN 790-07-027), commonly known as the Sobrato Transitional Apartments
project. Application filed by Eden Housing c/o Elizabeth Kuwada.
Interim Planning Manager Tolentino gives a brief overview of the project.

X. PRESENTATIONS BY MEMBERS OF THE PLANNING COMMISSION:
Vice Chair Kloecker asked for an update on the Station located on Leavesley Road and
Monterey Street.
Interim Planning Manager Tolentino stated the tanks were removed from the station and
knows of no open applications but will confirm at next Planning Commission Meeting.
Commissioner Ashford gives a brief statement regarding both the Moveable Feast and
National Night Out events.
Commissioner Armendariz also gives a brief statement regarding the National Night Out
Event.

Commissioner Fisher stated he attended both June 6 & 16, 2016 meetings and gave a

Commissioner Fischer stated he attended 3 meetings and gave a brief summary of the

XII. PLANNING DIVISION MANAGER REPORT:
Interim Planning Manager Tolentino stated October is Planning Month and will place an
item on the next Special Planning Commission agenda for August 18, 2016 to confirm a
Presenter for the City Council Meeting. Tolentino also stated at the next meeting she
would like discuss and finalize a date for a Special Planning Commission Meeting in
September.
