Vice Chair Kloecker called the meeting to order at 6:30 p.m. and led the pledge of
allegiance.
II. REPORT ON POSTING THE AGENDA AND ROLL CALL
Zinnia Navarro reported the agenda was posted on Friday August 12, 2016 at 3:21 p.m.

III. PUBLIC HEARINGS
A. Z 16-06 (zone change) and RDO HE 16-01 (Residential Development Ordinance
housing exemption) requests a planned development and RDO housing
exemption amendment to remove the transitional housing restriction, including a
length-of-tenancy limit, on 45 apartment units located at 9369 Monterey Road
(APN 790-07-027), commonly known as the Sobrato Transitional Apartments
project. Application filed by Eden Housing.
Applicant requested to continue to future date.

B. CUP 16-03 Conditional Use Permit (#16050023) requests a Conditional Use
Permit to operate an approximate 9,000 sq. ft., 24 -hour, Card Room Casino with
restaurant and bar, at 8630 San Ysidro Avenue, Unit #100, within the San Ysidro
Shopping Center (APN 835-04-076). No exterior changes are proposed to the
existing building, except for changes in signage. The proposed project is exempt
from environmental review under Section 15301 Existing Facilities of the State
CEQA Guidelines. Application filed by Reid Lerner.
Vice Chair Paul Kloecker had concerns with the business name and number of tables.

Motion: Approve Motion to approve CUP 16-03 with staff recommendation

IV. NEW BUSINESS
A. Special Planning Commission meeting in September
No agenda items for the September 1st meeting, as of yet. Possible scheduling for a
September 15th meeting (Special).
B. Planning Commission Presentation at October City Council Meeting
On October 17 the Planning Commission Committee will present to City Council. Interim
Planning Manager Tolentino asked for volunteers; Commissioners suggested we check
with Chair Rodriguez.
