Approval of the 2023 Library Commission Meeting Schedule – After a lengthy discussion, Baxter made a motion to propose meeting on the following five dates in 2023: February 8, April 12, June 14, September 13, and November 8. County Library Report for October - November 2022 (report attached) County Librarian Jennifer Weeks discussed the following during her report: Page 2 of 2 upcoming Silicon Valley Reads events, which will be in-person and virtual; there were voting centers at the libraries during the election; new family reading programs in November; and the excitement about the Dolores Huerta exhibit and lecture happening in Gilroy. Commissioner expressed interest in volunteering to support the events. Weeks and Librarian Wong will follow up. B. BACKGROUND At the beginning of the calendar year, the Library Commission will motion to select a chair and vice-chair to serve for a one-year term. The chair’s main function is to preside over the commission meeting and approve the agenda prior to posting. If the chair is not present at the meeting, the vice-chair will be the presiding officer. The new chair will take over duties following this meeting. In 2022, the chair was Victoria Coversion-Baxter and Vice Chair was Katherine Robinson. City of Gilroy Library Commission STAFF REPORT Agenda Item Title: Library Commission Fiscal Year 2024 and Fiscal Year 2025 Budget Requests Meeting Date: February 15, 2023 From: Adam Henig, Recreation Manager RECOMMENDATION Commission consensus on budget requests for the next two-year budget cycle. BACKGROUND The City of Gilroy prepares it budgets on a two-year cycle. The City’s fiscal year begins on July 1 of each year and ends June 30 of the following year (as an example, the current fiscal year commenced July 1, 2022, and will end on June 30, 2023). The City is currently in its second and final budget year from the previous budget cycle. As staff prepares the budget proposal, the City’s boards and commissions are being provided the opportunity to submit budget requests for consideration of inclusion in the proposed and potentially adopted City budget. ANALYSIS Staff is requesting that the Arts and Culture Commission identify and provide, through Commission consensus, its budget requests for Fiscal Years 2023-24 and 2024-25. The requests may include services and materials, but also capital projects as well if the Commission reaches consensus to include them. The budget requests will be documented by the assigned staff and included in the City’s budget process. Attachments: 1. This process is a formal method through which the City Council establishes its priorities and goals for the upcoming fiscal years. The budget is then developed to align with the established priorities and goals. The City develops and adopts two one-year budgets, also known as biennial budget. Each fiscal year begins on July 1st and ends on June 30th. I would like to invite you to participate in the process by providing input on what you would like the City Council to consider in this budget development. The input could include funding for professional training, conferences, grants, or projects the board would like the City Council to consider. All input received will be presented to the City Council. Based on the scope and request of funding, items may either be automatically included as part of the recommended budget or presented to Council for further consideration. Request should include the following information: • A description of the item you are requesting • The justification of the request and how it may fit within any Commission Workplan • An estimate of the cost for the request, including any revenue source (if applicable) Request should be issued by the board collectively. An action to approve the recommendations is encouraged. Please prepare a memo to the Board’s assigned Executive Sponsor. All requests should be submitted no later than April 11, 2023. SCCLD Stakeholder Report, Feb 2023 Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga December 2022 Library Stakeholder Report Jennifer Weeks, County Librarian Looking Back on 2022 Life in the library has moved ahead to a new normal in 2022 after the challenges of the previous years caused by COVID-19. It is wonderful to see children once again enjoying in-person storytime, groups gathering for Conversation Clubs, and major exhibits happening at our libraries for patrons of every age. We kicked off the year with Silicon Valley Reads, where we celebrated “The Power of Kindness, Resilience & Hope” that featured inspiring stories and lots of virtual options, reaching over 10,000 people countywide. SCCLD Libraries helped to keep everyone healthy. Every community library, in partnership with Santa Clara County Supervisor Joe Simitian, distributed thousands of Rapid Antigen tests and masks in February to help keep COVID-19 transmission rates down. We also expanded our BookDash program to all of our service area so that those who are unable to make it to one of our libraries due to health or disability issues can obtain the items they wish delivered to their door. This summer many of us chose to “Read Beyond the Beaten Path.” Wonderful events took place at our libraries, ranging from magic shows and animal encounters, to museum talks and author talks. In an effort to better connect Library patrons with key County and other services, a Community Outreach Specialist now works out of the Milpitas Library and Ochoa Migrant Center in Gilroy. This role supports our goal that modern libraries be an active partner in local communities. Our Distinguished Authors Series speakers captivated their audiences with personal stories about their experiences and inspirations for their major works. Starting with Emmy-Award journalist Emily Chang and the discussion of sexism in Silicon Valley, to the limitless genre writing of author Silvia Moreno-Garcia, and finally the physically and intellectually nourishing insights from Dr. Daphne Miller about how to build a healthier and more resilient food system, our special guests did not disappoint. The Panel Discussion with labor pioneer Dolores Huerta (more on event below) was a huge success, with a capacity crowd at the Wheeler Center in Gilroy. The associated Smithsonian Institution Traveling Exhibitions Services exhibit at Gilroy Library will be open through Monday, January 23, 2023. If you had not had a chance yet to see it, consider making plans. 2023 is shaping up to be a busy year, with the Library District set to share its vision for the next half- decade. Woodland Library Offers Patrons Extra Service Hours with New Pilot Program Woodland Library patrons who sign up for a new self- service program will be able to access the library a full three hours earlier on Sundays, Tuesdays, and Thursdays. All they need to do is sign up at the Woodland Library front desk. Then, on their next visit scan their library card on a new security panel (on far right of photo) and they can enter to browse Woodland’s collection as early as 8 am. This idea came from feedback from library users. Huerta Panel Event & Gilroy Library Exhibit Approximately 600 people attended a one of its kind event on Saturday, November 12 put on by Gilroy Library with help from the South County Youth Task Force, City of Gilroy Parks and Rec, and Latino Family Fund. A panel featuring labor icon Dolores Huerta as well as Santa Clara University instructor and author Francisco Jiménez (The Circuit: Stories from the Life of a Migrant Child) and actor and film director Luis Valdez (Teatro Campesino, La Bamba) discussed their roles in the fight for equality for farmworkers and the Latino community more broadly. The accompanying exhibit, Dolores Huerta: Revolution in the Fields/Revolución en los Campos, is at Gilroy Library through Monday, January 23, 2023. The exhibit was organized by the Smithsonian Institution Traveling Exhibition Service in collaboration with the Smithsonian’s National Portrait Gallery and received federal support from the Latino Initiatives Pool, administered by the Smithsonian Latino Center. Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga We Are Not Strangers Exhibit at Milpitas Library While many Californians know about the history of migration by African Americans from the South to cities in the state, fewer are aware about the many black farmers, ranchers and rural residents who came to the state since the 1949 Gold Rush. A new traveling exhibit at Milpitas Library titled We Are Not Strangers Here: African American Histories in Rural California seeks to share stories about some of these families. Patrons can find it in the Milpitas Library Courtyard through Wednesday, January 4, 2023. We Are Not Strangers Here is a collaboration between the Cal Ag Roots Project at the California Institute for Rural Studies, Susan Anderson of the California African American Museum, the California Historical Society, Exhibit Envoy, and Dr. Caroline Collins of UC San Diego. The exhibit is supported by a series of podcasts available on SoundCloud. SCCLD was further honored with the second highest ranking of any library system in the U.S. with a budget of over $30 million. SCCLD moved from 5th in 2021 to 2nd in 2022. This is a wonderful way to wrap up the year and recognize the hard work and dedication of the entire SCCLD team. SCCLD brings their “A” game every day and this declaration is recognition of that. We are extremely proud of the tremendous effort that went into improving upon our already excellent service and we thank you, our stakeholders for your continued support. The factors going into the rankings were library item circulation rates (both physical and eMaterials), library visits and program attendance, public computer users and Wi-Fi sessions, electronic retrievals and website visits, plus service populations. There are also separate videos highlighting services for children and teens. A unique feature of the page are 360- degree videos of the main spaces at each of SCCLD’s libraries, which give viewers an interactive 3D perspective that’s the next best thing to going in person. Gilroy Librarian Honored as a Top 10 County Employee of the Year Gilroy Library’s Elizabeth Muñoz-Rosas was recognized as one of ten top County Employee Excellence Award Winners for 2022. This was a highly prized, highly successful in-person event with an attendance that topped 500. All three of this year’s featured authors will be in attendance at the event, which will also be live streamed by the Commonwealth Club of Silicon Valley. Hear from Tommy Orange (There There), Amanda Skenandore (The Second Life of Mirielle West) and Kai Harris (What the Fireflies Knew). Special guest Sal Pizarro of the Mercury News will moderate the panel. Please register if you are interested in attending this one of its kind panel event or view the live stream. Those attending the kickoff event in person are invited to enjoy a related exhibit at the adjacent Euphrat Museum of Art. "Spaces of Belonging" features art and poetry by local artists and organizations who have been instrumental in creating spaces of belonging and inspiring new journeys. The museum will be open 6 - 7 p.m. before the program, and after the program until 9 p.m. In addition to the kickoff event, SCCLD will also be celebrating Silicon Valley Reads (SVR) with a special Reading Challenge that will enter participants who complete the requirements into a drawing for a $25 prize for each age group that participates. To participate, all you need to do is register for SVR and then read any 2023 SVR title and attend at least one library program. The Plan, which sets out goals and priorities for the future, will span FY2023-2028, and was developed with input from library staff, stakeholders, commissioners, and most importantly, our communities. The community feedback was collected through in-person and virtual town hall meetings, interviews, community feedback boards, focus groups, and a multi-lingual survey that gathered thousands of responses from patrons and residents across the Library District about what types of services they most appreciate and need. NEW VISION: The Santa Clara County Library District aspires to be an inclusive space where everyone feels welcomed, supported in their lifelong learning, and energized to help us evolve as a community. We will work to create a world in which access to knowledge, resources, and opportunities is guaranteed to all. NEW MISSION: At Santa Clara County Library District, YOU BELONG. CONNECT. DISCOVER. The Strategic Planning page on the library’s website has more details and a downloadable booklet will be available in early February in English, Spanish, Vietnamese, and Chinese. You can stream it online through February 10. February brings many more events for all ages which take place across the County, including at all SCCLD libraries. These include a storywalk around children’s title Coquí in the City by Nomar Perez at multiple libraries, a visit by featured author Kai Harris (What the Fireflies Knew) at Morgan Hill Library, Lunar New Year Calligraphy Classes at several libraries, film screenings, special storytimes, and much more. If you have not already signed up, please register for our SVR 2023 Reading Challenge, which enters participants who complete the requirements into a drawing for a $25 gift certificate for each age group that participates. Get Ready for Kindergarten Program A six-week, self-paced Get Ready for Kindergarten program kicks off at all SCCLD libraries on Wednesday, February 1. Children entering Transitional Kindergarten and/or Kindergarten in Fall 2023 who complete all activities can pick up their certificate of completion and a prize from their local SCCLD library. Registration for the program, which can be done online or at any of our libraries, ends on June 30. The last day to pick up a prize is August 31. Caregivers and parents can register their incoming Transitional Kindergarten or Kindergarten student and pick up a free booklet at any of our libraries that includes readiness resources for caregivers and skill- building activities that they can work on together with their youngsters. The skill-set activities follows the six critical areas for preparing to be successful in Kindergarten laid out in SCCLD’s Kinder Readiness program of Health and Well-being, Early Literacy, Social and Emotional Development, Language and Communication Skills, Mathematical Thinking, and Science.
