7.1.Selection of Chair and Vice-Chair of Library Commission
Commissioner Kim nominated Chair Baxter to serve as Chair again. Baxter
nominated Kim to serve as Vice Chair, but Kim declined. Baxter nominated
Commissioner Nooshabadi to serve as Vice Chair and he accepted. Baxter will
serve as Chair and Nosabadi will serve as Vice Chair.
MOTION: Nominate Commissioner Baxter and Nooshabadi as Chair and Vice-
Chair of the Library Commission, respectively.

7.2.Library Commission Fiscal Year 2024 and Fiscal Year 2025 Budget
Requests
Sangha explained to the Commissions about the opportunity to provide input to
the upcoming two-year budget cycle. For example, the Commission could either
recommend a library-related program or training that requires funding or could
issue a letter of support for an existing service or program that is relevant to the
Commission. Input should be provided at the next Commission meeting.
7.LIBRARY REPORTS
7.1 Santa Clara County Library: Deputy County Librarian Stephen Fitzgerald
discussed the following during his report: Public Library Service’s star rating for the
Santa Clara County Library System; a Gilroy Librarian honored as a Top 10 County
employee; Silicon Valley Reads program; the adoption of the Library System’s
Strategic Plan, which includes a new vision and mission; Celebrating Black History
Month; the phased out OverDrive App; and staffing changes.
7.2 Gilroy Library: Gilroy Librarian Cassandra Wong covered the following during
her report: staffing changes at the Gilroy Library; a grant for a digital art program;
Black History Month; Resilient Families program; coding for girls and other library
programs; positive response from hosting the Dolores Huerta exhibit; Library
circulation data; and upcoming events.
8.STAFF COMMENTS: Henig explained potential opportunities for commission training as
well as an updated version of the City Board and Commission Manual, which will be
available upon Council approval. Henig and Harjot explained the purpose of Council
Correspondence.
9.FUTURE AGENDA ITEMS: Commissioners asked for a reminder about providing budget
suggestions at the April meeting.
10.ADJOURNMENT

Budget Requests

RECOMMENDATION
Commission consensus on budget requests for the next two-year budget cycle.
BACKGROUND
The City of Gilroy prepares it budgets on a two-year cycle. The City’s fiscal year begins
on July 1 of each year and ends June 30 of the following year (as an example, the current
fiscal year commenced July 1, 2022, and will end on June 30, 2023). The City is currently
in its second and final budget year from the previous budget cycle. As staff prepares the
budget proposal, the City’s boards and commissions are being provided the opportunity
to submit budget requests for consideration of inclusion in the proposed and potentially
adopted City budget.
ANALYSIS
Staff is requesting that the Library Commission identify and provide, through Commission
consensus, its budget requests for Fiscal Years 2023-24 and 2024-25. The requests may
include services and materials, but also capital projects as well if the Commission reaches
consensus to include them. The budget requests will be documented by the assigned
staff and included in the City’s budget process.
At the previous Library Commission meeting, the Commission was informed of examples
they could recommend to Council. Suggested items—which must be related to the Library
Commission—included funding for a new or existing program or a commission-related
training. Commissioners must decide at this meeting as the deadline will have passed.

Re: City of Gilroy’s Fiscal Year 2024 and 2025 Budget Development
The City has commenced its budget development process for the Fiscal Years 2024 and 2025. This
process is a formal method through which the City Council establishes its priorities and goals for the
upcoming fiscal years. The budget is then developed to align with the established priorities and goals.
The City develops and adopts two one-year budgets, also known as biennial budget. Each fiscal year
begins on July 1st and ends on June 30th.
I would like to invite you to participate in the process by providing input on what you would like the
City Council to consider in this budget development. The input could include funding for professional
training, conferences, grants, or projects the board would like the City Council to consider. All input
received will be presented to the City Council. Based on the scope and request of funding, items may
either be automatically included as part of the recommended budget or presented to Council for further
consideration.
Request should include the following information:
• A description of the item you are requesting
• The justification of the request and how it may fit within any Commission Workplan
• An estimate of the cost for the request, including any revenue source (if applicable)
Request should be issued by the board collectively. An action to approve the recommendations is
encouraged. Please prepare a memo to the Board’s assigned Executive Sponsor. All requests should be
submitted no later than April 11, 2023.

Celebrating Women’s History Month
The National Women’s History Alliance has announced the theme for this year: “Celebrating Women
Who Tell Our Stories.” This includes women past and present who have been involved in print, radio,
TV, stage, screen, blogs and podcasts, and all other forms of media and storytelling. Here at the Library
District, we devote ourselves to sharing the best resources, including women of excellence.
Our librarians prepare annual booklists for Women’s History Month with new and classic titles by and
about women. Keep an eye out for blogs on our website as well.
SCCLD will be hosting several events in celebration of Women’s History Month (please register):
March 4 @ 3:30 pm - Milpitas Library
Binary Bracelets craft event. Make bracelets coded in binary in honor of Ada, Countess of Lovelace,
the woman who created the first computer program. For kids grades K-5.
March 7 @ 7 pm - Virtual Event
The Queer History of the Women’s Suffrage Movement. Wendy Rouse,
Associate Professor of History at San José State, will talk about the erasure of
the private lives of many members of the women's suffrage movement. She is
the author of Public Faces, Secret Lives and other works.
March 8 @ 9 am - Virtual Event
Women’s History Month with World Book Online. Learn more about this useful resource, for kids and
adults, which is the perfect source for school reports and research papers, as well as general inquiry.

Spring Concert Series

Silicon Valley Reads Marches On
The second half of Silicon Valley Reads (SVR) starts off on
Thursday, March 2 with a virtual interview with companion book
Furia author Yamile Saied Méndez, followed by a Q&A. Other
authors’ events include life coach Chris Janssen sharing insights
from her book Living All In: How to Show Up for the Life You
Want (online on Monday, March 6), two talks and Q&As by Kai
Harris, featured author of What the Fireflies Knew (Wednesday,
March 15 at Los Altos Library and Wednesday, March 22 at
Milpitas Library), and a virtual talk on Thursday, March 23 by
Omar Mohamed and Victoria Jamieson, authors of companion
book When Stars Are Scattered.
Other events taking place at SCCLD libraries include talks about photography and art, storytimes, movie

If you have not already signed up, please register for our SVR 2023 Reading Challenge, which enters

Get Ready for Kindergarten with SCCLD
Parents and caregivers of pre-Kinders are invited to
attend a series of South County Get Ready for
Kindergarten Workshops with early childhood
educator Dr. Gerardo Lopez, designed to support
families of little ones who will be starting Kindergarten
in Fall 2023. Learning materials will be provided.
Morgan Hill Library: 3 to 4:30 p.m. Saturday, March 4, 11 and 18
Gilroy Library: 11 a.m. to 12:30 p.m. Saturday, April 8, 15 and 22 (register starting on Mar. 8)

Caregivers and parents can register their incoming Transitional Kindergarten or Kindergarten student
and pick up a free booklet at any of our libraries that includes readiness resources for caregivers and
skill-building activities that they can work on together with their youngsters. The skill-set activities follows
the six critical areas for preparing to be successful in Kindergarten laid out in SCCLD’s Kinder
Readiness program of Health and Well-being, Early Literacy, Social and Emotional Development,
Language and Communication Skills, Mathematical Thinking, and Science.
Tax Preparation Assistance at the Library
Cupertino Library is holding free tax preparation assistance sessions
on Saturday afternoons during March offered by the experts at the
Volunteer Income Tax Assistance Program. People will be helped on
a first come, first served basis, so try to come early. Find full details,
including which documents to bring, here.
The Library also offers helpful information on tax preparation
including forms, tips, and a list of free tax preparation and filing assistance resources.
ESL Classes and Conversation Clubs
Those who wish to improve their English speaking and writing skills are invited to attend classes at
Gilroy and Milpitas libraries. Both courses are underway now, with the one at Gilroy Library ending on
May 17 and Milpitas Library’s on May 24. You can find more details about these classes at
https://sccld.org/esl/. Participants will need to take a short assessment to determine their language level,
which they can do after attending their first class.
SCCLD welcomes you to join the ESL classes and ESL conversation clubs at Campbell Express,
Cupertino, Gilroy, Los Altos, Milpitas and Saratoga Libraries.

Celebrating Earth Day at the Library
April 22 marks the anniversary of the birth of the modern
environmental movement in 1970. Observed across the globe,
Earth Day is a time to draw attention to issues that threaten the
health of the environment, like climate change.
Our libraries are holding a number of events throughout April that
celebrate our natural world. Some of our planned events are

Monday, April 24: State of America's Libraries Report released, including Top Ten Frequently
Challenged Books of 2022. Report will be released on Monday, April 24.
Tuesday, April 25: National Library Workers Day, a day for library staff, users, administrators, and
Friends groups to recognize the valuable contributions made by all library workers.
Wednesday, April 26: National Library Outreach Day (formerly National Bookmobile Day), a day to
celebrate library outreach and the dedicated library professionals who are meeting their patrons where
they are.
Thursday, April 27: Take Action for Libraries Day, a day to rally advocates to support libraries.
Friday, April 28: Make sure that everyone in your family has an active library account. It’s free!

Beware of Scammers
SCCLD is also hosting a pair of in-person events around the important topic of how to protect yourself
and your loved ones from different kinds of scam artists. This includes phishing, a tactic used by
criminals to trick individuals into revealing personal information such as passwords and credit card
numbers, which they can then use to steal a person’s identity. Phishing maneuvers, which also now
includes various cryptocurrency schemes, targets and has devastating effects on our senior population.
Protect Yourself from Scammers
Saratoga Library: Wednesday, April 19 at 11 a.m.
Santa Clara County Assistant District Attorney Erin West shares her perspective as someone on the
front lines against phishing and other scams, touching on what signs to look out for and which steps to
take if you are targeted. West serves as prosecutor for REACT, the County’s elite high tech investigative
force. She was recently featured in Forbes magazine for her work protecting local residents from fraud.
This talk is followed by a Q&A session moderated by County Supervisor Joe Simitian.
Cupertino Library: Saturday, April 29 at 3 p.m.
Research Scholar Riana Pfefferkorn of the Stanford Internet Observatory is an expert on common cyber
scams and how to avoid them. Her talk touches on phishing, business email compromise, fake computer
support and romance scams, plus other confidence schemes. Learn computer security tips for keeping
your information safe online.
This talk is followed by a Q&A session moderated by County Supervisor Joe Simitian.
