NOTICE IS HEREBY GIVEN that the City Council of the City of Gilroy, on Monday, October 16,
2023, will hold a public hearing commencing at Gilroy City Council Chambers, 7351 Rosanna
Street, Gilroy, CA, at 6:00 PM, or as soon thereafter as possible, to consider the following item:
Adoption of Updated Water and Wastewater Rates Assessed to All Customers
This notice is given in addition to the required Proposition 218 notice that was mailed to
all impacted property owners and customers to advise of proposed rate changes. The
proposed rates were developed through the Comprehensive Water and Wastewater Rate
Study (Rate Study). To view the Rate Study and additional information regarding the
process, please visit https://www.cityofgilroy.org/994/Water-and-Wastewater-Rate-
Adjustment. The agenda and staff report will be published on the Thursday before the
scheduled City Council meeting at https://gilroy.city/meetings.
Affected property owners or customers of record subject to the imposition of the proposed
rate adjustments have the right to submit written protests against the proposed rates.
Only one written protest will be counted per identified parcel. Protests must be delivered,
either in person or by mail, to:

A valid written protest must include (1) your name; (2) identification of the parcel by
address or assessor’s parcel number; (3) whether you are the owner of the parcel or the
person receiving the service for which the fee is charged; (4) your statement of the specific
rate changes for which you protest the increase in the fee; and (5) your original signature.
E-mails or faxes will not be accepted for written protests, and verbal protests alone will
not be counted. The City Council will count all written protests received (not postmarked)
prior to the conclusion of the public hearing.
During the Public Hearing, the City Council will hear and weigh all written and verbal
protests against the proposed rate adjustments. However, verbal comments won't count
as formal protests unless paired with a written protest submission. After the Public
Hearing, the City Council will deliberate on adopting the resolution authorizing the rate
increases to the water and wastewater service fees.
For general comments, distinct from official protest, they can be sent via email to
publiccomment@cityofgilroy.org or mailed to the Gilroy City Clerk’s Office at City Hall –
7351 Rosanna Street, Gilroy, CA, 95020. Please ensure comments are submitted prior
to 1:00 PM on the meeting day to be shared with the Council Members and included in
the meeting record.
