8.1.Review Library Commission Workplan for Fiscal Years 2024 and 2025.
Henig reviewed the work plan with the Commission. On item number three,
“increase interest among prospective [library commission] applicants,”
commissioners recommended the following ideas for community outreach:
•Create a flyer and distribute it to patrons during library events (e.g.,
storytime, author talks, etc.)
•Contact Friends of Gilroy Library
•Hang large sign in the Library’s lobby.
•Include a QR code on flyers and banner.
•Attend library events and make pitch about applying to serve on the
commission.
9.NEW BUSINESS
9.1.Selection of Commissioner to Attend a 2024 Library Conference.
Since the Commission received funding to send a commissioner to a California Library
Association (CLA) conference for the next two fiscal years, the Commission now needs to
determine who will attend. All necessary expenses (travel, lodge, meals) will be paid (and
reimbursed) by the City of Gilroy.
It was noted that during this fiscal year the annual American Library Association (ALA)
conference will be held in San Diego. Library staff explained that this conference provides
a “broader view” of library services” whereas the statewide conference is more localized
and “granular.” It was also pointed out that it is rare for the ALA to host a conference in
California, which is why library staff recommend that the commission send an attendee to
the national conference. Commissioner Kim nominated Chair Coverson-Baxter to attend
the ALA, who accepted. Commissioner Reddy seconded. Motion passed 4-0-0.

Deputy County Librarian Steve Fitzgerald presented the September report,
which included the following:
•National Library Card Sign-up Month
•National Preparedness Month
•National Hispanic Month

Gilroy Librarian Casandra Wong discussed the following from her report:
•Storytime has reached 100 participants, the highest number since the
start of the pandemic.
•Looking into collaborating with the City on the Storywalk project
•With more programs, Library is increasing staffing levels
•Gilroy Library is focusing on exploring potential projects that could be
funded using the library bond.
•Planning to connect with Gilroy High School this season.
•Library had nearly 4,000 online users: 4,300 individual borrowers, nearly
400 new cardholders, and circulated nearly 22,000 items
•Summer Program Recap included 581 Powerschool and 112 STEM
program participants; 21 teenage volunteers; 1,600 summer reading
participants.
•Upcoming fall programs include: Turkey Bingo, more storytime, an art
showcase, and other workshops/events.
11.COMMISSION COMMENTS
Commissioner Reddy suggested the Commission post flyers on the Nextdoor website.
12.STAFF COMMENTS
Librarian Wong informed the Commission about the “Library of Things” pilot program at
Milpitas. Patrons have the opportunity to check out items beyond the what is currently
offered at the library. These include a metal detector, a food dehydrator, and a popcorn
maker.
13.FUTURE AGENDA ITEMS
Commissioner Kim inquired if there’s a significant disparity in costs between the two
conferences. Staff will follow-up. Chair Coverson-Baxter requested to share the ALA
conference schedule with commissioners, in hopes to receive feedback on which sessions
to attend.
14.ADJOURNMENT
Chair Coverson-Baxter adjourned the meeting at 8:03 p.m.

RECOMMENDATION
Approve the 2024 Library Commission Meeting Schedule.
BACKGROUND
At the conclusion of the calendar year, the Library Commission approves the following
year’s meeting schedule. Historically, the Commission meets four or five times a year. In
2022 and 2023, the Commission met each year on five occasions. The commission is
scheduled to continue to meet on the second Wednesday of every month at 7:00 p.m.

Agenda Item Title:Review Library Commission Workplan for Fiscal Years

RECOMMENDATION
Review, comment, and update goals for the Library Commission Workplan for Fiscal
Years 2024 and 2025.
BACKGROUND
On May 24, 2023, the commission adopted its workplan for the next two fiscal years (FY24
and FY25). They consist of the following:
1. Review and provide feedback to the Santa Clara County Library System
regarding library services and programs offered at the Gilroy location.
2. Participate in the annual California Library Association (CLA), which will be held
in Pasadena on October 17-19, 2024 or the American Library Association (ALA)
conference, which will be held on June 27 – July 2, 2024 in San Diego.
3. Promote the commission’s purpose and library system to increase interest
among prospective applicants to serve as commissioners.
4. Provide recommendations to City Administrator and the City Council regarding
potential capital improvement to the City’s library facility based on the needs
identified by the Santa Clara County Library staff and the Gilroy community, to be
funded by the remaining library bond proceeds. There is approximately $5 million
available for facility upgrades. The Library and City are identifying a
recommended list of improvements and will present it to the Commission at
a future meeting.
ANALYSIS
Here are the updates to the work plan:
•Attending Conference – During the September meeting, Chair Baxter was
selected by the Commission to attend the ALA Conference. Baxter wanted to

review the conference schedule with the Commission. It has not been released
yet.

commissioners.

As of the date of the published staff report, the City has received one application for the
Library Commission.The City Council will interview applicants in December.

Celebrating the Freedom to Read
Each year the American Library Association (ALA)
sponsors Banned Books Week to draw attention to
efforts across the country to censor books in libraries,
bookstores, and schools. Last year there were 1,269 such
demands, nearly twice as many as in 2021.
This year’s theme for the week is “Let Freedom Read.”
The vision of the Santa Clara County Library District (SCCLD), as stated in its recently adopted
Strategic Plan, is to aspire to be an inclusive space where everyone feels welcomed, supported in their
lifelong learning, and energized to help us evolve as a community. We work to create a world in which
access to knowledge, resources, and opportunities is guaranteed to all. This connects to the ALA’s
Library Bill of Rights, which protects the public’s right to access materials and maintains libraries as
open forums for information and ideas.
In-Person Homework Help for K-6
Starting this month, students in grades K-6 will be able
to receive in-person help with their homework at six
SCCLD libraries. The tutors, who have completed
training in order to qualify for this program, will be
available to assist with questions about Math and
English/Language Arts from 4 to 5:30 pm, Monday
through Thursday. Students will be helped on a first
come, first served basis. No reservations are required.
Homework Help will initially be available at the Cupertino, Milpitas, and Saratoga libraries starting on
Monday, October 9, with Gilroy, Los Altos, and Morgan Hill libraries starting their programs soon after.
The dates and times will be shared soon on our website and across our social media channels.
SCCLD also offers several online resources around homework help, including virtual tutoring sessions
through Brainfuse HelpNow. Students in grades 4-8 and 9-12 each have access to their own Student
Centers by LearningExpress featuring skill-building resources for classroom and homework success.
FYI- SCCLD Libraries will be closed on Monday, October 9 in observance of Indigenous
Peoples’ Day (formerly Columbus Day). Our Online Library is available 24/7 at sccld.org/.

Hispanic Heritage Month Continues
The second half of National Hispanic Heritage Month
takes place from now until October 15, as we continue to
mark the accomplishments of Americans with heritage
from the countries of Latin America, the Caribbean, and Spain. Have you signed up yet on Beanstack to
be part of the Reading Challenge? Earn virtual badges for attending a Hispanic Heritage Month
program at a library, completing a special activity, and reading a book off of our special themed booklist.
Many of our libraries’ events are taking place over the next few weeks. Here are the highlights.
• Special Storytimes with Paleta Parties: Cupertino, Gilroy, and Morgan Hill Libraries have
events scheduled around the book Paletero Man by singer and children’s author Lucky Diaz.
Kids who attend the reading will receive a paleta, or flavored Mexican ice pop, to enjoy at the
event while supplies last.
• Cascada de Flores: The popular Bay Area musical duo offers a bilingual Spanish music and
storytelling experience featuring genres from across Latin America, including boleros, rancheras,
and mariachi music. Catch them at Morgan Hill Library on Wednesday, October 11.
• Paint Nights at Milpitas Library: The library will hold events for three age groups of students to
explore different aspects of Mexican heritage and culture through painting. First up are grades K-
2 on October 4, then Grades 3-5 on October 11, followed by Grades 6-8 on October 18.

Researching Your Family History
October is Family History Month, when
individuals are encouraged to research their
heritage. With DNA tools in addition to the
use of records and other traditional methods
of determining one’s genealogy, it is easier than ever to trace all of the branches of one’s family tree.
SCCLD offers access to AncestryLibrary as an in-library service. Come into one of our libraries and
use your own device or one of our computers to delve back in time and comb through past birth,
marriage, and immigration records of your family members. Find information from the U.S. Census,
military records and other vital documents to uncover forgotten histories.
Our collection also includes hundreds of titles around genealogy, including How To books, eBooks, and
Audiobooks. Use Rosetta Stone to learn a new language to better connect to a newfound identity.

As we enter the last quarter of the calendar year,
now is a good time to review your finances and make

Month and builds upon the importance of both

John Irving: Thursday, October 26, 4-5 pm. Author of novel The World According to Garp and the

Preparing to Turn Over a New Leaf in 2024
Environmental sustainability is the theme of next year’s Silicon Valley Reads community engagement
program. After commemorating 20 years of celebrating the power of books bringing people together in
2023, Silicon Valley Reads is back with a renewed commitment to foster collaboration and create
awareness around the importance of environmental stewardship. This year’s book selections explore the
challenges and opportunities of creating a more sustainable future, both locally and across the globe.
Three titles have been selected as the featured books for Silicon Valley Reads 2024:

Restore by Esha Chhabra, Burnt by Clare Frank, and Damnation Spring by Ash Davidson.
There are also four companion books for youth: To Change a Planet by Christina Soontornvat for Pre
K–K, The Forest Man by Anne Matheson for Grades 1–4, Two Degrees by Alan Gratz for Grades 4–8,
and Don’t Call Me a Hurricane by Ellen Hagan for teens and young adults.

Silicon Valley Reads 2024 will kick off with an in-person and live-streamed event planned for mid-winter.
Featured authors will share their expertise and insights, inviting the community to join the conversation.
Throughout February and March 2024, a diverse range of free virtual and in-person public programs
suitable for all ages will be offered. These will include author talks, panel discussions, educational
events, demonstrations, outdoor events, activities for students, storytimes, an art exhibit, and more. The
complete schedule of events will be published on the Siliconvalleyreads.org website in early 2024.
Silicon Valley Reads is presented annually by the Santa Clara County Library District (SCCLD), Santa
Clara County Office of Education, and San José Public Library, in collaboration with public libraries,
community colleges, universities, and community organizations throughout the county.
Distinguished Authors Series
SCCLD’s popular Distinguished Authors Series is
back this winter, with bestselling author, screenwriter,
journalist, broadcaster and philanthropist Mitch
Albom visiting the Orchard City Banquet Hall at the
Campbell Community Center on Friday, December 1.
Best known for his books Tuesdays with Morrie and The Five People You Meet in Heaven, Albom
will be discussing his latest work, The Little Liar. Set during the Holocaust, Liar explores themes of
honesty, survival, revenge, and devotion. His talk will be followed by a Q&A and book signing. This is a
free event, but we ask that you please register in advance so we can ensure sufficient seating for all.

Marking Diwali, the Festival of Lights
Our libraries will be hosting several events around Diwali, the
Hindu holiday that celebrates the spiritual light in all of us that
protects against the dark. Also known as the festival of lights,
Diwali is a five day festival, with the main celebration occurring on
November 12. We have events planned for several weeks around
this time. Milpitas Library kicks things off on Saturday, October 28
with a celebration featuring music, crafts, and henna artists.
Other events are planned at Morgan Hill Library on Friday, November 3, where attendees will be able to
make henna art on candles; Saturday, November 4 at Saratoga Library, where a special music festival is
planned; and November 9 at Los Altos Library, which will feature dance and storytelling, along with a
lamp decoration to take home. They also are hosting a drop-in craft event on Sunday, November 12.

Native American Heritage Month
As we get ready for family gatherings for Thanksgiving,
a holiday that is inspired by our nation’s early history, it
is important to note the contributions of the First Peoples
of the Americas. November is Native American Heritage
Month, when we are all encouraged to learn more about
the rich history, ceremonies, and storytelling traditions of
Indigenous people of North America.
To mark this occasion, our librarians have prepared a booklist with a trio of selections each for kids,
teens and adults. We also have prepared a special reading challenge on Beanstack, with credit given
for viewing the UC Davis Martin Begaye digital art exhibit titled “Feathered Relations”, and attending
one of our many events in November marking Native American History Month.
Check out our Events Calendar for details on the dozens of activities we have planned, which include
special storytimes, craft events, and themed book clubs for teens and adults. We also have lessons on
herbalism practices of Native peoples, a talk on preserving lands in the Gilroy area culturally significant
to the Amah Mutsun Tribal Band, a discussion about Native American cooking with a Bay Area food
writer, and a virtual author talk with writer and poet Joy Harjo, who will discuss her recent memoir,
Catching the Light. Please note that some of these events require advanced registration.
Cupertino Library will have a storywalk for children all month long featuring Fry Bread by Kevin
Maillard, and a symbols scavenger hunt challenge until the 15th. All our libraries will feature a month-
long Indigenous Voices: Book Title Guessing Game, organized by our teen librarians. We hope that
you will join us on this adventure into past and present as we learn more about these diverse cultures.
Intriguing Authors Drop by Online this Month
Actor John Stamos kicks off an exciting lineup of virtual author
talks in November. He’ll share stories about his experiences on
TV and beyond from his talked about new memoir If You Would
Have Told Me on Wednesday, November 1 at 5 pm. Three other

Veterans Day, VetNow Library Resource
There are 16.2 million U.S. Armed Forces veterans living in the
country, making up 6.2% of the population. 1.8 million Vets live in
California. As we get ready to honor their service on Veterans Day
on November 11, we should also remember that after they finish
their military careers, many Vets need help finding civilian roles.
Brainfuse’s VetNow platform offers live assistance every day of the
week from 1 to 10 pm for veterans and their families for a variety of services, including navigating
eligible VA benefits, including housing and healthcare assistance. Tutors also provide job coaching,
identifying skills, resume building, and translating military experiences into civilian occupations. There
are a wealth of skill building lessons on the resource around math, science, reading/writing, and social
studies topics, with practice tests to master high school equivalency and college entrance exams, career
prep, GRE, ESL, and more.
An introductory class around getting set up on VetNow will be held through the Pacific Library
Partnership’s CAreer Pathways project on Wednesday, November 8 from 11 am to 12 pm on Zoom.

WHAT IS A STORYWALK
StoryWalkpairs reading with an outdoor activity to promote literacy,
movement, exercise, and family engagement.
A StoryWalktakes pages from a children’s book and attaches them to
signs which are installed along an outdoor path.
WHY STORYWALK
•Developing library, city, and community partnerships.
•Promoting physical activity and healthy lifestyles
•Promoting early literacy & language acquisition
•Encouraging families to engage in literacy and exercise together
•Family members play a vital role in helping children develop a joy
of learning.StoryWalks provide an opportunity for families to build
values,traditions, and make memories.
•An opportunity for children to learn new words, describe things and
events, and learn how to follow a story in sequence.

IDEAL LOCATION FOR INSTALLATION
•City park with high visitation by young families
•Storywalk starts at main parking lot or main entrance and follows well
used path
•Ideally will lead to and/or pass by the playground
•17 frames within line of sight from one to the next
•Storywalk should be between 1/3 to ½ mile long (approx 100 ft
between each sign)
•We can adjust this as needed
