WHEREAS, the City of Gilroy, a municipal corporation (“City”), and Hexagon Transportation Consultants, Inc. entered into that certain agreement entitled Agreement for Services Bolsa Road Transportation Analysis, effective on 7/31/2023, hereinafter referred to as “Original Agreement”; and WHEREAS, City and Hexagon Transportation Consultants, Inc. have determined it is in their mutual interest to amend certain terms of the Original Agreement. NOW, THEREFORE, FOR VALUABLE CONSIDERATION, THE PARTIES AGREE AS FOLLOWS: 1. Article 3, Section A (Specific Services) of the Original Agreement shall be amended to include Exhibit “B-1” (“Scope of Services”). 2. Article 4, Section A (Consideration) of the Original Agreement shall be amended to read as follows: “In consideration for the services performed by CONSULTANT, CITY agrees to pay CONSULTANT the amounts set forth in Exhibit “D” (Payment Schedule”). In no event however shall the total compensation paid to CONTRACTOR exceed $65,070.” 3. This Amendment shall be effective on 10/25/2023. 4. Except as expressly modified herein, all of the provisions of the Original Agreement shall remain in full force and effect. In the case of any inconsistencies between the Original Agreement and this Amendment, the terms of this Amendment shall control. 5. The segment to be designed begins at the south edge of the Performance Foodservice (PFG) improvements and extends southward to the south edge of the Bolsa Industrial site. The following basic assumptions will be used: • The PFG frontage is built to the City’s arterial standard. From this point south, the roadway would transition to a collector plus two-way left-turn lane (TWLTL) section. This section would include a 7’shoulder/parking lane and 6 ‘bike lane on each side of the road, 12’ travel lanes, and a 13’ TWLTL; for a total curb to curb with of 63’. Bolas Road will transition from this Collector plus TWLTL section to Arterial section, and vice versa, in this area. • Constraints would be the freeway on the west edge of the road on the north end and the creek on the west edge of the road on the south end. • At the south edge of the Bolsa Industrial site, an appropriate transition will be laid out to go from the collector plus TWLTL section in front of the site to the existing ±24’ 2-lane section south of the site. • The Consultant’s assumption is that the Bolsa Road cross section would be modified slightly in this area as there would be no need for a sidewalk or PSE on the west side of the street. So, the face of curb on the west side of the street would be set approximately where the existing edge of pavement is. • The design of the road will accommodate the CA Legal design vehicle (65’ truck). Planning-level drawing will be developed for the following potential improvement scenarios: Scenario 1 – A modified and/or new alignment to bring Bolsa Road 100% up to City, AASHTO, and Caltrans Standards. • Design speed to be based on 85th percentile speeds in the area (assumed to be around 45 or 50 MPH). • The radii of the two curves in the reverse curve section of the roadway would be designed per AASHTO and Caltrans Standards with a design speed based on 85th percentile speed data. • An assumed cross slope of the roadway will be used to design the curve radii at each location given the design speed of the road. • Adjustments to the alignment of Bolsa Road along the project frontage will be considered if necessary for other portions of the roadway to meet City, AASHTO, and Caltrans standards for horizontal curvature. • The alignment of the road would be laid out to minimize right-of-way impacts, while still meeting all of the design standards and constraints listed above. Scenario 2 – A modified and/or new alignment to bring Bolsa Road up to City, AASHTO, and Caltrans Standards, except that the radii of the horizontal curves will be designed with reduced (advisory) speeds 5 MPH below the design speed. DocuSign Envelope ID: F26DA9A5-5F90-4E64-96F9-33684D510E1C • Design speed to be based on 85th percentile speeds in the area, except at the horizontal curves. • The radii of the two curves will be reduced slightly to account for a reduced design speed which will be 5 MPH below the design speed used for the rest of the corridor. • The curves would need to be signed with curve warning and advisory speed signs based on this reduced design speed. • An assumed cross slope of the roadway will be used to design the curve radii at each location given the minimum advisory speeds that are determined. • The alignment of the road would be laid out to minimize right-of-way impacts, while still meeting all of the design standards and constraints listed above. • Adjustments to the alignment of Bolsa Road along the project frontage will be considered if necessary for other portions of the roadway to meet City, AASHTO, and Caltrans standards for horizontal curvature. Scenario 3 – A modified and/or new alignment to bring Bolsa Road up to City, AASHTO, and Caltrans Standards, except that the radii of the horizontal curves will be designed with reduced (advisory) speeds 10 MPH below the design speed. • Design speed to be based on 85th percentile speeds in the area, except at the horizontal curves. • The radii of the two curves will be reduced to account for a reduced design speed which will be 10 MPH below the design speed used for the rest of the corridor. • The curves would need to be signed with curve warning and advisory speed signs based on the reduced design speed. • An assumed cross slope of the roadway will be used to design the curve radii at each location given the reduced design speed. • The alignment of the road would be laid out to minimize right-of-way impacts, while still meeting all of the design standards and constraints listed above. • Adjustments to the alignment of Bolsa Road along the project frontage will be considered if necessary for other portions of the roadway to meet City, AASHTO, and Caltrans standards for horizontal curvature. These drawings will be prepared over aerial photographs and would include basic information such as street centerline, lane lines, lane alignments, curbs, sidewalk, turn pocket design along the proposed project frontage, and assumed right-of-way lines. We will not show details such as turn pocket designs (bay tapers, turn length lengths, etc.) outside of the proposed project frontage, pavement markings (arrows, bike lane markings, etc.), curb ramps, driveways, signage, etc. The planning level drawings will not include or consider any kind of drainage or grading issues. This scope and fee assume one version of each scenario will be produced. If alternatives or adjustments to any of the scenarios are requested additional time and budget may be needed. Upon receipt of written authorization to proceed, the Consultant will produce planning level sketches and submit them to the City for an additional fee of $10,000, over and above the cost for services in the Original Agreement, bringing the grand total to $65,070 for the completion of the Transportation Analysis and the Optional Services.
