RESOLUTION NO. 2023-67
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GILROY SUPPORTING THE APPLICATION FOR A
CALTRANS SUSTAINABLE COMMUNITIES GRANT TO
FUND THE CITY OF GILROY GREENHOUSE GAS /
VEHICLE MILES TRAVELED REDUCTION PROGRAM
WHEREAS, the physical climate of the Bay Area is changing in complex ways in
part due to the region’s diverse microclimates, highly variable rainfall, dependency on
snow-fed mountain water supply, extensive shorelines, and propensity for wildfire; and
WHEREAS, a critical lack of affordable housing in the core of the region is forcing
households further south, north, and inland, thereby exacerbating negative environmental
impacts; and
WHEREAS, Gilroy is an exurban community, with approximately 18 percent of its
residents employed in the City limits, and close to 30 percent of residents commuting to
San Jose, Silicon Valley, and San Francisco for work, with few options beyond commuting
in single-occupancy vehicles on US 101 to these job centers; and
WHEREAS, high levels of socioeconomic inequity in the Bay Area create large
differences in the capacity of individuals to prepare for and recover from heat waves,
drought, electrical power outages, floods, and wildfires; and
WHEREAS, the City of Gilroy intends to adopt a Greenhouse Gas / Vehicle Miles
Traveled (GHG/VMT) Reduction Program that includes a Climate Action Plan and
Transportation Demand Management Policies; and
WHEREAS, the Gilroy GHG/VMT Reduction Program will include a set of
strategies intended to guide the city’s efforts to reduce VMT and GHG emissions through
a combination of actions that consider the unique needs and goals of the Gilroy
community; and
WHEREAS, the Sustainable Transportation Planning Grant Program was created
to support the California Department of Transportation’s (Caltrans) mission to provide a
safe and reliable transportation network that serves all people and respects the
environment; and
WHEREAS, the State-funded Sustainable Communities grants are intended to
support and implement Regional Transportation Plan (RTP) Sustainable Communities
Strategies/Alternative Planning Strategies (SCS/APS) (where applicable) and to
ultimately achieve the State’s greenhouse gas (GHG) reduction target of 40 and 80
percent below 1990 levels by 2030 and 2050, respectively; and
WHEREAS, the City of Gilroy intends to apply for a Sustainable Communities grant
to fund the Gilroy GHG/VMT Reduction Program; and

WHEREAS, the Gilroy GHG/VMT Reduction Program addresses the objectives of
the Sustainable Communities grant, including but not limited to helping to meet
California's GHG emission reduction goals, improving air quality, promoting energy
conservation, increasing transit ridership, increasing investment in the green economy,
and promoting social equity by including equity recommendations that will direct
investments to the City's disadvantaged communities.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of
Gilroy supports the application for a Caltrans sustainable communities grant to fund the
City of Gilroy Greenhouse Gas / Vehicle Miles Traveled Reduction Program.
PASSED AND ADOPTED by the City Council of the City of Gilroy at a meeting
duly held on the 11th day of December 2023 by the following roll call vote:
