Henig reviewed the work plan with the Commission. On item number three, “increase interest among prospective [library commission] applicants,” commissioners recommended the following ideas for community outreach: •Create a flyer and distribute it to patrons during library events (e.g., storytime, author talks, etc.) •Contact Friends of Gilroy Library •Hang large sign in the Library’s lobby. •Include a QR code on flyers and banner. •Attend library events and make pitch about applying to serve on the commission. 9.NEW BUSINESS 9.1.Selection of Commissioner to Attend a 2024 Library Conference. Since the Commission received funding to send a commissioner to a California Library Association (CLA) conference for the next two fiscal years, the Commission now needs to determine who will attend. All necessary expenses (travel, lodge, meals) will be paid (and reimbursed) by the City of Gilroy. It was noted that during this fiscal year the annual American Library Association (ALA) conference will be held in San Diego. Library staff explained that this conference provides a “broader view” of library services” whereas the statewide conference is more localized and “granular.” It was also pointed out that it is rare for the ALA to host a conference in California, which is why library staff recommend that the commission send an attendee to the national conference. Commissioner Kim nominated Chair Coverson-Baxter to attend the ALA, who accepted. Commissioner Reddy seconded. Motion passed 4-0-0. RESULT: Pass MOVER: Gabriela Kim, Commissioner SECONDER Sumana Reddy, Commissioner AYES: Commissioner Coverson-Baxter, Commissioner Kim, Commissioner Nooshabadi, Commissioner Reddy 10.LIBRARY REPORTS 10.1.Santa Clara County Library Reports for June through September 2023 (attached) Deputy County Librarian Steve Fitzgerald presented the September report, which included the following: •National Library Card Sign-up Month •National Preparedness Month •National Hispanic Month •Registration to vote •Poet Laureate application deadline 10.2.Gilroy Library Report September 13, 2023 | 7:00 PM Page 3 of 3 Library Commission Regular Meeting Minutes Gilroy Librarian Casandra Wong discussed the following from her report: •Storytime has reached 100 participants, the highest number since the start of the pandemic. •Looking into collaborating with the City on the Storywalk project •With more programs, Library is increasing staffing levels •Gilroy Library is focusing on exploring potential projects that could be funded using the library bond. •Planning to connect with Gilroy High School this season. •Library had nearly 4,000 online users: 4,300 individual borrowers, nearly 400 new cardholders, and circulated nearly 22,000 items •Summer Program Recap included 581 Powerschool and 112 STEM program participants; 21 teenage volunteers; 1,600 summer reading participants. •Upcoming fall programs include: Turkey Bingo, more storytime, an art showcase, and other workshops/events. 11.COMMISSION COMMENTS Commissioner Reddy suggested the Commission post flyers on the Nextdoor website. 12.STAFF COMMENTS Librarian Wong informed the Commission about the “Library of Things” pilot program at Milpitas. Patrons have the opportunity to check out items beyond the what is currently offered at the library. These include a metal detector, a food dehydrator, and a popcorn maker. 13.FUTURE AGENDA ITEMS Commissioner Kim inquired if there’s a significant disparity in costs between the two conferences. Staff will follow-up. BACKGROUND At the conclusion of the calendar year, the Library Commission approves the following year’s meeting schedule. For this year, the Commission was unable to meet in November to make a decision due to a lack of quorum. This item was tabled for the following meeting, which was January 10, 2024. Historically, the Commission meets four or five times a year. In 2022 and 2023, the Commission met each year on five occasions. City of Gilroy Library Commission STAFF REPORT Agenda Item Title:Review Library Commission Workplan for Fiscal Years 2024 and 2025 Meeting Date:January 24, 2024 From:Adam Henig, Recreation Manager RECOMMENDATION Review, comment, and update goals for the Library Commission Workplan for Fiscal Years 2024 and 2025. BACKGROUND On May 24, 2023, the commission adopted its workplan for the next two fiscal years (FY24 and FY25). They consist of the following: 1. Review and provide feedback to the Santa Clara County Library System regarding library services and programs offered at the Gilroy location. 2. Participate in the annual California Library Association (CLA), which will be held in Pasadena on October 17-19, 2024 or the American Library Association (ALA) conference, which will be held on June 27 – July 2, 2024 in San Diego. 3. Promote the commission’s purpose and library system to increase interest among prospective applicants to serve as commissioners. 4. Provide recommendations to City Administrator and the City Council regarding potential capital improvement to the City’s library facility based on the needs identified by the Santa Clara County Library staff and the Gilroy community, to be funded by the remaining library bond proceeds. There is approximately $5 million available for facility upgrades. The Library and City are identifying a recommended list of improvements and will present it to the Commission at a future meeting. Baxter wanted to review the conference schedule with the Commission and receive input on which sessions she should attend. As of January 2, 2024, the conference schedule has not been released yet. •Promoting Serving on Library Commission – At the previous commission meeting, commissioners recommended the following community outreach ideas: o Create a flyer and distribute it to patrons during library events (e.g., storytime, author talks, etc.) – City staff has created and distributed flyers to the library and commissioners. o Contact ”Friends of Gilroy Library“ o Hang large sign in the Library’s lobby. o Include a QR code on flyers and banner (QR code was added). o Attend library events and make pitch about applying to serve on the commission. As of the date of the published staff report, the City has received one application for the Library Commission. BACKGROUND At the beginning of the calendar year, the Library Commission will motion to select a chair and vice-chair to serve for a one-year term. The chair’s main function is to preside over the commission meeting and approve the agenda prior to posting. If the chair is not present at the meeting, the vice-chair will be the presiding officer. The new chair will take over duties following this meeting. In 2023, the chair was Victoria Coversion-Baxter and Vice Chair was Saeid Nooshabadi. Work has now commenced and the project is set to be completed in time for the celebration of the building’s 50th anniversary in 2025. The fully renovated Campbell Library is designed as a welcoming and flexible space for everyone in the community to enjoy. From popular collections of materials for all ages and interests, to family programs, free WiFi, collaborative meeting rooms, a fully equipped Community Room, imaginative children’s play areas, and dedicated spaces for children, teens and adults, the new library will have something for everyone. You can follow the progress on the Campbell Library renovation project, as well as the city’s new Campbell Police facility, at campbellca.gov/MeasureO/. Virtual Author Visits Wrap up 2023 A duo of bestselling authors will bring the Virtual Author Talks series to a close for 2023. Instead of receiving play credits, patrons now receive 45 tickets each month. Every title will be labeled with a ticket value and viewing window, so patrons will know how many tickets a title will use prior to viewing it. The viewing periods for each show or film vary depending on its running time. Kanopy Kids content will continue to be its own resource and will not be included in the ticket system. Our staff has also produced a blog post with more helpful information. If you have further questions about navigating this change, Kanopy Help and their on-demand training videos are also helpful. Great Courses content will be included in the ticket system and will follow the same pricing structure as standard episodic content. Most content will cost five tickets per course, with a viewing period of up to 21 days. Patrons can watch as many The Great Courses titles as their monthly ticket limit allows. SimplyE The New York Public Library, the developers behind eBook and Audiobook content service SimplyE, will be sunsetting it on June 30, 2024. After that date, they will no longer provide support for the app. SCCLD has been informing our patrons to ensure that as many users are informed as possible. Our 24/7 Online Library team suggests the following alternative services for users of SimplyE: • Libby: Our largest online collection. Download or stream eBooks and audiobooks including fiction, non-fiction, bestsellers, and more. The Libby Help website has a variety of resources to help staff and patrons navigate creating a Libby account. • The Palace Project: This app was created to be the California version of SimplyE and has very similar content. With the Palace app, you have access to Palace Project digital collections from the California State Library and SCCLD. Enjoy thousands of free books from the Palace Bookshelf – available exclusively in the app. You can download for Android or Apple iOS. • CloudLibrary: Download eBooks including fiction, non-fiction, bestsellers, and many genres. Career Online High School For adults looking to earn their accredited high school diploma, Santa Clara County Library District provides the Career Online High School (COHS) program in partnership with the California State Library and Gale Cengage Learning. The COHS program offers 24/7 access to an online classroom and guidance from an academic coach. Students can earn a diploma in a few as five months, and receive a career certificate in one of ten high-growth, high-demand fields. There are a limited number of scholarships available. SCCLD is seeking individuals 18 years and older who can devote two hours a week to tutor an adult who is looking to improve their basic reading, writing, speaking and listening skills. Tutor and learner pairs meet weekly either in person at a library, or online. The Library District’s Reading Program helps learners reach longtime goals like obtaining a high school diploma, getting a job or promotion, assisting children with their homework, and communicating more effectively with teachers, doctors, coworkers and neighbors. By helping learners improve their literacy skills, tutors help learners feel more confident in their everyday lives. Hear from some of the learners and tutors who have taken part in this program in new testimonial videos. Training programs start mid-January and are held in North and South County, as well as online. Joint Powers Authority Meeting, SCCLD Forum SCCLD’s Joint Powers Authority Governing Board will hold its first meeting of 2024 on Thursday, January 25, at 12 p.m. at the Services and Support Center at 1370 Dell Avenue, Campbell, CA 95008. The JPA meetings are open to the public. The following week, SCCLD will be holding its annual Library Friends, Foundations, Endowments & Commissioners Forum on Saturday, February 3 at the Services & Support Center in Campbell. This year’s theme is “Discover & Play,” as we delve into the benefits of play at any age. One of the Library District’s Strategic Plan projects for 2024 will be the installation of children’s play areas at each of our community libraries.
