The purpose of the traffic analysis is to satisfy the requirements of the City of Gilroy, Caltrans, the Congestion Management Program (CMP) of the Santa Clara Valley Transportation Authority (VTA), and CEQA. The study will determine the traffic impacts of the proposed project on the transportation network in the vicinity of the site. Part I – Preliminary Site Access Evaluation A review of the project site plan will be performed to determine if adequate site access would be provided and to identify any access or circulation issues that should be improved. Scope Tasks The tasks to be included in the preliminary site access evaluation are described below. 1. Site Reconnaissance. The physical characteristics of the site and the surrounding roadway network will be reviewed to identify existing roadway cross-sections, intersection lane configurations, traffic control devices, and surrounding land uses. 2. Data Collection (Part 1). The proposed project driveway would be located in close proximity to existing driveways and an intersection. New manual peak -hour turning movement counts will be conducted at these locations to determine existing turning movement volumes during peak- hours. The fee estimate includes costs for conducting new AM and PM peak-period turning movement counts at 2 locations (4 peak-hour counts). The locations proposed are at the intersection of Kern Avenue/Creekside Court and at the driveway serving the Kern Avenue Apartments (9060-9072 Kern Avenue). Additional counts will require additional budget. 3. Site Traffic Projections. Based on the proposed development size and land use, site-generated traffic will be estimated using the appropriate vehicular trip generation rates published in the latest edition of Institute of Transportation Engineers’ (ITE) Trip Generation. The directional distribution of site-generated traffic will be forecast based on existing travel patterns, relative locations of complementary land uses in the area, and information from previous traffic studies conducted for developments in the area. This information will be utilized to estimate turning movement volumes at the project driveways. 4. Site Access and On-Site Circulation. A quantitative analysis of the anticipated traffic volumes at the site’s driveways, as well as a qualitative analysis of the proposed site access and site layout will be conducted. The review will focus on the adequacy of the site access points based on the site’s overall anticipated trip generation and consider the following: • sight distance at the access driveways, Docusign Envelope ID: 0411DC20-20FD-44E8-8769-D50FC1DACC61 -2- 4835-2267-0361v1 LAC\04706083 • vehicle queues at site driveways, • driveway locations, traffic control requirements, alignment, and dimensions, • on-site layout and circulation, and • pedestrian access and circulation. 5. Description of Impacts and Recommendations. Based on the results of the above evaluation, deficiencies to the proposed project site access will be identified. Recommendations will be formulated that identify the locations and types of improvements or modifications necessary to resolve deficiencies. Part II – VMT Assessment and Roadway Capacity Analysis In adherence to Senate Bill (SB) 743 legislation, the effects and impacts to the transportation network as the result of the implementation of the proposed project will be evaluated based on vehicle miles traveled (VMT). However, the City of Gilroy currently uses congestion and delay metrics, such as Level of Service (LOS), as their adopted methodology for the evaluation of the effects of new development and land use changes on the local transportation network. Therefore, in addition to the evaluation of VMT, this transportation analysis also will include roadway capacity analysis, based on level of service, to evaluate the effects of the proposed project on the surrounding transportation network. The level of service analysis will be presented to determine conformance to General Plan transportation policies. However, the determination of project impacts per CEQA requirements will be based solely on the VMT analysis. VMT Assessment Pursuant to SB 743, the Governor’s Office of Planning and Research (OPR) released the current CEQA Guidelines Update (Technical Advisory on Evaluation Impacts in CEQA) in late 2018, which proposes VMT as the replacement metric for LOS in the context of CEQA. While OPR emphasizes that a lead agency has the discretionary authority to establish thresholds of significance, the Final Guidelines suggests criteria that indicate when a project may have a significant, or less than significant, transportation impact on the environment. In accordance with CEQA, all proposed projects are required to analyze transportation as a component of environmental review using average trip length per resident and/or per employee as metrics (total VMT for retail/commercial projects). Since the City of Gilroy has yet to formally adopted its own City-specific guidelines for the CEQA evaluation of projects based on VMT, the City relies on OPR’s VMT analysis guidelines and impact threshold recommendations as they work towards establishing their own guidelines. Thus, for the purpose of this analysis, a comparison of the citywide VMT (or baseline VMT) versus the project’s VMT is made to determine the effects of the proposed project on VMT. The VMT analysis will utilize OPR’s recommendation of 15 percent (%) below baseline conditions as the threshold to identify potential VMT impacts for residential projects. The Valley Transportation Authority (VTA) VMT Evaluation Tool (“VMT Tool”) was developed to streamline the analysis for development projects in Santa Clara County. The VMT Docusign Envelope ID: 0411DC20-20FD-44E8-8769-D50FC1DACC61 -3- 4835-2267-0361v1 LAC\04706083 Tool has the capability to analyze only the most common land uses consisting of residential, office, and industrial land uses. For nonresidential or non-office projects, very large projects, or projects that can potentially shift travel patterns, the City’s TDF Model, or other City-approved method, can be used to determine project VMT. The VTA VMT Evaluation Tool will be utilized for the VMT evaluation of the proposed project. If a project is found to have a significant impact on VMT, the impact must be reduced by modifying the project to reduce its VMT to an acceptable level (below the identified thresholds of significance), mitigating the impact through multimodal transportation improvements, implementing applicable transportation demand management (TDM) measures, and/or by establishing a trip cap. Possible measures to mitigate the project VMT impact will be identified in the report. Roadway Capacity Analysis For conformance with City of Gilroy General Plan transportation policies, the project will be required to complete an analysis of the effects of project traffic on the local transportation system, or a roadway capacity analysis. The roadway capacity analysis will include the evaluation of intersections based on delay/level of service. Preliminarily, the Consultant estimates a need to include 5 intersections. It is not anticipated that a freeway analysis would be necessary for this project. Per CMP guidelines, the traffic study will include an analysis to document the determination that a freeway level of service analysis is not required. The study intersections will be evaluated during the weekday AM and PM peak commute hours. The list of study facilities will be finalized in coordination with City staff. Additional study facilities will require authorization and additional budget. The study intersections are listed below. Study Intersections 1. Kern Avenue and Mantelli Drive 2. Kern Avenue and Kern Avenue Apartments (9060-9072 Kern Avenue) Driveway 3. Kern Avenue and Creekside Court 4. Kern Avenue and St Clar Avenue 5. Kern Avenue and Tatum Avenue Study Scenarios The key transportation facilities will be evaluated for the following study scenarios: Existing Conditions: Existing traffic volumes on the existing roadway network. Docusign Envelope ID: 0411DC20-20FD-44E8-8769-D50FC1DACC61 -4- 4835-2267-0361v1 LAC\04706083 Background Conditions: Existing + approved developments Background + Project Conditions: Existing + approved developments + project trips Cumulative with Project Conditions: Existing + approved developments + project trips + proposed developments Scope Tasks The tasks to be included in the roadway capacity analysis are described below. 1. Observation of Existing Conditions. Existing traffic conditions will be observed in the field in order to identify any operational deficiencies and to confirm the accuracy of calculated levels of service. 2. Data Collection (Part 2). New manual peak-hour turning movement counts will be conducted at intersections where existing counts are either outdated or not available. We estimate that new traffic count data will be needed at the remaining 3 study intersections for which data was not collected during Part 1 of the analysis. Thus, the fee estimate includes costs for conducting new AM and PM peak-period turning movement counts at 3 locations (6 peak-hour counts). Additional counts will require additional budget. 3. Evaluation of Existing Conditions. The existing traffic conditions at the study intersections will be evaluated with the Santa Clara County CMP level of service methodology, TRAFFIX, using current conditions peak-hour traffic volumes. 4. Evaluation of Background/Approved Conditions. Traffic volumes from approved developments will be added to the existing peak-hour volumes to obtain traffic volumes for background conditions. A list of approved projects (including size, use, and location) will be obtained from the City of Gilroy Planning Division for this task. Improvements associated with approved developments will be assumed as directed by the City of Gilroy. Intersection levels of service under background conditions will be evaluated using the CMP methodology. 5. Evaluation of Background + Project Conditions. Project-generated traffic will be added to background traffic volumes to yield traffic volumes under background + project conditions. Intersection deficiencies associated with the proposed project will be evaluated relative to background conditions. Intersection levels of service under background plus project conditions will be evaluated using the CMP methodology. 6. Evaluation of Cumulative Conditions. Traffic volumes from proposed but not yet approved developments will be added to background conditions peak-hour volumes to obtain traffic volumes for cumulative without project conditions. A list of proposed projects (including size, use, and location) will be obtained from the City of Gilroy Planning Division for this task. Cumulative plus project conditions will be determined by adding project trips to cumulative without project conditions. Intersection levels of service under cumulative conditions will be evaluated using the CMP methodology. Docusign Envelope ID: 0411DC20-20FD-44E8-8769-D50FC1DACC61 -5- 4835-2267-0361v1 LAC\04706083 7. Freeway Capacity Check. The magnitude of project trips on freeway segments near the site will be determined and compared to the CMP’s threshold for determining the need for freeway level of service analysis. The results of this task will be documented in the traffic study. 8. Evaluation of Vehicle Queue. For selected locations specified by City staff and/or where the project is projected to add a significant number of turning vehicles, the adequacy of existing/planned storage at turn pockets will be assessed by means of comparison with expected maximum vehicle queues. Vehicle queues will be estimated using a Poisson probability distribution. 9. Bicycle, Pedestrian, and Transit Facilities. A qualitative analysis of the project’s effect on transit service and bicycle/pedestrian circulation in the study area will be conducted. Bicycle and pedestrian circulation will be reviewed for consistency with the City’s General Plan, the Bicycle/Pedestrian Transportation Plan, and the Complete Streets Policy. Proposed bicycle and pedestrian facilities will be evaluated for consistency with VTA’s Livable Community design guidelines and other planned facilities in the area. Connectivity between the project site and the adjacent land uses, as well as pedestrian circulation within the project area, will be reviewed and possible improvements identified, if necessary. 10. Description of Deficiencies and Recommendations. Based on the results of the above analyses, deficiencies to the roadway network as the result of the site-generated traffic will be identified. Recommendations will be formulated that identify the locations and types of improvements or modifications necessary to mitigate significant project impacts. Improvements could include street widenings, lane additions, changes in lane usage, or addition of traffic signals. 11. Reports. The Consultant's findings and recommendations will be summarized in an administrative draft report for review by the City Transportation Engineer. Hexagon Transportation Consultants will respond to editorial comments on the administrative draft and prepare a draft report for review by the environmental consultant and/or City Planning staff. Comments received on the draft report will be addressed and a final traffic report will be developed. 12. Meetings. The Consultant's cost estimate includes Consultant staff attendance at up to two meetings with City and/or project team in connection with the project. Additional meetings will require authorization and additional budget. 13. Public Meetings. The Consultant's cost estimate includes Consultant staff attendance at two public meetings (one Planning Commission meeting and one City Council meeting) in connection with this project. Additional meetings will require authorization and additional budget. ADDITIONAL SERVICES: Any work not specifically referenced in the above Scope of Services—for example, analyzing a different project description, analyzing additional intersections or scenarios, analyzing different phases of development, attending additional meetings, and providing engineering drawings or cost estimates for mitigation measures—shall be considered additional services. Additional services will require additional budget and time.
