Presentation by Silicon Valley Creates of its Interim Report on the Elevate Gilroy Through the Arts Grant Program. 4.2. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL. Mayor Blankley opened Public Comment. Robert Zepeda spoke about the need to do away with taxes at all levels. There being no further speakers, Mayor Blankley closed Public Comment. 5. REPORTS OF COUNCIL MEMBERS Council Member Bracco thanked the Gilroy Library for their $20,000 donation and advised on June 22, 2024 at 11:00 A.M. there will be a dedication of the Donald “Elvis” Prieto Park. Council Member Armendariz attended the Silicon Valley Clean Energy Authority JPA Board meeting and they decided to maintain its 4% discount on electric generation costs. Council Member Marques None Council Member Hilton attended the VTA Policy Advisory Committee where they continue to conduct outreach to member agencies to improve travel speed, reliability, and overall appeal of public transportation. Council Member Cline thanked the Chamber of Commerce for the great Car Show held on Saturday; additionally, the Silicon Valley Regional Interoperability Authority held a South County region radio emergency drill on May 23,2024 to test the emergency radio system. Council Member Tovar gave thanks to the Chamber of Commerce for the car show. He also advised that Council Member Bracco is the new Chair for the South County Regional Wastewater Authority (SCRWA). Mayor Blankley attended the VTA board meeting and noted the excitement for the groundbreaking for the Light Rail that goes to Eastridge Shopping Center. She noted her attendance at the Gilroy Downtown Live music event and the Car show. 6. CONSENT CALENDAR 6.1. Approval of the Action Minutes of the June 3, 2024 City Council Regular Meeting. 6.2. Claim of Maria Garcia (The City Administrator recommends a "yes" vote under the Consent Calendar shall constitute denial of the claim). Mayor Blankley opened Public Comment. BIDS AND PROPOSALS 7.1. Award a Three-Year Contract in an Amount Not to Exceed $1,064,272 to Cal-West Lighting & Signal Maintenance, Inc. for Traffic Signal and Streetlight Maintenance and Repair Services. Mayor Blankley opened Public Comment. There being no speakers, Mayor Blankley closed Public Comment. MOTION: Award a three-year Contract (Contract) in a total amount not to exceed $1,064,272 to Cal-West Lighting & Signal Maintenance, Inc. for traffic signal and streetlight maintenance and repair services and authorize the City Administrator to execute the Contract and associated documents. Adopt a Resolution of the City Council of the City of Gilroy Calling and Giving Notice of, on Its Own Motion, the Submission to the Electors of the City of Gilroy at a Special Municipal Election, to be Consolidated with the Statewide General Election on November 5, 2024, a Ballot Measure Proposal to Add a 0.25% Dedicated Public Safety Special Transactions and Use Tax. Mayor Blankley opened Public Comment. Jim Wyatt spoke in support of the tax measure and the need for the funds for public safety. Jeff MacPhail supports the tax measure and urged the Council to approve the resolution. Ron Kirkish supports the tax measure. Robert Zepeda spoke against the tax measure. Adopt a Resolution Setting the 2024 Fireworks Service Fee for Impacts on City Fire and Police Services Related to the Sale and Use of Safe and Sane Fireworks Pursuant to Gilroy City Code Chapter 10A. Mayor Blankley opened Public Comment. There being no speakers, Mayor Blankley closed Public Comment. MOTION: Adopt a Resolution of the City Council of the City of Gilroy setting the 2024 Fireworks Service Fee for impacts on City Fire and Police Services related to the sale and use of safe and sane fireworks pursuant to Gilroy City Code Chapter 10A. MOTION: Approve the Third Amendment to the Agreement with the City of Morgan Hill to provide shared staff services to the City of Gilroy for stormwater pollution prevention compliance and environmental management services, and authorize the City Administrator to execute the Amendment and related documents. CITY ADMINISTRATOR'S REPORTS City Administrator, Jimmy Forbis, noted there are over 650 youth registered in over 50 summer camps and over 1,00 youth registered for swim classes at Christopher High School. The Gilroy Museum has seen an 11% increase in visitors. 13. CITY ATTORNEY'S REPORTS City Attorney, Andy Faber reported on the Good Neighbor versus the Regents of the University of California case regarding an Environmental Impact Report and the California Appellate court decision. 14.
