Annual Presentation of the Library Commission Victoria Coverson, Library Commission Chair, provided the presentation. 4.2. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL City Council Regular Meeting Agenda October 7, 2024 | 6:00 PM Page 2 of 7 Ron Kirkish spoke regarding a political mailer that he felt contained false information. Robert Lance spoke regarding the uptick of vehicle sideshows within the city. Bill O’Connor felt that the elections process should stay with the Santa Clara County Registrar of Voters. Jim Wyatt urged all Gilroy residents to vote yes on Measure C, which is meant to provide essential funding for Gilroy Police, Fire, and paramedics. 5. REPORTS OF COUNCIL MEMBERS Council Member Bracco asked that everyone keep our fellow Americans in the south in our prayers as they have had to endure a catastrophic hurricane. Council Member Armendariz thanked everyone who came to support the 9th annual tamale festival downtown. Council Member Marques reported the Santa Clara Valley Habitat Agency Implementation Board provided an update on several species that have been added to the protected list; cattle grazing is used on the grasslands along Coyote Ridge. There will be a presentation regarding the Garlic Festival proposal to Gilroy Gardens Board Members. There are several repairs and upgrades that will be completed shortly. Council Member Hilton noted that the Silicon Valley Clean Energy Authority JPA Board approved the Fiscal year 2024/25 operating budget with an expectation of maintaining a discount to PG&E rates and making positive contributions to the agency’s financial reserves. Council Member Cline reported Visit Gilroy’s website will have additional features allowing tourism partners to update and manage their own listings. It will also leverage tourism assets in a very organized manner. Council Member Tovar thanked those who attended the Tamale Festival. He congratulated Tempo Kitchen and Bar on their 3rd anniversary. Mayor Blankley noted that she attended two meetings with nothing further to note. 6. CONSENT CALENDAR 6.1. Approval of the Action Minutes of the September 9, 2024 and September 16, 2024 City Council Regular Meeting. 6.2. Annual Review and Adoption of the City's Investment Policy. 6.3. Claim of Jennifer Figueroa/Melvin Ketchum (The City Administrator recommends a "yes" vote under the Consent Calendar shall constitute denial of the claim). Addition of Gilroy Library Improvements Project to the City's Capital Improvement Program (CIP) in Fiscal Year 2024-25 (FY25). Mayor Blankley opened Public Comment. Stephen Fitzgerald, Deputy County Librarian noted that they are working to make the library more secure, better functioning and more accessible for the community. There being no further speakers, Mayor Blankley closed Public Comment. MOTION: To approve the addition of the Gilroy Library Improvements Project to the City’s CIP program; and to adopt a resolution to amend the FY25 budget to appropriate $800,000 from Fund 405 – Gilroy Community Library, for the design phase of the project. MOTION: To create an ad hoc committee for the negotiations regarding the lease agreement with Gilroy Gardens Family Theme Park; and Appoint Council Members Bracco, Cline, and Tovar to the created ad hoc committee. Glen Loma Ranch EIR Addendum and Development Agreement Operating Memorandum Mayor Blankley opened Public Comment. Paul Severance read a letter from Jeff who was not able to attend the meeting. He thanked the Council for their consideration and efforts to revise the design area. Stephanie Elle stated she was excited to hear that an agreement has come for the new fire station. She also thanked the Council for their work on this project. Connie Rogers spoke on behalf of Gilroy Growing Smarter and congratulated the negotiations and to finally get the funding for the fire station. There being no further speakers, Mayor Blankley closed Public Comment. MOTION: To adopt a Resolution to approve Addendum #2 to the Glen Loma Ranch Specific Plan Environmental Impact Report (EIR). CITY ADMINISTRATOR'S REPORTS City Administrator, Jimmy Forbis reported that on October 25 at 6:30 P.M. there will be a virtual workshop entitled Your Housing Rights-Fair Housing 101in cooperation with Project Sentinel. The Parks and Recreation Department is hosting a Halloween adaptive dance on Friday, October 25th at the Gilroy Senior Center. The ribbon cutting ceremony for the Gourmet Alley Project will be held on November 8th. Mayor Blankley advised there will be a High Speed Rail meeting on October 22nd at South Valley Middle School. 13. CITY ATTORNEY'S REPORTS City Attorney, Andy Faber acknowledged the hard work on the Glen Loma item by Mayor Blankley, Jimmy Forbis and Tim Foley. 14. CLOSED SESSION 14.1. CONFERENCE WITH LEGAL COUNSEL – PENDING LITIGATION: Government Code Section 54956.9(d)(1) and Gilroy City Code Section 17A.11(3)(b) Name of case: Jesse R. PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE: Government Code Section 54957(b)(1) and Gilroy City Code Section 17A.8(4) Consideration of consent to removal of one Department Head, per Gilroy Charter Section 703(c).
