Library Commission Regular Meeting Minutes
Wednesday, May 24, 2023 | 7:00 PM
1. CALL TO ORDER
Chair Coverson-Baxter called the meeting to order at 7:14 pm

3. SECRETARY'S REPORT
The meeting agenda was posted online and in the city hall kiosk on May 19, 2023.
4. APPROVAL OF MINUTES
4.1. April 12, 2023

5. NEW BUSINESS
5.1. Library Commission Recommended Workplan for FY24 and FY25 Finance Director Sangha provided the background on the proposed work plan and the
summarized the four items presented forth to the Commission:
1. Review and provide feedback to the Santa Clara County Library System regarding
library services and programs offered at the Gilroy location.
2. Participate in the annual California Library Association conference
3. Promote the commission’s purpose and library system to increase interest among
prospective applicants to serve as commissioners
4. Provide recommendations to City Administrator and the City Council regarding
potential capital improvement to the City’s library facility based on the needs
identified by the Santa Clara County Library staff and the Gilroy community, to be
funded by the remaining library bond proceeds.

For item number four, there is approximately $5 million available for facility upgrades. The
Library and City are identifying a recommended list of improvements and will present it to
the Commission at a future meeting. The Commission was supportive of the proposed
work plan.

6. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
There was no public comment.
7. LIBRARY REPORTS
7.1. Santa Clara County Library Report for May 2023 (report attached) County Librarian Jennifer Weeks presented her report and it included the
following:
• Summer reading programs
• LGBTQ Pride month
• Battle of the Bands – 7/22 at Milpitas Library
• Library District’s budget is in good shape and don’t expect any cuts
Legislation recently passed in California was passed for every child to
have a library card.
• Asian American & Pacific Islander Heritage Month events
7.2. Gilroy Library Report
Gilroy Librarian Casandra Wong discussed the following from her report:
• 2023 Summer reading program
• In-person youth lunch at the library being offered for the first time since
the pandemic. Gilroy receives federal funding to support the program.
• Asian American and Pacific Islander Awareness month in May.
• During the months of April and May, there were lots of workshops (e.g.,
raising chickens, computer, Vietnamese story time, teens final stress
relief workshop)
• Library statistics from April
• New programs such as a book discussion group conducted in Spanish.
• To celebrate Juneteenth, there will be a drumming performance
• During the summer, there will be a poetry reading class, bike workshop,
and art classes for youth.

9. STAFF COMMENTS
Henig reminded the Commission that they are scheduled to present to City Council on
September 11. City and library staff will assist the chair with the presentation. In addition,
Sangha recommends that when the Commission presents, they should mention their
proposed program to honor/celebrate a resident who is a champion of diversity and
inclusion.

There was none.
