The agenda was posted on the City's website on Friday June 6, 2020 at
9:00 a.m.
V. APPROVAL OF MINUTES
Motion was made to approve the May 19, 2020 meeting minutes by
Commissioner Miller; seconded by Commissioner Puente and carried with a
vote of 6-0-0.
VI. APPROVAL OF AGENDA
Motion to approve the agenda was made Commissioner Miller; seconded by
Commissioner Reinert and carried with a vote of 6-0-0.

X. NEW BUSINESS
Recreation Manager Adam Henig provided a budget and programming
update, referring to commissioners packet pages 9 -10. A lengthy discussion

amongst the commissioners occurred as to what community resources can
be leveraged.
The following areas were identified: working with non-profits, increased
volunteerism, grants, establishing foundations (e.g., friends of Henry Coe),
sponsorships, collaboration with YMCA, and looking into forming a special
district with Morgan Hill. Each commissioner will look potential options and
provide an update at the next meeting.
XI. OLD BUSINESS
Henig referred commissioners the annual work plan on packet pages 13-14.
The commissioners agreed to move Arbor Day to the fall season, in hopes
of hosting it in-person before the end of the calendar year.
In regards to the Project 'add mile markers to levee', Miller suggested to add
verbiage to include "both directions on levee."
Henig informed the commission that the City will not be able to provide
staffing-due to downsizing of staff -to execute the anti-tobacco grant. Henig
also said he would follow up with city staff about the proposed updates to
the park map
XII. DEPARTMENT UPDATES
A. Recreation Department Updates
In lieu of a Recreation report, Henig added "Bringing Back Recreation
Programs" under new Business item A.
B. Status of City Parks
Parks Supervisor, Bill Headley referred commissioners to packet pages 17 -
28. He mentioned that the Forest Street parcel acquisition was not included
in the CIP plan that the city’s engineer presented at the last meeting.
Commission requested an update about how it could be. Henig/Headley
would follow up.

Park Assignments
Pat Bentson:
Cydney Casper, and Del Rey Park, and Los Arroyos Park: Nothing to report.
Headley stated the two ADA ramps were repaired at Los Arroyos Park.
Theresa Graham:
Hecker Pass Park: Nothing to report
Miller Park: Noticed dead branches on the trees; concerned with
confrontational individuals at the park
Rainbow Park: concerned with patches of brown lawn; Headley stated the
pressure pump has been fixed and hopefully within the next three weeks,

the grass should look nice.
Ermelindo Puente:
Butcher Park: Noticed it was dirty.
Forest Street Park, Renz Park, and SanYsidro Park: Nothing to report.
Michelle Wexler:
Carriage Hills Park, and Sunrise Park: Noticed the caution tape around the
playground is not being abided by.

Robert Miller:
Uvas Creek/Gilroy Sports Park: Noticed brown grass on lawns.
El Roble Park: Noticed garbage cans are full, graffiti on picnic tables,
playground caution tape had been taken down.
Las Animas Veterans Park: Noticed excess water, tall weeds next to Wren,
graffiti at the Oaks picnic area.
Angela Reinert:
Christmas Hill Park: Noticed the hand dryer in the women’s restroom is
broken; graffiti between the bathroom and playground.
Christmas Hill Park Ranch Site, and Christmas Hill Levee Trail: Nothing to
report.

Henig reminded Graham and Miller to fill out their 700 forms.
XV. NEXT MONTH AGENDA ITEMS
Commissioners would like No Smoking in Parks to be added to the next
agenda.

Recommendation:
Continue to generate ideas to assist with bringing back the defunded recreation

EXECUTIVE SUMMARY
At the June meeting, commissioners were informed about the extent of the proposed
cuts to recreation services. Commissioners came up with the following ideas:
Working with non-profits
Increased volunteerism
Seek grants
Establish foundations (e.g., friends of Henry Coe, Parks and Recreation
Foundation),
Sponsorships,
Collaboration with YMCA,
Forming a special district with Morgan Hill.
The next steps could include narrowing the list of options and researching a particular

Executive Summary
On February 29, 2020, the Parks and Recreation Commission held a retreat and
brainstormed topics for their 2020 work plan. Due to the Covid-19 crisis, the
Commission did not approve the work plan until May 19, 2020.
The adopted work plan will be a continued work in progress and should align with the
current City Council priorities:

Review department updates and provide comment.
Here’s what’s happening in Recreation:
Implemented a six-week long in-person summer camp at the Gilroy Youth
Center. More than thirty students between the ages of 6 and 14 years old
participated in one of three two-week long sessions. With groups of no larger
than 12, students were required to wear face masks, have temperature checks
upon entry, wash hands frequently, and continuously be six feet apart from one
another.
Young residents were able to register for a slew of virtual summer camps offered
by instructors who are contracted with the Recreation Division. These programs

included Mad Science, Skyhawks, Chess Wizards, National Academy of
Athletics, and PlayWell TEKnologies.
During the month of June, July and/or August, Recreation Division staff was
involved with the distribution of meals and grocery bags at the Gilroy Senior
Center, Cesar Chavez Gym, and San Ysidro Park.
On August 10, the Recreation Division opened enrollment for a slew of in -person
and virtual recreation programs for youth. They comprised of chess, science,
volleyball, Tae Kwon Do, tennis, and many others.
Recreation staff is also preparing to roll out an in-person, city-run fee-based after
school program to supplement the school district’s distance learning program. It
will give Gilroy youth an opportunity for two hours a day and five days a week to
safely socialize with peers and be physically active. The program will begin in
mid-September and will take place at Las Animas Veterans Park.

1. Street Tree Brochure draft text is being prepared by PRC commissioner Pat Bentson and City
staff. The updated draft brochure target date has been delayed until the pandemic sheltering
have past. The first draft text sections will be sent Commission for draft review. Blocking and
selection of graphics for the brochure final draft will begin after the text blocking is substantially
confirmed by all reviewers.
2. Park No Smoking / Designated Smoking Sites ordinance and park signage has been an issue
raised by the Commission for review. Please see typical park signage for smoking prohibited on
all park regulation signs and the small designated and isolated smoking site with signage at
Forest Street Park.

3. Miller Park Restroom Door vandalism an and burglary increase during recent months prompting
Facilities and Park staff to recommend fabrication and use of high security deadbolts on all doors
of the park restroom including the burglarized storeroom and utility doors. Shortly after all five
high security deadbolts were installed two padlocks were removed by vandals. Padlock security
plates were then weld to deadbolts to protect padlocks. See attached photos.

4. Local Crews Wildfire caused CalFire Fire to establish a Fire Camp for eight days in early July at
Christmas Hill Park. Social distancing logistics requiring use of both sides of the park for fire
camp setup rather than only the Ranch Side of Christmas Hill Park.
5. Glen Lomas development on the Christmas Hill Park west hillside has impacted the park
boundary line. Development requires some parkland to be graded and restored to reduce the
development retaining wall height at property line with the park. The park pathway and service road
on the west park property boundary will be closed for six months while the development grading plan
is completed. The park pathway will be restored and a new brown concrete split fence will replace
the old park boundary fence.
