PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary

The regular meeting of the Parks and Recreation Commission was called to
order by Chair Bentson at 6:00 p.m.

Motion was made by Commissioner Berry; seconded by Vice Chair Puente
and carried with a vote to approve the October 15, 2019 minutes with a vote
of 7-0-0.

Chair Bentson presented Commissioner Berry with a Certificate of
Appreciation for her 10 years of service to the Parks & Recreation
Commission.
Berry thanked the commissioners and staff for their support, friendship, and
professionalism.

Recreational Manager Henig referred the commissioners to packet page
#13 and reviewed the 2019 work plan.
Henig shared that a representative from the State’s Grant Office met staff
for a tour of San Ysidro Park, as a follow-up for the Proposition 68
application submittal. The state representative explained the application
process is competitive since there were a significantly more requests than
grant funds allocated. Nonetheless, the state representative offered positive
feedback about the city’s application.
Headley stated he hopes to have the directional signage to San Ysidro Park
completed by the end of the fiscal year. The delay is a result of recent park
staff departures.
Commissioner Gonzalez stated it has been a challenge to receive
responses for donations to benefit the youth scholarship fund. He stated it
would be a great idea to start fundraising efforts in the month of January, for
instance, by writing letters to local car dealerships on behalf of all of the
commissioners. Graham suggested they promote the commission’s
fundraising efforts in the recreational activity guide. Berry reached out to
Pier 49 and the Aquarium for donations but since there was no nonprofit
status to use, the commission was ineligible. Henig will send the
commissioners information about how other city commissions have created
a foundation to augment their fundraising efforts for parks and recreation
programs. Wexler asked how much does the youth scholarship program
grant to families in a year; Henig stated $18,000 to -$20,000 is provided.
Gonzalez, Graham, Miller, and Puente will be present at the Breakfast with
Santa event manning the raffle table.
There was discussion amongst commissioners to attend citywide events,
and highlighting their accomplishments.
Wexler stated the County of Santa Clara is working on health prevention
measures so there may be ways to frame this, healthcare provider
HealthNet is looking into servicing the underprivileged; the first step is to
assess the needs of the community, recreation facilities, and city council.
The report is expected to be completed by August.
Henig stated the city hired a consultant to lead a Community Meeting
scheduled for Thursday, December 5, 2019.
B.Fiscal Year 2020 Training Budget Expenditures

Henig stated there is $755 left in the training budget for any future proposed
expenditures. At the last meeting, the commissioners approved Bentson to
attend the annual California Parks and Recreation Society conference for
one day at a cost of $245.
XII.DEPARTMENT UPDATES
A.Recreation Department Updates
Henig referred commissioner to packet pages 16-17. Henig stated the
Recreation Department is actively working on a recreational software launch
in late March. The Neighborhood Holiday Posada event will be held on
December 14, 2019 from 3-7p.m.
B.Status of City Parks
Headley referred commissioners to packet pages 19 - 20 and provided an
update on the list of items and Park Capital Projects, and Incident Reports.
Headley hopes the commissioners will choose Farrell Avenue Park for their
2020 Arbor Day. Headley also went over the list of maintenance highlights.

clothes on a tree line.

Executive Summary
At the beginning of the calendar year, the Parks and Recreation Commission will motion
to select a chair and vice-chair to serve for a one-year term. The chair’s main function is
to preside over the commission meeting and approve the agenda prior to posting. If the
chair is not present at the meeting, the vice-chair will be the presiding officer. The new
chair will take over duties following this meeting.

Executive Summary
As part of maintaining a Tree City USA status, the Parks and Recreation Commission is
tasked with hosting the annual Arbor Day event at a city park. The Commission will
need to approve a date and a park to host the event.
Last year, the Parks and Recreation Commission hosted Arbor Day at Rainbow Park. In
2018, the commission hosted Arbor Day at Carriage Hills Park. In 2017, the commission
hosted it at San Ysidro Park.
Staff is recommending hosting Arbor Day in 2020 at Farrell Ave. park on Tuesday, April
21 at 5:30 p.m.

Executive Summary
Every year, the Parks and Recreation Commission host a retreat to discuss and
propose its annual work plan. Last year, the Commission hosted it in March at the
Willey Cultural Center on a Saturday. Retreats typically have been held on a Saturday
but could also be held on a regular meeting date.

Executive Summary
During the March 23, 2019 annual retreat, the Parks and Recreation Commission

Executive Summary
As of July 1, 2019, $245 has been spent from the Parks and Recreation Commission
training budget of $1,000. At the October 15, 2019 meeting, Chair Bentson requested
the costs for a one day pass to attend the annual California Parks and Recreation
Society conference, which will be held in Long Beach from March 10 -13, 2020. A one-
day pass costs $245. Commission voted to approve Bentson’s request.

The spring children’s theater production will be Shrek, the Musical Jr. Auditions will be
on Saturday, February 22, 2020. The performance at Gilroy High School Theater will
run from April 24-May 3.
Between December 13 and December 14, the Recreation Department hosted three
special events:
· On Friday, December 13, the Adaptive holiday dance at the Senior Center
occurred, where more than a hundred participants attended.
· Breakfast with Santa event was held at the Senior Center on Saturday,
December 14. More than 400 people attended and got to take a photograph
with Santa. The Commission raised more than $346 for the raffle.
· Later that evening, the Party in the Park Series’ Holiday Posada was held at the
Cesar Chavez Gym from 3:00-7:00 p.m. The free community event had arts and
crafts, face painting, fun activities for children, piñatas, and live entertainment.
More than 500 people attended.
The Recreation Department has launched its new software, CivicRec, which will replace
Active.Net. Since the launch occurred in the midst of the release of the 2020
Winter/Spring Activity Guide, the new software will not be available to the public until

March 2020, when the 2020 Summer Activity Guide is available.
PROS Consulting visited Gilroy during the first week in December. They are working
conducting a joint (City of Gilroy Recreation Department and Mt. Madonna YMCA)
facility and program needs assessment. It will specifically analyze space surpluses and
deficits; identify recreation trends; and make recommendations for optimal space use.
On Thursday, December 5, the consultants met with staff, key stakeholders, and held
two community meetings in the evening at the Senior Center. The following day they
met with seniors and took a facility tour. A final report and presentation to City Council
will be in August 2020.
In December, Recreation staff was notified by Gilroy Rotary Club that they received
close to $5,000 from the organization's annual community service grant. These grants
will benefit Kids Discover Art, Breakfast with Santa, and Kids Triathlon.

1. Street Tree Brochure draft text is being prepared by PRC commissioner Pat Bentson. March this
year is the target to month to publish the first draft text for review by the Commission and City
Staff. Blocking and selection of graphics will begin after the text blocking is substantially confirmed
by all reviewers.
2. Forest Street Park parcel acquisition status to complete park master plan is actively under
Public Works review for the up-coming Capital Improvement Program. Standby for a planned
Public Works report to the Commission in February
3. Farrell Park was officially transferred to full City maintenance from the developer during the First
week of January this month.
4. Commission Inspection Comment Follow-up; Gateway Park – A drinking fountain with a
bottle filler feature was not park of the originally approved construction documents however, City
Engineering is negotiating a change order to get a unit with a bottle filler / Casper Park - failed
Tic Tac Toe sidewalk graphic will we repainted by park staff during warmer spring weather / El
Roble Park - wet tire-rutted path section at Tennis Courts temporarily repaired with long term

PARK CAPITAL PROJECTS
The State Proposition 68 Grant project Team completed and submitted the San Ysidro Park grant proposal to the state
for the competitive state-wide grant competition review. No feedback from the state at this time.
Las Animas Veterans Park (LAVP) Trail Rehabilitation project (Phase I) work was completed in 2018. Funding for
irrigation and sod repairs along new concrete bike path ran out. Funding to complete all park pathway rehabilitation work
is under current CIP review process for 2020 funding cycle.
Gateway Park is a new mini park located at the southwest corner of Hecker Pass Highway and Santa Teresa Blvd. Final
project completion project punch list is now under City Engineering review. Park was opened unofficially to public use in
December 2019.

Two day cleanup of homeless camp along Soundwall on Santa Teresa. Four and half truck load of trash was
removed.
Removed graffiti from trail and painted over graffiti on Soundwall between Wren and Laurel
Replaced trash cans at GSP restrooms
30 groundcover plants installed in Santa Teresa Blvd. medians and soundwall landscaping north of First St.
Planted 20-5 gallon Arctostaphaylos, 27 2-gallon roses, 40 1-gallon Myoporum, 40-1 gallon Cistus Sunset and 20
1-gallon Hemerocallis at Del Rey Park.
Planted 2 2-gallon roses at Rainbow and five one-gallon plants
Planted 1 2-gallon rose at Museum
