V. APPROVAL OF MINUTES
Motion was made to approve the June 16, 2020 meeting minutes by Vice
Chair Graham; seconded by Commissioner Bentson and carried with a vote
of 6-0-0.
VI. APPROVAL OF AGENDA
Motion to approve the agenda was made Bentson; seconded by
Commissioner Miller and carried with a vote of 6 -0-0.

Recreation Manager announced there was a public comment (resident
Miguel Gutierrez and a guest presenter (Santa Clara County Anti -Tobacco
Program Manager Nicole Coxe)/

IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
Resident Miguel Gutierrez discussed the potential for the City to construct or
renovate a futsal court, which is a mini -version of soccer. He identified El Roble’s
existing tennis court, which is in poor shape, as a potential site. However, a lighted

area would be ideal since many participants are unable to play until nighttime.
Other sites discussed were San Ysidro and Las Animas Veterans parks. Costs are
estimated to be about $25,000. Chair Wexler proposed having it included on a
future meeting agenda.
X. NEW BUSINESS
A. Tobacco-Free Communities – Public Health Program Manager Nicole
Coxe made a presentation to the commission about how the city of Gilroy
can do more to address tobacco prevention such as reducing overall usage
and addressing user disparities among ethnic groups. County has funding
available for cities to develop anti -tobacco policies.
XI. OLD BUSINESS
A. Bringing Back Recreation Programs – Commissioners discussed various
options listed on the staff report on packet page 20. Commissioner
Reinert inquired about the City collaborating with YMCA Mt. Madonna on
offering more recreation activities. Henig asked Reinert to have YCMA
staff get in contact with him. Commissioners expressed interest in
exploring the formation of a parks and recreation foundation. A
subcommittee was formed (Bentson, Reinert, and Graham) and will
report back to the commission at the next meeting.
B. Work Plan – Henig noted that the presentation of the needs assessment
report would be delayed until mid-to-late fall. Following the earlier anti -
tobacco presentation, there was continued discussion on this work plan
item. Commissioners Wexler, Graham, and Miller have formed a
committee to draft a memo for the commission to motion to recommend
for City Council to have the City adopt more stringent measures
regarding tobacco prevention, specifically eliminating designated
smoking areas at city parks. Commissioner Reinert is working Bicycle
Pedestrian Commissioner Zach Hilton and Community Development
staff to update the City’s GIS map.
XII. DEPARTMENT UPDATES
A. Recreation Department Updates
Henig highlighted an in-person after school program at a park; the six-week
long summer Youth Center program; and ongoing food distribution
programs at various city facilities.
B. Status of City Parks
Parks Supervisor, Bill Headley referred commissioners to packet pa ges 27-
42. There was significant discussion about the roping of the baseball
diamonds at Christmas Hill and Las Animas Veterans park due to organized
group playing on the field in violation of the County’s public health orders.

Recommendation:
Motion to approve recommendation to send memo to city council about restricting
tobacco usage at all city parks.
SUMMARY
At the August meeting, a representative from Santa Clara County Public Health
presented information about restricting anti-tobacco efforts citywide, resources available
for cities to discourage tobacco usage, and support for Gilroy to pursue anti-tobacco
ordinances. Among the cities within Santa Clara County, Gilroy has the least amount of
restrictions when it comes to using tobacco.
Commissioners Wexler, Graham, and Miller formed a committee to draft a memo (on
behalf of the commission) to recommend to City Council to adopt more stringent
measures regarding tobacco prevention, with specific attention to eliminating
designated smoking areas at city parks. The committee has drafted a memo to Council
and will provide an update. The Commission can motion to approve sending the memo
to Council.

The City of Gilroy Parks and Recreation Commission is reaching out to recommend amending
the current Gilroy Smoking Pollution Control ordinance below to not allow tobacco use at city
parks. Currently, there are two parks in Gilroy with designated smoking areas, Christmas Hill
Park and Las Animas, parks that are widely visited, including by many children. At the August
Parks and Recreation Commission Meeting, we heard a presentation by Santa Clara County
Public Health staff about tobacco prevention efforts and resources. In reviewing the attached
document “Tobacco-Free Communities-Policies in Santa Clara County Jurisdictions” we were
surprised to learn that Gilroy is one of only three cities (out of 15) in the County that allows
smoking in parks. If a smoke- free park ordinance is approved, Santa Clara County Public Health
has funding that can be used by the City for no smoking signage and for consultants to support
tobacco control in Gilroy,
The Gilroy Parks and Recreation Commission is committed to promoting health and wellness.
We feel that amending the current ordinance will reflect the City’s commitment to ensuring
healthy outdoor spaces. In addition to the negative health impacts of smoking, including harmful
secondhand smoke, restricting smoking at parks also results in less tobacco litter and reduces fire
risks. We look forward to working with the Council on this important recommendation.

SMOKING POLLUTION CONTROL
(9) Parks. Parks, as defined in section 19B.1, except for specific areas within parks that are
designated as permissible smoking areas. Permissible smoking areas within parks shall be
designated from time to time by resolution of the city council. Notwithstanding the above, the
city administrator may temporarily permit or prohibit smoking in designated areas of parks
during special public or private events. In such cases, the city administrator shall require the
event applicant to post paper signs indicating the temporary change in park smoking rules in a

EXECUTIVE SUMMARY
At the August meeting, Commissioners discussed various options to bring back
recreation programs. Commissioners expressed interest in exploring the formation of a
parks and recreation foundation. A subcommittee was formed comprised of
commissioners Bentson, Reinert, and Graham. They are scheduled to report back to
the commission at the September meeting.
In addition, commissioner Bentson mentioned she will reach out to California
Association of Parks and Recreation Commissions and Board Members for ideas too.

Executive Summary
On February 29, 2020, the Parks and Recreation Commission held a retreat and
brainstormed topics for their 2020 work plan. Due to the Covid-19 crisis, the
Commission did not approve the work plan until May 19, 2020.
The adopted work plan will be a continued work in progress and should align with the
current City Council priorities:

The Recreation Division has been busy putting together in-person and virtual classes
for you this Fall. Programs include:
After School in the Park - Designed using Santa Clara County's Public Health
Orders, the program features a stable group of 10 participants who will be able to
enjoy fun, recreational activities like sports, games, arts and crafts and STEM
activities. For children ages 6-11, this program will be held two days a week at
Las Animas Veterans Park.
Gilroy Youth Center Afterschool Program – For income eligible residents, the
youth center, a free program supported by Community Development Block Grant,
is held at the Cesar Chavez Gym for children in 1st through 8th grade. Also
designed using Santa Clara County's Public Health Orders.

In collaboration with the Gilroy Unified School District, city staff will restart
distributing meals at San Ysidro Park, which began on September 1. In
coordination with the City, we continue to distrtibute meals at the Senior Center
on a daily basis.
Due to higer rates of infection in East Gilroy neighborhood, Santa Clara County is
working with the City to setup a testing site at San Ysidro Park. More details to
come.
During the SCU Lightning Complex Fire, Recreation Division staff was ready and
prepared at any time during the weekend of August 22 to open an evacuation
center at the Senior Center. Fortunately, it was not needed.

1. Street Tree Brochure draft text is being prepared by PRC commissioner Pat Bentson and City
staff. The updated draft brochure target date is October for City Staff review. The first draft text
sections will be sent Commission review in October if all goes well. Blocking and selection of
graphics for the brochure final draft will begin after the text blocking is substantially confirmed by
all reviewers.
2. Park No Smoking / Designated Smoking Sites ordinance and park signage has been reviewed
by the Commission for possible recommendations to City Council
3. Local Lightning Wildfire caused CalFire Fire to establish a second Fire Camp Friday August
4. Glen Lomas development on the Christmas Hill Park west hillside will impact the park until
adjacent residential development is completed. The west property line park pathway will be
restored and a new brown concrete split fence will replace the old park boundary fence. Not
change in status.
