A. Parks and Recreation Commission - Regular Meeting - Aug 18, 2020 6:00
PM. Commissioner Miller motioned to approve with an amendment; added
the word “with” in between (Section XI, B.) “….Commissioner Reinert is
____working Bicycle Pedestrian Commission…” Vice Chair Graham
seconded. Motion passed 5-0-0.

A. Memo to City Council about Restricting Tobacco Usage at all City
Parks – Edits were made to the letter drafted by the subcommittee,
comprised of Wexler and Miller. Suggested edits to the letter was
incorporated that included that the Commission recommends to Council to
have the item agendized for a future meeting. When letter is sent to Council,
commissioners requested to attach the grid (from last month’s presentation
by County Public Health), displaying all of the other Santa Clara County
cities and their progress on eliminating tobacco access in their communities.
Graham motioned to incorporate the edits and send the letter via email to
the Mayor and all members of city council. Puente seconded. Motion
passed 6-0-0.
X. OLD BUSINESS
A. Consideration of Options for Bringing Back Recreation Programs –
The subcommittee of Bentson, Reinert, and Graham informed the
Commission that they have divided up the various foundations and have
reached out to them, hoping to gather more informati on to share at the
October meeting. Bentson also heard back from three of her contacts with
the California Association of Parks and Recreation Commission Board
Members.
B. Review Parks and Recreation Commission 2020 Work Plan –
Commissioners requested to have Arbor Day be held in November, in order
for the City to retain its Tree City designation. Headley recommended
November 10 at 2:00 p.m. at Farrell Avenue Park. It will be agendized for
the next meeting. It was also announced that the Needs Assessment
consultant will present to the Commission at the October meeting; and
Henig will send applications to willing volunteers to assist with the
installation of mile markers.
XI. DEPARTMENT UPDATES
A. Recreation Department Updates – Henig reviewed his report on pages
14-15. There was a question about the status of the public comment
regarding futsal at the previous meeting. Henig explained that without
funding, the project is unable to move forward.
B. Status of City Parks – Headley delivered his report.
XII. COMMISSIONER PARK REPORTS & COMMENTS
Park Assignments
Pat Bentson: Wanted to know if the hopscotch ever got repainted at
Cydney Casper Park; otherwise the parks looked good
Robert Miller: Noticed the batting cage looked disheveled at Gilroy Sports
Park; Headley explained that it’s out of commission and inoperable. Noticed
broken glass at the Wayland parking lot entrance at Las Animas Veterans
Park. Noticed playground is still actively being used at parks , which violates
County’s Public Orders. Headley and his staff continue to apply caution tape
and fencing.
Theresa Graham: Wanted to know why there was no sign for Hecker Pass

Park; Headley explained that the park has not been officially named yet.
Complaints about the restrooms at Miller Park.
Ermelindo Puente: Everything looked good especially the fields at San
Ysidro.
Michelle Wexler: Noticed a dog off-leash at Carriage Hills Park and
continued use of playground at Sunrise Park. Headley informed commission
that a medal fence has been erected at Sunrise.
Angela Reinert: Unable to visit parks due to smoke.

Recommendation:
Receive and comment on presentation by PROS Consultants about the recreation and
facility needs assessment.
Executive Summary
PROS Consultant will be sharing the project findings from the Recreation and Facilities
Needs Assessment. This past winter PROS conducted in-person meetings with the
public and key stakeholders as well as facilitated a citywide survey to determine the
recreation interests and facility needs of residents. These findings are based on that
input and those survey results as well as their own recommendati ons based on industry
best practices.
These findings were shared with the public on October 14 and will also be shared with
City Council at a later date.

Motion to approve hosting Arbor Day at Farrell Avenue Park on November 10, 2020 at
2:00 p.m.
Executive Summary
At the September meeting, commissioners requested to have Arbor Day be held on
November 10 at 2:00 p.m. at Farrell Avenue Park. In addition to celebrating the event
that recognizes the importance of planting trees, hosting Arbor Day is also part of the
requirements for maintaining the City’s Tree City USA designation, which it has had for
39 years.

EXECUTIVE SUMMARY
At the September meeting, the subcommittee comprised of commissioners Bentson,
Reinert, and Graham updated the commission about their findings. They have
contacted nearby parks and recreation foundations to find out how they were
established and are managed, in hopes of creating a similar foundation in Gilroy.

Executive Summary
On February 29, 2020, the Parks and Recreation Commission held a retreat and
brainstormed topics for their 2020 work plan. Due to the Covid-19 crisis, the
Commission did not approve the work plan until May 19, 2020.
The adopted work plan will be a continued work in progress and should align with the
current City Council priorities:

Revitalize Downtown
Focus on Revenue Driven Economic Development
Retain Stability in the City’s Workforce

Review department updates and provide comment.
Since August, the Recreation Division has been organizing in-person and virtual
classes. Here’s a summary of our offerings:
After School in the Park – for children ages 6-11 and held two days a week at
Las Animas Veterans Park, is now in its second session.
Gilroy Youth Center Afterschool Program –held at the Cesar Chavez Gym for
children in 1st through 8th grade, this program is underway and offers two
cohorts: M/W and T/Th.
Adaptive – Three days a week, classes are held for residents with special
needs. Takes place at Senior Center. Began October 2.
Seniors – Virtual chair yoga began week of October 5. More than 30
participants.

San Ysidro Park was used as a Covid-19 testing site on September 23, 2020.
Organized and run by the County Public Health Department, more than 100
people got tested. More testing dates have been advertised throughout month of
October.
Meals continue to be distributed at San Ysidro Park and Senior Center
Staff is underway on the 2021 Winter/Spring Activity Guide, which will be
available in January 2021.

1. Street Tree Brochure draft text prepared by PRC commissioner Pat Bentson has been sent to
City staff for review and comment. Following any updates the draft brochure will be forwarded to
PRC Commission for review. The estimated timeline for PRC review of draft brochure is January
2021 commission meeting.
2. Glen Lomas development on the Christmas Hill Park west hillside will impact the park until
adjacent residential development is completed. The west property line park pathway will be
restored and a new brown concrete split fence will replac e the old park boundary fence. No
change in status for park west property line trail closurer. Work on subgrade of roadways is
the currant development activity status.
