(Garcia hadn’t arrived) APPROVAL OF AGENDA Motion was made by Commissioner Berry, seconded by Commissioner Puente and carried with a vote to approve the agenda as written with a vote 5-0-0. INTRODUCTIONS Recreation Manager Henig introduced Zinnia Navarro as the new Secretary for the Parks and Recreation Commission. AWARDS/RECOGNITIONS Chair Bentson presented former commissioner Trede and Commissioner Marques a Certificate of Appreciation in recognition of their civic volunteer services to the Parks and Recreation Commission. Although Commissioner Almash was not in attendance, a Certificate of Appreciate will be mailed to his attention for his services to the Parks and Recreation Commission. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None NEW BUSINESS Update from Police Captain Kurt Svardal about state of city park safety 4.A Packet Pg. 5 Communication: Meeting Minutes of November 27, 2018 (APPROVAL OF MINUTES) 2 Police Captain Kurt Svardal provided a presentation on the safety of parks. Using the calls for service to gauge the state of criminal activity, Svardal stated, in general, the volume of class has declined. Excluding Christmas Hill because of the Garlic Festival, which would have skewed the data, Svardal provided a four year graph to the Commission to display each park and the number of calls. He contributed part of the decline in calls for service, due to the activation of city parks via the Recreation Department (notably San Ysidro). He also mentioned having a nightly private park patrol has helped control the disturbances. Commissioners requested a copy of Svardal’s presentation, which Henig forwarded following the meeting. Let’s Go to the Park Series: Follow up from Santa Clara County Public Health Santa Clara Public Health staff member Michelle Wexler recapped the Lets Go to the Park series. Held this year at Christmas Hill Park, the free event featured a bilingual ranger from Santa Clara County Parks, who led a walk on the trail, highlighting the history and topography of the park. Santa Clara County Public Health provided a lot of advertising showcasing the benefits of getting out and walking. Participants appreciated the bilingual guide. Numerous residents stated signage was not visible. Wexler asked if the Commission would consider exploring ways to fund bilingual way-finding signs to assist users. Breakfast with Santa, 12/8 at Senior Center Henig reported that registrations for the 8:30 a.m. and 10:30 a.m. sessions are full. Bentson, Marques, Garcia, and Puente confirmed they will be volunteering at the Breakfast with Santa event. Berry is unable to attend. Marques will ask her husband for his availability to volunteer. Henig asked the commissioners to arrive at 7:00 a.m. OLD BUSINESS FY19-20, FY20-21 Budget Input On behalf of Finance Manager Bryce Atkins, Henig explained the City is seeking their input on budget ideas related to the PRC. The commissioners came up with the following items: o BMX track o Wayfindings signage at Christmas Hill Park trails o Increase park patrol o Develop two undeveloped park sites o Resurface the tennis court located at El Roble Park or replace with a soccer field and/or basketball court. o Bathroom renovation at Las Animas Veterans Park o Self-Guided or audio history of city parks Bentson suggested a neighborhood meeting should take place to discuss what the residents would like to see at El Roble Park. Bentson inquired if El Roble’s tennis courts is already in the Parks Master Plan or does it need to be added. The deadline for budget input will be at the next Commission meeting (January 15, 2019). Henig will email Atkins with the list of items discussed. Henig was asked if these items were only capitol or operational? Henig said he would follow up with Atkins. There was also discussion about Gilroy Gardens and the PRC’s involvement in that capacity. Garcia requested staff provide in advance the Capitol Improvement Budget items related to parks and recreation. Henig stated once those projects are proposed, he would share them with the commission, (i.e. capital improvement plans and park 4.A Packet Pg. 6 Communication: Meeting Minutes of November 27, 2018 (APPROVAL OF MINUTES) 3 patrol) 2018 Great Garlic 5K report Henig stated there were 112 participants and $1,510 was raised to benefit the youth scholarship fund. At the meeting, on behalf of the VFW, Puente donated $500, bringing the total donations to $2,010. Henig stated sign ups have declined over the past two years. It was suggested they should further discuss this item at the upcoming Commission Retreat. Also, Garcia brought up the Disneyland ticket raffle. Henig asked Garcia to send the application link for the city’s requirements. There was further discussion about selling raffle tickets at other events, in hopes to raise funds for youth scholarships. Renaming of Hecker Pass Park update Moving forward, Henig stated the Parks and Recreation Commission needs to put this item on their work plan in order to execute the renaming of Hecker Park. The PRC will be involved in the process, from start to finish. At the next meeting, commissioners will select a retreat date. Henig will provide options to choose from. Parks and Recreation Commission 2018 Work Plan (see report) Henig referred commissioners to page nine, where it showed the Tree City USA submitted application. Parks and Recreation Commission Training Budget Bentson received her business cards and attended a training conference meeting in Belmont making it a total of $49.62 spent on commission training related items. Henig informed the Commission about the upcoming CPRS conference. The cost for it would be $490 for registration plus $150 - $200 a night for lodging. He also mentioned there is a half day workshop, “Citizen Advocacy, What Really Works’ held on Wednesday,” on March 19 (one day prior to the start of the conference). The cost for this half day workshop is $25. Henig will be emailing information to the commissioners. Teen Programs Marques shared with the commissioners that during one her visits to Mount Madonna Continuation Program School, a teenager asked her if there are teen centers and/or programs available. Henig stated there is a youth center at Gilroy Prep School and a cultural center at San Ysidro Park opened to families, and students, but it is not limited to teenagers. There is also late night after school basketball at the Wheeler Gym for at risk students whom are referred to by case workers. Henig stated he can coordinate a meeting with the Community Coordinator as well as send the date for the next Youth Commission meeting, in hopes the teenager may attend. Youth Scholarship Fund update Henig stated that with Puentes recent donation to the fund, the total is now $8,070.88. Marques asked what kind of proof does a family need to submit to be considered for a youth scholarship; Henig stated 90% of families submit a free or reduced letter from Gilroy Unified School District helping us with the filtering. Street Tree Brochure and Tree City USA status updates (see application) Headley referred to the submitted application about its status. DEPARTMENT UPDATES Recreation: Adam Henig (see attached report)  The Grease production ended with every play being close to sold out; there were over 75 kids in the cast.  Last month, staff attended a one day conference in Morgan Hill with 175 recreation professionals.  Recreation Supervisor Cathy Mirelez is retiring from the City of Gilroy on Wednesday, November 28, 2018 after 40 years of service. Operations: Bill Headley (See Attached Report)  Referred commissioners to page 17 of the report for discussion.  Forest Street park lights are now functioning and drinking fountain is now functioning;  El Roble turf is being worked on;  Rubber surfacing is checking inventory, should have patches completed by end of year. Commissioner Park Reports & Comments  Commissioner Puente – Butcher Park, Forest Street Park, Renz Park, and San Ysidro Park. o All parks look good. Puente asked Headley if the city employees park at the (Butcher Park). Headley stated no, it’s an overflow for the residents.  Commissioner Garcia – El Roble Park and Gilroy Sports Park o Garcia referenced earlier discussion regarding the condition of the tennis court (El Roble Park); No comment (Gilroy Sports Park)  Chair Bentson- Christmas Hill Park, Del Rey Park, Cydney Casper, Las Animas Veterans Park. o Resilience surfacing of the playground has been addressed to Headley, Redwood beams are rotted/railroad ties along with the retaining wall. Headley stated they are currently in the capital repair priority list but stated some have been replaced at the amphitheater. (Christmas Hill Park) o The remaining parks looks good.  Commissioner Berry – Carriage Hills Park, Sunrise Park, & Los Arroyos Park o All parks look good.  Commissioner Marques – Las Animas Veterans Park and Miller Park Issues with a homeless individual in the restroom (Miller Park).There has been increase of gathering at the tennis court contributing to excess amount of littering and damaged nets. Headley stated there has been a decrease in park patrol contract hours. (Las Animas Veterans Park). Recreation Department Report Adaptive · Adaptive Recreation hosted their annual Christmas Dance at the Senior Center on Friday, December 14. There were 125 paid participants. Aquatics · The annual pool inspection at Christopher High School Aquatics Center was conducted on Wednesday, December 5. Occupational Safety and Health Administration (OSHA) requires that a maintenance inspection of the activity pool with the waterslides be conducted annually in addition to OSHA’s inspection. East Gilroy · On Saturday, December 15, 2018, recreation staff participated in "Shop with a Cop" event at Walmart. Staff helped families shop and communicate with cops who are not bilingual. · The Gilroy Youth Center finished its first semester of the year on December 13, 2018. The second semester will resume on Monday, January 14, 2019. · Just in time for the holidays, Los Bomberos of Northern California, a nonprofit organization that strives to improve fire protection to communities throughout 10.A Packet Pg. 15 Santa Clara County, donated over two-hundred (200) toys to the families of east side Gilroy and San Ysidro. Sports · The Gilroy Chevrolet dealership generously donated $500 and made in-kind contributions (e.g., soccer balls, cones, soccer goals and bags) to the recreation department’s youth soccer program. · The three-day Thanksgiving Youth Basketball Skills Camp held at Solorsano Middle School had a total of 16 boys and girls between the ages of 8-12 registered. During the camp, students scrimmaged, learned passing and dribbling techniques, and developed a deeper appreciation for th e sport. Theater · The recent production of Grease: School Version ended recently and without parent volunteers, shows like this would not be possible. During the run of the production, there were 82 volunteers who worked for a total of 401.8 hours. Senior Center · The Senior Center hosted the annual Christmas Luncheon, serving over 130 seniors. There was more than $300 in gift cards raffled to members. Home Instead generously distributed over 75 Christmas gifts. · California Telephone Access Program gave away free phones to seniors who are hearing impaired. Special Events · The December 8 “Breakfast with Santa” event had over 200 people in attendance. It included a pancake and egg breakfast while Santa visited with children and their families as well as sit with the children for a photo opportunity. The children also participated in making holiday-themed crafts. · Three indoors sports birthday parties were held this week at Wheeler Center. A combined total of 72 boys and girls participated in the festivities. Staff · Staff will be attending the “Workplace Conflict Tools and Techniques” on Wednesday, November 28. · Staff attended the last session of the RGS Leadership Academy in Seaside. The topics include “Learning Techniques of Proactive Leadership” and “Self- assessment and Goal Setting.” 10.A Packet Pg. 16 Volunteers · On Saturday, December 8, twenty-four student volunteers, three Youth Commissioners, and four Parks and Recreation Commissioners volunteered their morning at Breakfast with Santa. These volunteers helped to set up tables, cook and serve breakfast, take pictures of participants with Santa, run the craft room and clean up after the event. Ronan Class I Trial Project will run from Leavesley Road to 6th Street along the water district storm channel, also known as the West Branch of the Llagas Creek. All regulatory permit issues are resolve. This new Class 1 bike trail project is scheduled to resume in April 2019. Las Animas Veterans Park (LAVP) Trail Rehabilitation project (Phase I) work is completed. Funding for irrigation and sod repairs along new concrete bike path ran out. Funding to complete pathway shoulder work will be requested in the next City budget cycle in 2019.
