During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than three (3)

I. CALL TO ORDER
The regular meeting of the Parks and Recreation Commission was called to order
by Chair Patricia Bentson at 6:00 p.m.

Commissioner Puentes led the pledge of allegiance.

Chair Bentson stated she would like the following information added under
Old Business, 2018 Great Garlic 5K report.
"Commissioner will consider being active at the Kids Triathlon this summer,”
Motion was made by Commissioner Berry; seconded by Commissioner
Puente to approve the amended November 27, 2019 minutes as noted.

Recreation Manager Henig introduced the newly appointed commissioners
Michelle Wexler and Marcos Gonzalez to the commission.
Theresa Graham will be starting her term at the next meeting.

VIII. NEW BUSINESS
A. Selection of Chair and Vice-Chair of Parks and Recreation
Commission
A motion was made by Commissioner Puentes; seconded by Commissioner Berry
to nominate Chair Bentson for another 1 year term as Chair and carried with a vote
of 5-0-0
A motion was made by Commissioner Berry to nominate Commissioner Puente for
Vice Chair; it was seconded by Commissioner Bentson and carried with a vote of 5-
0-0
B. 2019 Parks & Recreation Commission Retreat
Recreation Manager Adam Henig provided a history on the annual Parks and
Recreation Commission (PRC) Retreat stating it provides an opportunity to discuss
vision, goals, and work plan for the calendar year. The option was given to either
host the retreat during a regular meeting date or have it on a Saturday.
Motion was made by Commissioner Puente; seconded by Commissioner Berry to
hold the PRC Retreat on Saturday, March 23rd from 9:00 a.m. - 12:00 p.m. at the
Willey Cultural Center located at 140 Fifth Street.
IX. OLD BUSINESS
A. Budget Input for Commission Related Items for Upcoming Budget

Henig referred the commissioners to page 12 of the agenda packet and stated this
item was previously discussed at the November 27, 2018 meeting. Budget manager
Bryce Atkins is asking for additional input on budget items related to their
commission.
Commissioner Wexler asked for clarity on the two undeveloped park sites.
Bentson referred the question to Parks Supervisor Headley who stated the first site
is a 5 acre site located at Santa Teresa Bridge and Uvas Creek and 3rd Street.
The other site is located at Farrel and Wren located on the north side of town; both
parks will serve their neighborhood and be part of the park system master plan.
Bentson asked if the empty lot adjacent to the Forest Steet Park will be purchased
by the City and suggested it be added to the budget.
Headley stated they are waiting for capital funding.
Wexler is in agreement to add the Forest Street Park Acquisition to the budget list
and she suggested that staff look into Proposition 68 (the Parks, Environment, and
Water Bond) for additional funding as it becomes available.
Public Comment open.
Public member Zachary Hilton (Chair of the Bicycle Pedestrian Commission) was
called to speak. He stated that both commissions share numerous budget items
together. The Bicycle Pedestrian Committee will meet on February 26, 2018 to
discuss work plan and goals.
Public Comment closed.
Henig will forward final list to Budget Manager Atkins.
B. Parks and Recreation Commission 2018 Work Pan
Henig referred the commissioners to the work plan on page 13; he stated under the
Enhance park safety, a third city, Hollister, can be added (courtesy of Bentson)
among the list of agencies who have shared their best practices for park safety.
Bentson suggested Henig forward the email to the Commissioners.
Report was received and the work plan was updated.

C. Fiscal Year 2019 Training Budget Expenditures
Henig referred commissioners to page 14 in the agenda packet. Henig stated an
amount of $40.69 has been spent this past fiscal year. He asked the commissioners
if they would like any additional training and/or conference. Marcos Gonzalez will
like business cards.
Wexler asked for clarification on the $1,000.00 budget. Henig stated the $1,000.00
budget is allocated for the time period of July 1, 2018 - June 30, 2019; the dollar
amount will not carry over.
Bentson stated the cost of an upcoming conference, California Parks & Recreation
Society held in Sacramento, CA has a cost $490.00 for registration. Hotel
accommodation is approximately $200.00. She asked if another commissioner was
interested in attending. Bentson also expressed interest in attending a half-day
workshop for commissioners.
Motion to approve the allocation of funds to $750.00 for the conference was moved
by Puente; seconded by Berry. Motioned pass with a vote of 5-0-0.
D. Street Tree Brouchure and Tree City USA update
Headley stated there is no change to the Street Tree Brochure and Tree
City USA update.

Henig provided a report (see attached report)
Bentson would like Henig to provide her advance notice of upcoming dances for the
Adaptive program.

Headley referred commissioners to page 18 of the packet.

XII. GENERAL PLAN ADVISORY COMMITTEE (GPAC)
Bentson spoke with Senior Planner Ketchum. Pending an EIR, and the
City Council study session the previous night, the next meeting will likely be
in March. A general plan is not expected to be approved until the end of
2020
Bentson mentioned that the 3rd meeting of February may be an is sue due
to the holiday and closure of schools. She suggested to move the meeting
to the February 26, but the rest of the commission was able to make it and
so the date stood

Executive Summary
Report will be presented by Bicycle and Pedestrian Commission Chair Zachary Hilton.
The League of American Bicyclists has designated Gilroy as a Bicycle Friendly
Community (BFC) at the Bronze level. This award is presented only to communities with
strong commitments to bicycling. The Bronze designation is valid for four years and will
be up for renewal in 2022.The BFC program is revolutionizing the way communities
evaluate their quality of life, sustainability, and accessibility, while allowing them to
benchmark progress toward improving their bicycle-friendliness. There are currently 464
BFCs in all 50 states and the District of Columbia. Other Santa Clara County cities that
received the award include Cupertino, Los Altos, Palo Alto, Santa Clara, and
Sunnyvale.

selection criteria that increases separation and protection of

Motion to decide whether or not to have or reschedule the March 19, 2019 regular
scheduled Parks and Recreation Commission meeting.
Executive Summary
On March 19, 2019, the date of the regularly scheduled Parks and Recreation
Commission meeting, commission staff liaison Adam Henig will be unable to attend
because of the annual California Parks and Recreation Society leadership workshop
held in Sacramento. In light of his absence, please consider the following options:
· Option A: Maintain the regular meeting date on March 19, 2019. Recre ation
Director Maria De Leon has offered to serve as acting staff liaison.
· Option B: With the annual retreat scheduled on March 23, 2019, the
Commission has the option to either combine the meeting with the retreat (i.e.
have the meeting first and then the retreat would follow) or not hold a regular
meeting that month. If there are not any time sensitive items pending, it can be
discussed at a later date.
· Option C: Change the meeting to another March date.

Motion to recommend to City Council approval of the Gateway Park master plan and
park name.
EXECUTIVE SUMMARY
Gateway Park is a new mini park located at the southwest corner of Hecker Pass
Highway and Santa Teresa Blvd. It is part of the Hecker Pass Specific Plan public
improvements. City Planning and Engineering have requested that the Park and
Recreation Commission review and take public comment about the proposed park
master plan including the proposed corner monument sign at its February commission
meeting. City staff has worked with developer in preparing the proposed park master
plan for Park and Recreation Commission and public review. Please see the attached
park master plan exhibit.
City staff request that the Park and Recreation Commission review and send your
recommendation on the proposed park master plan with monument sign to City council
with or without any comments. A new class I bike pathway will run parallel to Hecker
Pass Highway and connect this mini park to various public pathway within the Hecker
Pass Specific Plan. Please see the attached May 2017 Park and Recreation
Commission exhibit showing public improvements in the overall specific plan including
the Gateway mini park.
Finally, City staff requests that Park and Recreation Commission recommends a final
park name to City Council as part of this commission review. Gateway Park is the

recommended name for consideration. The mini park location is a significant high
visibility corner location at the western entry way into urban Gilroy.

Recreation Department Report
Aquatics
· A Lifeguard Recertification class was held this past weekend and 6 people passed
the class. They received an American Red Cross Lifeguarding/First Aid/CPR/AED
certification which is valid for 2 years.
· Recently, aquatics staff certified 9 people in lifeguarding. Summer recruitment for
aquatic jobs is open.
East Gilroy
· San Ysidro Park Recreation staff attended this past Saturday’s Morgan Hill Values
Youth Event. Staff received beneficial information on vaping in youth and
recognizing types of mental health issues.
· This week the Gilroy Youth Center started their partnership with the Santa Clara
County Library Book Mobile. The Book Mobile will visit the program once a month to
allow youth access to library books and materials.
Theater
· Auditions for Mary Poppins, Jr. will be held this Saturday, February 2nd at Wheeler
Center. This will be the Spring Theater Production with show dates in April.

Recreation Programs
· The first draft of the Summer Activity Guide will be sent to the printer by February
4th. Staff has been preparing contracts for returning and new instructors to teach
throughout the summer.
· The Gilroy Recreation Department has renewed a new contract with the
independent sports contractor, Futsal Kingz. Futsal Kingz currently has 29 boys and
girls registered participants ranging between the ages of 4-12. Sessions are held at
Wheeler Gym and Cesar Chavez (Gilroy Prep) Gym on Tuesdays and Saturdays.
· East Gilroy staff met with the Jr. Giants organization on Friday, January 25 about the
upcoming summer season. The Jr. Giants program is an annual free program for
boys and girls to promote health, wellness and working together through baseball.
Senior Center
· The Senior Center had three presentations this week: Alzheimer’s disease
prevention presentation on January 10; California Telephone program on January
23, which provides free phones to seniors who are hearing impaired; and Medical
Ancillary, which tests DNA and Genetic Swab for cancer screening.
Youth Commission
· The Gilroy Youth Commission Social was held last Friday, January 25, 2019 at
Wheeler Community Center. The Gilroy Youth Commission hosted San Juan
Bautista and Morgan Hill Youth Commissioners. This year’s event was a huge
success with twenty-four (24) commissioners participating. Ice breakers, games,
brainstorming and networking were all incorporated in the event.

RESPONSES TO COMMISSION
1. Street Tree Brochure draft document will be prepared by PRC commissioner Pat Bentson who
volunteered to type a preliminary Street Tree Brochure update for the City Streets and Trees staff.
The Streets supervisor, Bill Avila, has welcomed the volunteer offer by Pat Bentson to type a draft
brochure document for City staff updating. Scanned copies of the last Community Services
Department city Street Tree brochure have been forward to Pat. Thank you Pat.
2. San Ysidro Park restroom door replacement is under consideration as a budget request for
the new City budget for full contract replace by Facilities with high grade door and frame. Cost
does not include demolition and staff replacement time and materials. Full contract cost
replacement including demolition of existing door and frame is $15,000 to $18,000.
3. Forest Street Park parcel acquisition status to complete park master plan is under Public Works
review. Funding for acquisition of parcel is planned as a budget request for the new City capital
budget prep. See attached approved park master plan August 6, 2007.

5. SCVWD Uvas Levee Trail rodent control project at Gilroy High section is significantly
completed between 10th and Luchessa Ave. Work will resume in spring of 2019 when state Fish
and Wild Life permit allow levee construction work to resume along the next levee section
sections downstream. (No change)

PARK CAPITAL PROJECTS
Farrel Ave Park site is adjacent to Del Bono School. KB Homes is responsible for resuming turf grass park
improvements. PG&E power service installation to park site is unresolved. No completion date has been set. Probable
public use is delayed until FALL 2019.
Ronan Class I Trial Project will run from Leavesley Road to 6th Street along the water district storm channel, also known
as the West Branch of the Llagas Creek. All regulatory permit issues are resolve. This new Class 1 bike trail project is
scheduled to resume in April 2019.
Las Animas Veterans Park (LAVP) Trail Rehabilitation project (Phase I) work is completed. Funding for irrigation and
sod repairs along new concrete bike path ran out. Funding to complete pathway shoulder work will be requested in the
next City budget cycle in 2019.
NEW PRC BUISNESS REQUEST for Hecker Pass Specific Plan CAPTIAL PROJECT
Gateway Park is a new mini park located at the southwest corner of Hecker Pass Highway and Santa Teresa Blvd. It is
part of the Hecker Pass Specific Plan public improvements. City Planning and Engineering have requested that the Park
and Recreation Commission review and take public comments about the propose park master plan and corner monument
sign at its February commission meeting. City staff has worked with developer in preparing the proposed park master
plan for Park and Recreation Commission review. Please see the attached park master plan exhibit.
City staff request that the PRC review and send its recommendation on the proposed park master plan with monument
sign to City council with or without any comments. A new class I bike pathway will run parallel to Hecker Pass Highway
and connect this mini park to various public pathways within the Hecker Pass Specific Plan. Please see the attached May
2017 PRC exhibit showing public improvements in the overall specific plan including the Gateway mini park.

Finally, City staff requests that PRC recommends a final park name to City Council as part of this commission review.
Gateway Park is the recommended name for consideration. The mini park location is a significant high visibility corner
location at the western entry way into urban Gilroy.
