Annual Parks and Recreation Commission Presentation to City Council A motion to approve the two recommended dates of July 1, 2019 and October 7, 2019 for the annual presentation to City Cou ncil was moved by Commissioner Puente; seconded by Commissioner Miller and carried a vote of 6-0-0. B. FY20-21 Recreation Department Budget Update Henig referred the commissioners to packet page 12 and stated the City is currently in the process of adopting its two year budget. The FY 20-21 budget passed as-is by City Council; the Recreation Department will continue to run their current programs. X. OLD BUSINESS A. 2019 Parks and Recreation Commission Work Plan Henig referred commissioners to packet page 13; the work plan will be an ongoing agenda item for the remainder of the year; these are aligned with the City Council goals. The commissioners will be soliciting donations for the youth scholarship fund; all donors will be recognized at the Kids Triathlon event. Commissioner Gonzalez received a donation in the amount of $500 from Giacalone Design Services for the youth scholarship fund. Bentson stated Gilroy Live is starting June 20, 2019 in downtown Gilroy and she suggested they secure two dates to table; Commissioners Berry, Miller, and Graham will volunteer at the June 27, 2019 event; Commissioners Gonzalez and Graham will (Bentson and Berry tentatively) volunteer at the July 18, 2019 event. B. Fiscal Year 2019 Training Budget Expenditures Henig stated there is $107.14 is left in the budget. Henig stated the polo shirts cannot be purchased from the commission training budget. He recommended that the commissioners purchase their own shirts and, if ordered soon, will arrive before the Downtown Live event. Commissioner Bentson asked if there are any park webinars; Henig will look into it and get back to commissioners XI. DEPARTMENT UPDATES A. On June 3, 2019, the City Budget was ado pted in a vote of 5-2. The Recreation Department budget was not adversely affected and will remain status quo. The summer theater production, Wizard of Oz, is getting closer to showtime. Opening night will be on July 12 at the Gilroy High School Theater. The director is Colleen Blanchard, who has also directed other productions including Singin’ in the Rain. The fall production will be Peter Pan directed by Hilary Little. The 2019 Summer Activity Guide is now available. It features classes, camps, and programs for all ages and all interests. Staff is currently working on the first draft of the 2019 Fall Guide, which will be published in late July. The Recreation Department is strongly considering acquiring new software. The change from its current provider would mean more options online (such as reserving a picnic area or a facility), easier login options (can use Gmail or Facebook), and will allow staff to focus more on programming and less on antiquated tasks. More details to come. 11.A Packet Pg. 18 In May, recreation staff issued a Request for Proposal to work with a consultant to conduct a joint City of Gilroy Recreation Department and Mt. Madonna YMCA facility and program needs assessment to: analyze space surpluses and deficits; identify recreation trends; and make recommendations for optimal space use. The needs assessment will include a community survey which will illustrate program gaps and avoid duplication of services. The submission deadline has passed. Staff will interview the applicants on June 19, 2019. Volunteer Community Service Day will take place at Gilroy Gardens on June 13. High school students will have a chance to learn about volunteering opportunities throughout Gilroy including with the City. A representative from the recreation department will be tabling at the event. On Saturday, June 1, 2019, Christopher High School Aquatics Center opened to the public. The hours of operation are: Saturday and Sunday, June 1-16, 2019 , Tuesday- Sunday, June 18-August 4, 2019, 11:30am to 5:00pm. The Streets supervisor, Bill Avila, has welcomed the volunteer offer by Pat Bentson to type a draft brochure document for City staff updating. Scan ned copies of the last Community Services Department city Street Tree brochure have been forward to Pat. Status/ No Change 2. San Ysidro Park restroom door replacement will be completed within several weeks by Facilities due to severe vandalism of the existing door. This unisex restroom is out of service until door is replaced. Facilities will be adding a special fabricate door latch guard to better protect latch, door and door frame. Forest Street Park parcel acquisition status to complete park master plan is under Public Works review. Funding for acquisition of parcel is being reviewed for the new capital budget. Status/ No Change 5. SCVWD Uvas Levee Trail rodent control project at Gilroy High section to the Sports Park has completed the outboard section of the next levee section downstream from the high school. Work on the inboard (Uvas Creek side) levee sections downstream and upstream of the Luchessa Ave. Bridge should resume during the beginning of July 2019. 6. Las Animas Veteran Park PG&E south power line tree clearance work along the residential fence line was completed last week, June 7th. Major tree work involved more than 30 trees trimmed and two dead tree removals over an 8-9 day period. Work was coordinate with park staff to protect park grass and irrigation sprinklers and valve boxes. Park safety procedures were followed to protect park visitors. Photos attached 7. Christmas Hill Park had a tree limb failure with park visitor injuries Sunday evening June 2, 2019. The tree was a healthy live oak tree located south of the Mulberry group BBQ area. Emergency Fire and Streets crews responded to injuries by a father and son from the falling limb onto the nearby picnic table. Both were transported to the hospital for treatment. The tree was inspected. The tree limb failure unbalanced the tree canopy and was removed the following day. No oak decay was found during removal. The tree was included in the 2016 pa rk tree inspection records as a healthy tree. The project team has been focused on the community engagement part of the grant preparation process to help identifying park improvements for the grant. One community outreach event is planned in June prior to preparation of the grant application. Farrel Ave Park site is adjacent to Del Bono School. KB Homes is responsible for turf grass park improvements as a development condition of a nearby small unit residential project. The PG&E power service installation to park site has been resolved. The turf grass improvement work resumed in June. Acceptance and opening of park grass for public use is not expected until late 2019, possible November or December based on successful grass establishment. Ronan Class I Trial Project will run from Leavesley Road to 6th Street along the water district storm channel, also known as the West Branch of the Llagas Creek. All regulatory permit issues are resolved. This new Class 1 bike trail project has resumed work . Project completion is expected in fall of this year. Las Animas Veterans Park (LAVP) Trail Rehabilitation project (Phase I) work is completed. Funding for irrigation and sod repairs along new concrete bike path ran out. Funding to complete pathway shoulder work will be requested in the next City CIP budget cycle in 2020. Gateway Park is a new mini park located at the southwest corner of Hecker Pass Highway and Santa Teresa Blvd. It is part of the Hecker Pass Specific Plan public improvements. The City Council is expected to review and approved the recommended park master, park name and corner monument sign.
