Parks and Recreation Commission Presentation to City Council Chair Bentson provided a preview of the Annual Parks and Recreation Commission Presentation scheduled for the July 1, 2019 City Council Meeting. X. OLD BUSINESS A. 2019 Parks and Recreation Commission Work Plan  Recreation Manager Henig referred commissioner to packet page 14. Henig noted $850.00 has been raised for the youth scholarship . The youth scholarship fund is ongoing.  Henig stated City Council will issue a proclamation naming July Parks Makes Life Better month at its July 1, 2019 meeting.  Parks Supervisor Headley stated the directional signage to San Ysidro Park will likely occur sometime at the end of summer or early fall.  At Party in the Park, which is scheduled for June 21, 2019, as part of the grant application process for Proposition 68, staff and parks and recreation commissioners will be engaging community members to survey what they would like to be added to the park (e.g., rock climbing wall, skate park, expanded barbeque area, etc.). This is the final community input needed before the application is submitted. B. Fiscal Year 2019 Training Budget Expenditures  Recreation Manager Henig referred commissioner to packet page 16. No change since last month's meeting. Starting in July 1, 2019, the budget will reset to $1,000.00. XI. DEPARTMENT UPDATES A. Recreation Department Updates 4.A Packet Pg. 5 Communication: Meeting Minutes June 18, 2019 (APPROVAL OF MINUTES) Page 3 of 4  Recreation Manager Henig stated June 17, 2019 was the first day of summer camps at Gilroy Gardens. The Aquatics Center at Christopher High School is now open to the public through August 4, 2019.  Tickets to The Wizard of Oz are available for purchase; opening night is July 12, 2019 and it will run through July 21, 2019 at Gilroy High School Theater.  Staff is in the process of acquiring new recreation registration software. Implementation date has not been set yet. More details to come. B. Status of City Parks  Parks Supervisor Headley directed the commissioners to packet page 21. No change.  Headley stated the San Ysidro Park restroom door is inoperable but is in the budget request. Port-a-Potties will be provided for the 'Party in the Park' event taking place on June 21, 2019 to provide additional restroom for the expected large crowd. XII. At the November 19 meeting, Henig will be out of the office and attending a professional development training in San Diego. He proposes that the Commission m eet the following Tuesday, November 26. Hundreds of residents attended the family-friendly event. Commissioners were on hand helping survey residents at the Prop. 68 table.  · The summer theater production, Wizard of Oz, is getting closer to showtime. Opening night will be on July 12 at the Gilroy High School Theater. The director is Colleen Blanchard, who has also directed other productions including Singin’ in the Rain. The fall production will be Peter Pan directed by Hilary Little. · The 2019 Fall Guide will be delivered to the post office on July 17.  · On June 28, the Recreation Department finalized an agreement with CivicRec recreation software to replace Active.Net. The new software has more features than the staff currently uses. This includes:  o Reserving picnic areas and facilities online o Ability to purchase theater tickets online o Managing a volunteer database o Providing thorough and accurate reporting 11.A Packet Pg. 14 o Contract instructor access to download rosters  o Automated customer satisfaction survey  o Integrated HTML email campaign  o Easy to create address labels  o And the ability to seamlessly switch from internal (staff) to external (public view) user and vice versa while never signing off or opening up a new tab  An implementation schedule has not been determined, but more details will be available at the next meeting. · In May, recreation staff issued a Request for Proposal to work with a consultant to conduct a joint City of Gilroy Recreation Department and Mt. Madonna YMCA facility and program needs assessment to: analyze space surpluses and deficits; identify recreation trends; and make recommendations for optimal space use. The needs assessment will include a community survey which will illustrate program gaps and avoid duplication of services. The submission deadline has passed. Staff will interview the applicants on June 19, 2019.  · This summer the Recreation Department has hosted a variety of camps, ranging from city-run Bitty Lifeguards, Camper Cubs, and Gilroy Gardens to contract camps such as LEGO Engineering, Chess Wizards, and Flag Football.  · The 35th annual men’s garlic softball tournament will be occurring the weekend of July 19. Nearly two dozen teams are expected to participate. Street Tree Brochure draft document will be prepared by PRC commissioner Pat Bentson who volunteered to type a preliminary Street Tree Brochure update for the City Streets and Trees staff. The Streets supervisor, Bill Avila, has welcomed the volunteer offer by Pat Bentson to type a draft brochure document for City staff updating. Scan ned copies of the last Community Services Department city Street Tree brochure have been forward to Pat. Status/ No Change 2. San Ysidro Park restroom door replacement has been delayed several weeks because of further vandalism. The metal door frame above the door latched was severely damage by a probable pry bars. A replacement door frame has been ordered by Facilities staff. This unisex restroom is out of service until both the door and frame is replaced. Facilities is adding the special fabricate door latch guard to better protect latch, door and door fram e. Cost for this standard door repair will be well below the planned high security custody door. A portable potty and sink has been rented until the restroom is opened for public us. 3. Forest Street Park parcel acquisition status to complete park master plan is under Public Works review. Funding for acquisition of parcel is being reviewed for the new capital budget process targeted for June 2020. Status/ No Change 5. SCVWD Uvas Levee Trail rodent control project at Gilroy High section to the Sports Park has completed the outboard section of the next levee section downstream from the high school. Work on the inboard (Uvas Creek side) levee sections downstream and upstream of the Luchessa Ave. Bridge should resume during the beginning of July 2019. Parks / City Incident Reports Public Works Operations June 2019 Pending as a Meeting Handout PARK CAPITAL PROJECTS The State Proposition 68 Grant project Team has met several times and selected San Ysidro Park as the most eligible City park for the competitive state-wide grant competition. The first meeting and site review for final scope and cost estimate was held June 26th. Project team members and a playground vendor are assembling grant cost estimates during the first part of July. Farrel Ave Park site is adjacent to Del Bono School. KB Homes is responsible for turf grass park improvements as a development condition of a nearby small unit residential project. Soil preparation for grass seeding is in-progress. Installation of the concrete mow band around turf grass area is pending The PG&E power service installation to park site has been resolved. The turf grass improvement work resumed in June. Acceptance and opening of park grass for public use is not expected until late 2019, possible November or December based on successful grass establishment. Ronan Class I Trial Project will run from Leavesley Road to 6th Street along the water district storm channel, also known as the West Branch of the Llagas Creek. All regulatory permit issues are resolved. This new Class 1 bike trail project has resumed work . Bike trail bridge construction is the primary focus of project work. Project completion is expected in fall of this year. Las Animas Veterans Park (LAVP) Trail Rehabilitation project (Phase I) work is completed. Funding for irrigation and sod repairs along new concrete bike path ran out. Funding to complete pathway shoulder work will be requested in the next City CIP budget cycle in 2020. Gateway Park is a new mini park located at the southwest corner of Hecker Pass Highway and Santa Teresa Blvd. It is part of the Hecker Pass Specific Plan public improvements. The City Council is expected to review and approved the recommended park master, park name and corner monument sign.
