Parks and Recreation Commission Participate in Fundraising Raffle for Youth Scholarship Fund Recreational Manager Adam Henig stated the Breakfast with Santa event held at the Senior Center is a great opportunity to raise funds benefiti ng the youth scholarship program. The commissioners also suggested the Kids Triathlon event as another event opportunity. The Commissioners explored ideas for the youth scholarship fund raiser. A few of the suggestions were for each commissioner to donate a gift basket, obtain gift certificates from local restaurants, season swim pass at the aquatic center, and tickets to Gilroy Gardens. Commissioner Graham provided a Pilates gift certificate. A popular raffle item in the past has been the one-day hopper tickets for Disneyland; Chair Bentson distributed the new eligibility requirement guidelines from the Disney Company. Graham and Commissioner Wexler will work together on applying and submitting the required documents to the Disney Company. Motion was made by Commissioner Berry; seconded by Commissioner Miller to explore fund raising ideas as stated above. B. Parks and Recreation Staff Appreciation Breakfast by Parks and Recreation Commission Henig stated in the past, the Park and Recreation Commission has hosted the Annual Appreciation Brunch for parks and recreation staff . Henig stated this is an opportunity for the commissioners to meet and thank staff members. Last year it was held in Recreation Conference Room; this year it will be held at the Corporation Yard. The commissioners decided to hold the Annual Appreciation Brunch on Thursday, October 10, 2019 from 9:00 a.m. to 10:30 a.m. Commissioners signed up for a variety of items to bring to the breakfast appreciation event. A motion was made by Vice Chair Puente to host the Annual Appreciation Brunch on October 10, 2019; seconded by Commissioner Gonzalez C. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None X. OLD BUSINESS A. 2019 Parks and Recreation Commission Work Plan 5.A Packet Pg. 6 Communication: Minutes of September 17, 2019 6:00 PM (APPROVAL OF MINUTES) Page 3 of 6 Henig referred commissioners to packet pages #14-15 of the 2019 Parks and Recreation Commission Work Plan with an update on a couple of work plan items in bold. The Commission has raised $1,350 for the Recreation Department Youth Scholarship; the directional signage has been pushed out to late fall/early winter. Wexler asked if the signs were going to be in English and Spanish; Headley stated the signage will have directional images. Bentson stated PRC will host the California Association of Parks and Recreation Commissioners and Board Members (CAPRCBM) in Gilroy October 12, 2019. Wexler stated the Grant Application for Proposition 68 funding was submitted on August 4, 2019, they are currently waiting for response. B. Fiscal Year 2020 Training Budget Expenditures Henig stated City Council voted to approve $1,000 for commissioners to spend on training for the new fiscal year. As of today, nothing has been spent, for those interesting in attending training, this is a great opportunity. Bentson stated there is training through the California Association of Parks and Recreation Commissioners and Board Members (CAPRCBM) located in Mammoth Lake the month of October. Bentson also stated there is CPRS training the month of March in Long Beach consisting of three training sessions. To keep cost down, day passes are available. Henig will look into cost and share with commissioners Wexler offered to share information to the commissioners regarding webinars she attends through the County of Santa Clara. XI. DEPARTMENT UPDATES A. Recreation Department Updates 5.A Packet Pg. 7 Communication: Minutes of September 17, 2019 6:00 PM (APPROVAL OF MINUTES) Page 4 of 6 Henig referred commissioners to packet page #17-18 with Recreation Department Updates; they include Parks and Recreation Department’s involvement in the logistics operation for the incident command post and the emergency operation center during the Garlic Festival Incident. Rehearsals are under way for the Peter Pan production; The performances will run November 8-17 at Gilroy High School Theater. The Recreation Department is in the midst of implementing new software CivicRec scheduled to go live in December 2019 with the hard launch taking place March 2020. Recreational staff is finalizing its agreement with consultants to identify recreation trends; and make recommendation for optimal space use. A final report and presentation to City Council will be in June 2020. The Gilroy Tennis Club funded a $21,000 project resurfacing the tennis courts at Las Animas Veterans Park tennis courts. Bentson suggested we provide recognition to the Gilroy Tennis Club at our next meeting. Henig will reach out to the Tennis club and invite them to our regular Parks & Recreation Commission meeting scheduled October 15, 2019. B. Status of City Parks 1. Parks Supervisor Headley referred commissioners to packet pages #19-23 which includes report to commission, Parks/City Incident Reports, Park Capital Projects and Maintenance Highlights since July 5, 2019 up through August 30, 2019. Commissioner Graham inquired about the walking markers on the trail leading to Hecker Pass and asked who’s responsible in repaving the trail. She stated the walking trail is being utilized by many members of the community however it’s in poor condition with many pot holes. Headley stated the City of Gilroy owns the pavement from the Sports Park to Santa Teresa and will reach out to engineering staff to find out the answer and report back to the Parks & Recreation Commission. Commissioners recognized the Streets and Parks staff members for their outstanding job and assistance pertaining to the Garlic Festival Incident. XII. Bentson attended the grand opening and memorial that took place on September 3, 2019. There is a large amount of cracked cement throughout the park. The rubberized ramps that go into the children’s play area have tears. She noticed a cone in the sand box area where a piece of the playground is missing.  Cydney Casper - Nothing to report. Del Rey Park- Nothing to report except to say it’s actively busy with the student in the nearby school. Terrie Berry: Carriage Hills Park- Nothing to report. On October 1, 2019, the Senior Center will be handing out Root Beer Floats In honor of International Day of Older Persons. Marcos Gonzalez: Las Animas Veterans Park- Nothing to report except to say thank you for their hard work at Christmas Hill Park. Theresa Graham: Miller Park- In the month of July, was initially concerned with numerous dead spots in the grass area but noticed the grass was vibrant in August. Noticed an increase of homeless population at the park throughout the day. Rainbow Park - The bushes were hedged too short exposing a lot of dead brown branches. Ermelindo Puente: Butcher Park- Nothing to report. Forest Street Park-The tree on the north side is blocking the light due to not being trimmed. There are two boxes that have a huge hole. Headley stated it’s a backflow cover. The light located at the corner by the alley hasn’t been replaced. Although it’s not a park element, Headley stated he can ask the engineering department. Renz Park-Nothing to report. San Ysidro Park - Graffiti on the picnic tables. The portable bathroom is leaking. The fountain on the north side is working but there is stagnant water at the base. Michelle Wexler: Hecker Pass Park- There are oticed dead plants. Robert Miller: El Roble Park - The tennis courts are being utilized. Noticed a missing net. Gilroy Sports Park- The water fountain by the levee and ball field isn’t working. The fall production of Peter Pan, Jr. (directed by Hillary Little), will run its performances from November 8-17 at Gilroy High School Theater. Tickets are available. On Friday, October 25, Spirits Night will be hosted at San Ysidro Park. It’s a free community event that features a children’s costume contest, games, arts and crafts, “Trunk or Treat,” face painting and more. It begins at 5:00pm and ends at 9:00pm. The event is sponsored by the South County Youth Task Force. The Recreation Department is the midst of implementing its new software, CivicRec, which will replace Active.Net. The new software will be launched on December 10. However, it will be a soft launch as it occurs after the release of the 2020 Winter/Spring Activity Guide. The hard launch will take place in conjunction with t he publication of the 2020 Summer Activity Guide, which will be in March 2020. The annual Breakfast with Santa event will be held at the Senior Center on Saturday, December 14. All ages are welcome; children between the ages of 3 and 12 years old can participate in arts and crafts and have a photo opportunity with Santa himself. If you are interested in volunteering, let Adam know. Recreation staff is working with a consultant to conduct a joint (City of Gilroy Recreation Department and Mt. Madonna YMCA) facility and program needs assessment. It will 12.A Packet Pg. 19 specifically analyze space surpluses and deficits; identify recreation trends; and make recommendations for optimal space use. The needs assessment will include a community survey which will illustrate program gaps and avoid duplication of services. During the public outreach, this commission will be asked for its feedback by the consultant. A final report and presentation to City Council will be in August 2020. There will be a City Council meeting on Monday, October 21, 2019 to discuss “Options to Consolidate Committees and Commission.” The City has 15 boards, committees and commissions, however, there are only 5 city commissions listed in charter: Planning, Personnel, PRC, Library, & Arts and Culture Commission (ACC). Options include keeping the same number of boards, committees and commission, but have them meet either every other month or quarterly; combine non-charter committees, boards and commissions (ACC & PAC). It also involved staffing assistance from Street Operations. Law enforcement control of Christmas Hill Park was returned to City Park staff beginning Monday August 12. Garlic Festival removal of event tents, event interior fencing, event potties, event grey water tank s, event trash barrels, etc. required most of the week of August 12 before City staff could begin park rehabilitation work. Park damages from the Garlic Festival incident at the end of July resulted in the closure of Christmas Hill Park for almost six weeks. The park was closed through the entire month of August opening to the public Tuesday September 3th. Park rehabilitation work included many overtime work days and many weekend over time work days. Park rehabilitation tasks included but were not limited to the following:  Security contract closure 24-7 of both ends of Miller Ave. leading to CHP with two staffed road closure check points was implemented. Nightly contract patrol was and maintenance of the perimeter festival fence was maintained until park rehabilitation work was completed and the park was opened to the public 9/3/2019.  Irrigation repairs included 40 sprinkler head replacements and 15 turf irrigation valve boxes. Hydration of turf grass areas included first time use of a soil treatment product to increase water absorbent to more quickly moisten turf soils for aeration tractor work.  Both plug and slice aeration treatments were applied after turf soils were hydrated by heavy recycle watering to soften to allow treatment.  24 hour application of recycled water to help surviving turf grass root recovery was applied. Day use of recycled water would have not been allowed under regulations if the park was open for access and Use.  Use of turf type top dressing compost for all turf areas was applied before over seeding work was started.  City Streets crews swept all bike trails and parking areas. Lots and curbs were all repainted. Tree pruning crews were able to update tree trimming in park areas and along closed section of Miller Ave.  Park and Street crews began work on the temporary palm tree memorial site base on the City Council approved memorial graphic attached.  Over seeding of all turf areas with seed drilling in multiple directions rather than the normal one direction over seeding practice was complete during the last week of August.  Germination of new grass requires 12 to 15 days. 12.B.a Packet Pg. 22 Attachment: PRC Park Operations Report_Oct_2019 (2449 : Status of City Parks) 7351 Rosanna St. Gilroy, CA 95020-6197 www.ci.gilroy.ca.us (408) 846-0451  Turf grass areas were posted closed to sport play when the park was opened for public use Tuesday September 3rd. Total Incidents 8 PARK CAPITAL PROJECTS The State Proposition 68 Grant project Team completed and submitted the San Ysidro Park grant proposal to the state for the competitive state-wide grant competition review. No feedback from the state at this time. Farrel Ave Park site is adjacent to Del Bono School. KB Homes is responsible for turf grass park improvements as a development condition of a nearby small unit residential project. Grass seeding has been completed. Acceptance and opening of park grass for public use is not expected until early 2020. Work current work includes to mowing cuts of the new grass. Certification of both the backflow and the irrigation controller are pending. Full remote radio communications with the irrigation controller has not been achieved but direct site watering is being managed. Ronan Class I Trial Project will run from Leavesley Road to 6th Street along the water district storm channel, also known as the West Branch of the Llagas Creek. Completion of this newest Class 1 bike trail project is near. The final construction punch list review is expected in October followed City acceptance of all trail improvements. Funding for irrigation and sod repairs along new concrete bike path ran out. Funding to complete pathway shoulder work will be requested in the next City capital budget cycle starting this September 2019. Gateway Park is a new mini park located at the southwest corner of Hecker Pass Highway and Santa Teresa Blvd. It is part of the Hecker Pass Specific Plan public improvements. Construction of this mini park has started and is expect to be completed during the next few months and is based on the approved park plan. Construction of the associated class I trail section along Hecker Pass Highway is expected to follow shortly. Hard scape work and irrigation work is substantially completed. Plant work is expected to be completed during October.
