III. Goal Setting Items January 27, 2012
A. City Council Goal: Provide for public safety through crime prevention, enforcement of laws and life
safety services. Discussion of the City Council’s public safety vision generally, including focused
discussion of anti-gang strategies including the formation of a South County gang task force
initiative, jurisdictional involvement and targets for success over the coming year; gang injunction
ordinance goals.
B. City Council Goal: Offer recreation for citizens to celebrate life community through people, parks
and programs. Discussion of recreation programs including non-traditional recreation programming,
collaborative youth programs, leadership in anti-gang initiatives, arts and cultural programs and
facility, neighborhood youth centers and other related recreation vision topics.
C. City Council Goal: Provide Quality Services including community development, public works, water
and sewer services, finance and administration efficiently for the benefit of the community.
D. City Council Goal: Maintain a sustainable financial structure and promote economic development.
Discussion of financial sustainability, strategies implemented and focus for the future; economic
development including continued implementation of Discover Gilroy key initiatives, downtown
programming, downtown revitalization, creation of a community gathering space and other related
topics.

E. City Council Goal: Ensure building safety and preservation through enforcement of regulations and
modern building standards. Discussion of building safety and preservation including code
enforcement program, green building practices, sign ordinance, unreinforced masonry buildings
(URM) efforts and other related topics.
F. City Council Goal: Serve as a model of environmental stewardship. Discussion of the City’s efforts
to promote environmental stewardship through operation of varying programs, meeting of AB 939
mandates, climate action plan process, habitat conservation plan process and consideration of
county-wide programming to further environmental protection.
G. City Council Goal: Provide transparency in City’s operations through open governance. Discussion
of City’s accomplishments and goals relative to transparency, open governance and ethics.
