RESOLUTION NO.262
WHEREAS, the operational area ooordinators meeting in joint session
have adopted a program ot conmmnicat ions within the mutual aid Region
3, and have adopted the following resolution,
RESOLVED, by the operational coordinators that the necessary commun-
ieat ions ne'Jl(h-k will be trom Region 3 control center to the operational
are control centers,and trom the operational area control cEIlters to the
local city and oounty oontrol centers. The network approved and recanmend
ed including radio,telephone, and the like, would retuire the expenditure
01' all or a part 01' $200,000. This system would be used exolusively tor
the dissemination 01' attack warning infor.mation and tor the transmitting
and reoeiving o~ necessary communioations to make the region and its
oI8.rational areas effeotive.
It is the unanimous oonourrenoe of the operational area ooordinators
that the provision of this oommunication network is a State responsibil-
ityand that it is o~ immediate necessity that aotion be taken mow to

protect the life and property within this critioal target area.
The effectiveness of the entire oivil defense program within this
critical target area is dependent upon such an essential camnunications
network.
THEREFORE, be its resolved, that this body consider that this matter
is of such grave importanoe that State funds should be made available
immediately.
AND BE IT FURTHER RESOLVED that this resolution shall be forwarded
to the Governor,Major General W.M.Robertson,USA,(Retired) , and the
representatives or the Cities and Counties in session at Saoramento.
