RESOLUTION. NO. 289
RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF GILROY ENDORSING
THE ESTABLISHMENT OF A DIVISION OF ARCHITECTURE IN THE STATE
DEPARTMENT OF EDUCATION.
WHEREAs,the Public School System of the State of California
is faced with the problem of building thou,sands of classrooms
and other school buildings to meet. its ilulediate needs, and said
construction will cost the taxpayers hundreds of millions of
dollars; and
WHEREAS, a substantial portion of such school construction costs
consists of two major items,namely,architects' fees in the prep-
aration of plans and specifications,and inspectors' fees and charges
in actual construction work; and .
WHEREAS,the State of California has heretofore established a
Division of Architecture in the State Department of Public Works
to draw all plans and specifications tor highways, bridges and
other lonstruction work handled by said Department-thereby estab-
lishing a precedent;and
WHEREAS, there is no sound logical reason why the State Depart-
m.ent ot Education should not have its own Division of Architecture
for t he preparation of plans and s.pecifications for all school
construction work;and
WHEREAS, 'there is every reason why the State Department of
Education should have its own Division of' Architecture for tle
purposes aforesald;and
WHEREAS,the suggested Division of Architecture in the State
School System could and should prepare model plans and specifi-
cations for various types of school 80nstruction projects to
meet the needs and requirements of every school district in its
individual construction projects,and t hereby completely eliminate
the need for individual and,in fact,uniquaplans and specifica-
tions for each and every school construct.ion project;and
WHEREAS, the aforesaid sets of plans and, specifications prepared
by a Division of Architecture could be so varied and numerous as
to meet. tje needsfwishes, and de,sires of every school district
provided said school district was reasonable in the matter and was
sincerely interested in saving the taxpayers' money;and
WHEREAS, the establishment of a central source of school plans
and specifications at the State level would save millions upon
mil1.ions of dollars in school construction costs and it therefore
of v ital interest to every schoo-l district and every taxpayer:a
in the entire State of California.
NON, THEREFORE, BE IT RESOLVED:
1.. That a Division of Archite.cture .be est.bliabad in the State
Department of Education;
2. That said Division of Architecture,so created,have the
responsibility otfurnishing al1. plans and specifications for
school construction 'PI'8#-e:cts,and that. a pool. ot school plans be
established to meet the basic needs ot every school district;
3. That the State Legislature be and it 1s hereby petitionad
to enact tha necessary laws for said State-wide project;

4. That t he State Assemblyman and Senator representing this district
and all other state and local officials interested in this problem be
urged to give this plan militant support.

NOES: Councilmen None
