Resolution 341 Motion b1r Councilman Kennedy, seconded by Councilman Pate that the . .. d ",AI Resolution presented by Mr.Stelllng be adop~e . ~I WHEREAS,SOUTH SANTA CLARA VALLEY ~NATEH COK3C,;nVATION DISTRICT includes territory located in the Southern part of Santa Clara County and in 'which the City of Gilroy is situated; and r~VHEREAS, the said South Santa Clara Valley Water Conservation Distridt. has called an election to be held on the first day of February,1955, at vlhich the electors of the District shall vote upon the proposition auth- :prizing or refusing to authorize the issuance and sale of bonds of the District to the extent of $2,111,000. for the purpose of providing money vJith which to construct a dam and reservoir and auxiliary 'Norks on the Uvas Creek and a canal connecting the same with the Llagas Creek in accordance with the report of Messrs,Blackie & Wood,Engineers for the Di strict; and WHEREAS, the electors of the said Water Conservation District did, in the year 1953, authorize the issuance of bonds to cover 40% of the cost of a dam and reservoir on the said Uvas Creek to impound and conserve the water thereof of ii/hich this District would obtain approx- imately 10,000 acre feet annually,with a canal connecting the said reservoir with the said Llagas Creek,by an ove~vhelming vote upon the condi tion that the remaining 60% of the said cost of the said proj ect be financed by the Santa Clara Valley Water Conservation District,the territory of which is located in the northern part of Santa Clara County, and the said Santa Clara Valley Water Conservation District has not taken any action toward the financing of its share of the cost of said project or indicated that it is willing to join with the South Santa Clara Valley Water Conservation District in a joint undertakiDg;and, WHEREAS, the South Santa Clara Valley l'later Conservation District has nov..' adopted a program to construct a dam and reservoir which will impound at one time 1'0,000 acre feet of water and permit the conservation of approximately 20,000 acre feet of water annually at a cost of less than the 40% of the cost of the project approved by the voters in 1953,and it is this mew pr~gram that the electors will vote upon on Bebruary 1,1955; and, W1IEREAS, the Common Council of the City of Gilroy deems the conser- vation of water in this area of the utmost importance not only to the surrounding and industrial area but to the inhabitants of the City of Gilroy itself,and that the conservation of the water of the said Uvas Creek for use in this area is vital to the future growth and prosperity of the southern part of Santa Clara County;ahd, WHEREAS, the said proposition to be voted upon in the said bond 'election on February 1,1955, is the best project for the conserving of ~ the said "vater that has yet been proposed; and, W'dEREAS, if the said election results in the defeat of the said prop- osition the District will likely lose the water rights for the approp- riation of water on the Uvas Creek to which it now has priority and such loss would be a complete disaster to this area;and, \flIEREAS, the dllili necessary to be constructed to conserve the said i;:ater on the Uvas Creek will provide in a large measure protection ~(;lgainst floods in t he City of Gilroy,in addition to which there is to be, ~3et aside for the City of Gilroy 1,000 acre feet of water to be conserved by the said conservation works, and it will be possible to save consider- able costs in the supplying of water to the people of the City of Gilroy, and the City of Gilroy is thus directly interested mn the conserving of 'said '/later. NOVl, TREHEF'ORE, BE IT RE30L VED : That the Corr~on Council of the City of Gilroy does endorse the said proposed bond issue and does urge the qualified electors o~ the District to go to the polls on Tuesday,the first day of Februaryl,1955,and vote favorable upon the issuance of the said bonds. BE IT FURTHER RESODNED: That a copy of this resolution be delivered to the Board of Directors of the said South Santa Clara Valley Water Conservation District,to the press,and to the Secretary of the Gilroy Chamber of COffinerce.
