RESOLUTION NO. 80 - 33
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ADOPTING
NUHERICAL LIMITS FOR RES IDENTIAL T)vJELLING UNITS TO BE ISSUED
BUILDING PERMITS FOR EACH OF THE YEARS 1981, 1982 AND 1983.
WHEREAS, pursuant to the City of Gilroy Residential Deve10p-
ment Ordinance, once each year, the City Council of the City of Gi1-
roy shall determine the maximum number of dwelling units to be
issued building permits; and
WHEREAS, the City Council of the City of Gilroy desires to
encourage a rate of growth which will not exceed the City's ability
to provide adequate and efficient public services or the ability of
the local economy to support such growth, the Council desires to
maintain and improve the quality of the environment and preserve
the City's natural setting, desires to provide and maintain a ba1-
anced community with adequate housing to meet the needs of local
employment and residents, and desires to provide and maintain a
sound economic base for the City; and
WHEREAS, pursuant to Section 5 of the City of Gilroy Resi-
dentia1 Development Ordinance, the City Council of the City of Gi1-
roy has fixed the 7th day of April, 1980 at the hour of 8:00 o'clock
p.m. in the Council Chambers in the City Hall at 7390 ~osanna Street,
Gilroy, California as the time and place for considering and adopt-
ing the said Numerical Limits for each of the year 1981, 1982 and
1983, and notice of said hearing has been given in accordance with
said Ordinance, and a public hearing has now been held upon the said
Numerical Limits, at the time and place fixed in the said notice,
before the Council, and the Council having duly considered studies

and testimony relevant to the residential development program, and
having determined that the Numerical Limits should be set with the
following findings:
(1) From 1970 to 1976 the number of residential dwell-
ings in the City of Gilroy grew at approximately six
(6) percent per year. Recently, substantial fluct-
uations above six (6) percent have occurred in the
City's growth rate.
(2) The City's ability to provide continued and adequate
services will be seriously impaired if the City con-
tinues to grow at a high rate.
(3) Continued unrestrained residential growth will seri-
ously impair the City's ability to effectuate the
goals of the General Plan and the General Plan Ele-
ments.
(4) The City's capability to provide adequate sewage
capacity for residential development is currently
limited and will continue to be limited for the
foreseeable future.
(5) Continued unrestrained residential growth may serious-
ly impair the ability of the Gilroy Unified School
District to provide adequate service.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GILROY that in accord with the City of Gilroy Residential
Development Ordinance, the Council hereby establishes that:
(1) One Hundred (100) be the maximum number of dwelling
units issued building permits for 1981, in accordance
with the Residential Development Ordinance.
(2) Three Hundred Seventy-five (375) be the maximum number
of dwelling units issued building permits for 1982,
in accordance with the Residential Development Ordinance.
(3) Three Hundred Seventy-five (375) be the maximum number
of dwelling units issued building permits for 1983, in
accordance with the Residential Development Ordinance.
