RESOLUTION NO. 77-52
RESOLUTION OF THE CITY COIDICIL OF THE CITY OF GILROY RELATING TO
PARTICIPATION IN JOINT LIABILITY INSURANCE STUDY.
WHEREAS, the Santa Clara County Inter-City Council referred
to the City Managers' Association the examination of the various as-
pects of the liability insurance problem, and
HHEREAS, the City ~1anagers' Association appointed a commit-
tee of city and county staff representatives to develop such a re-
port which subsequently was approved by the City Managers' Associa-
tion and
WHEREAS, this report recommends that Santa Clara County
Cities and the County jointly fund a study regarding the establish-
ment of a self-insurance program, and
WHEREAS, the Santa Clara County Inter-City Council has
authorized staff to prepare a mutual contract and circulate it
amongst the cities and the County for their approval of the study
and determine how much each city would pay, based upon each juris-
diction's population.
BE IT THEREFORE RESOLVED THAT the City of Gilroy approves
participation in a joint cities-county self-insurance study that
will examine the following aspects of the liability insurance pro-
blem:
1) An actuary study to establish funding needs for
excess exposure.
2) The method of pooling to be used.
3) Funding technique to be used.
4) Type of management structure best to administer
the proposed program.
5) Examine the possible levels of coverage and cor-
responding contributions.
6) Advise on other Risk Management areas that might
be cooperatively undertaken by the cities and the
County, and

BE IT FURTHER RESOLVED THAT THE City of Gilroy approves a
maximum of $286.00 as its share of the joint Liability Insurance
Study; said share to be contributed only if all of the cities and
the County participate in the study.
BE IT FURTHER RESOLVED that the selection of consultant,
consultant costs to a maximum of $20,000.00 and the performance of
the consultant be the charge of the Liability Insurance Subcommittee
of the City Managers' Association.
