Resolution 1975-46 - - ; RESOLUTION NO. 75-46 RESOLUTION OF THE GILROY CITY COUNCIL CONCERNING SANTA CLARA COUNTY BOARD OF SUPERVISORS' CHANGE OF PARKS ACQUISITION AND DEVELOPMENT POLICY. WHEREAS, in the course of determining to acquire Grant Ranch for public park purposes the Santa Clara County Board of Sup8rvisors, without prior hearing and without referral to the Santa Clara County Parks and Recreation Commission, determined to spend the approximate sum of $3,500,000. for acquisition of another park in the Berryessa-Aborn Road area of San Jose; and WHEREAS, the action of the Board was contrary to the Board's established policy of arriving at decisions of such importance only after thorough planning study, referral to the Parks and Recreation Commission, and request for advice from the general public and all cities, to be obtained in the course of public hearings; and WHEREAS, the decision appears to violate long-established County policy to provide parks in a rural setting and to allow cities to fulfill their responsibility to provide urban parks to meet the local recreational needs of their inhabitants by construc- tion of urban parks using municipal funds; and WHEREAS, the decision, if put into effect, would work an injustice as to the cities which have, at considerable expense to their taxpayers, already provided city parks for the use of their citizens; and WHEREAS, to the best of the City's knowledge the decision of the Board of Supervisors concerning the San Jose park was arrived at without due deliberation and without full public deliberation, customary for decisions of such importance; and WHEREAS, in our opinion, this acquisition would constitute a violation of the most recent County-wide Bond Election Proposition for parks. NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Gilroy requests that the Santa Clara County Board of Supervisors rescind its action declaring an intention to spend $3,500,000. for an urban park intended specifically for the needs of the inhabitants of a limited portion of San Jose, and follow its established proce- dures of public hearing and debate, first to determine whether to depart from its policy of using such funds for non-urban parks, and RESOLUTION NO. 75-46 -1- ~, - e e ..
