Resolution 1975-69 '"- /, ~ ,... ..4J ~ RESOLUTION NO. 75-69 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY RE: DISTRIBUTION OF URBAN SERVICE AND SALES TAX. WHEREAS, Recent discussions held between the Inter-City Council, City Managers' group, various cities, and the Board of Supervisors have brought about a questioning of the equity of the sales tax sharing agreement between the 15 cities and the County; and WHEREAS, As a result of these discussions, certain questions have been raised relative to the equity of distribution among the cities of services delivered by the County; and WHEREAS, All elected officials in the cities and the County desire to provide the best and highest level of services to their respective constituencies; and I" WHEREAS, The abrogation of the sales tax sharing agreement now in effect in Santa Clara County could have the immediate and negative effect of interrupting and causing a disarray of services. NOW, THEREFORE, BE IT RESOLVED, That the cities of Santa Clara County hereby agree that no city in the County will take unilateral action, or act in concert with others, to cause the abrogation of the sales tax sharing agreement before the start of Fiscal Year 1977-78; and BE IT FURTHER RESOLVED, That the cities and the County jointly recognize that the key problem which is to be resolved is that of the equalization of services throughout the County in terms of the needs and funding sources of each community; and BE IT FURTHER RESOLVED, That the Inter-City Council directs the initiation of a study to be conducted by a study committee to be composed of: RESOLUTION NO. 75-69 1/2 . . . " -- -:- 2 Hembers of the Board of Supervisors. 2 Members of the San Jose City Council. 2 City Councilmen from cities with populations greater than 50,000 (other than San Jose). 2 City Councilmen from cities with populations under 50,000. 1 County staff member. 1 City Manager from a city with a population greater than 50,000. 1 City Manager from a city with a population less than 50,000. This makes a total of eleven people to make recommendations to the Inter-City Council: a) Which services, if any, currently provided by the County could best and more efficiently be delivered by the cities within their respective spheres of influence. b) Which services, if any, currently provided by cities, could be best delivered by the County. c) Which are the proper sources for funding these county services (i.e., property tax, sales tax, etc.). d) What changes, if any, should there be in the existing sales tax sharing agreement and how should these changes take place; and BE IT FURTHER RESOLVED, That the cities and the County recognize that the resolution of these issues is in the best interests of all of the residents of Santa Clara County and that the ICC directs that this study be completed by January 1, 1977, or that an extension be granted by the ICC if this date proves unreasonable.
