RESOLUTION NO. 1793
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY
WHEREAS} the Santa Clara Valley Water District is pro-
posing to spend $36,200.00 over the next two (2) years to monitor
the ground water affect of the City of Gilroy's sewerage treatment
plant and;
WHEREAS} Gilroy's plant is already monitored by the
State Water Qual ity Board, which is the same agency that is charged
with the responsibility of setting plant discharge requirements
throughout the State of California; and
WHEREAS} Gi Iroy is further obI igated to monitor its
own system and make periodic reports to the State of Cal ifornia.
NOW} THEREFORE BE IT RESOLVED by the Counci I of the
City of Gilroy that the South Val ley Water District be advised upon
the fol lowing points:
I) This dupl ication of service is a waste of the
taxpayers money. If the District feels compelled
to enter this field of service they should combine
their efforts with the State Water Qual ity Board
and thereby reduce the respective costs to each
agency.
2) If District provides this service to Gilroy,
the District in al I equity should also simultaneously
provide this same service to al I other treatment
plants located within Santa Clara County whose resi-
dents are also taxed under the District's County-
wide tax rate.
3) Gilroy land owners have paid the District's im-
portation tax since its inception many years ago and
to date have not received the benefit of any imported
waters.
WE THEREFORE} strenously object to the use of these
funds for the duplication on existing service while water importa-
tion is so badly needed. We prefer to see those funds expended
for their committed legal use.

WE URGE the District to contact the State in an effort
to jointly provide a more economic service to residents of Santa
Clara County.

following vote:
